Efforts from local authorities
In carrying out the land clearance and resettlement tasks for the high-speed railway project, the localities through which the project passes have focused intensely on organizing the administrative structure, planning, preparing for investment, and implementing resettlement areas. To date, many important tasks have achieved positive results, creating a foundation for accelerating the progress of the entire project.

In Quynh Luu commune, the high-speed railway line is expected to pass through the area for a length of approximately 2 km. According to statistics, the project directly affects 72 households with 81 plots of land, with a total area of about 38,000 m² to be acquired. From the initial stages of implementation, the Quynh Luu commune government has identified public awareness campaigns, mobilization, and gathering of public opinion as key tasks.
Mr. Chu Van Dinh, head of Hamlet 1, Quynh Luu Commune, said that in the past, the hamlet and commune have held many meetings with residents to provide specific information about the policy, scope of land acquisition, and resettlement plan. Notably, during the discussions, the residents of Hamlet 1 unanimously chose the hamlet's pond and lake area as the location for the resettlement area. This area has a convenient location, close to existing residential areas, with relatively complete infrastructure connections, helping residents easily stabilize their lives and maintain community ties after relocation.
Currently, Quynh Luu commune is publicly disclosing the compensation rates for land clearance in the resettlement area in Hamlet 1. Mr. Hoang Quoc Hoan, Vice Chairman of the People's Committee of Quynh Luu commune, said that after publicly disclosing the plan, the commune will organize direct meetings with the people to understand their thoughts and aspirations.
If the residents agree and are satisfied with the compensation price, the commune will proceed with the next steps. Simultaneously, the local authorities will seek the opinion of the Department of Construction to implement a direct bidding process, aiming to begin construction of the resettlement area by the beginning of January.

In An Chau commune, preparations for resettlement for the North-South high-speed railway project are also being urgently implemented. A resettlement area of approximately 3.3 hectares is planned for Dien An 2 hamlet, to accommodate 18 households that need to be relocated. The planned area mainly consists of agricultural land, so the local authorities are paying special attention to determining the appropriate compensation and support plan.

Mr. Nguyen Huynh Trinh, Vice Chairman of the An Chau Commune People's Committee, said that in addition to the compensation rates stipulated by the State, the relevant departments and agencies have met and agreed to add several other support measures. Notably, these include support for land improvement and compensation for assets that people have invested in for agricultural production over many years.
"After finalizing the details, the commune will publicly announce the plan and invite residents to provide feedback. Basically, the people agree with the compensation and land clearance plan for the resettlement area," Mr. Trinh said.
In response to the project's deadline, An Chau commune is "racing against time," focusing intensely on land clearance for the resettlement area, aiming for completion before the Lunar New Year. This is considered a crucial condition for the locality to promptly hand over the land, facilitating the next steps in the implementation of the North-South high-speed railway project.

The reality in Quynh Luu and An Chau communes shows that when people are fully informed, participate in discussions, and their legitimate rights are guaranteed, social consensus becomes the "key" to overcoming difficulties in land clearance – one of the crucial stages determining the progress of key infrastructure projects.
Expedite resettlement and land clearance.
According to the Department of Construction's report, the communes and wards have completed the establishment of the Steering Committee and the Working Group assisting the Steering Committee for land clearance, as well as the establishment of the Project Land Clearance Council. Of the 18 communes and wards through which the route passes, 16 localities require the allocation of resettlement areas; 100% of these communes and wards have completed the survey and selection of locations for the construction of resettlement areas – the first and most crucial step.
Alongside investment preparation, land clearance at resettlement sites for the high-speed railway project is being implemented by local authorities in accordance with established procedures, gradually resolving key issues. The current focus is on extracting land records, surveying current land conditions, and inventorying assets on the land – these initial steps, though crucial to the overall progress.

In summary, 17 resettlement areas have completed the approval of land surveying for land clearance purposes. Several other areas are currently undergoing appraisal by specialized agencies or are in the process of signing land ownership agreements with land users. This stage requires close coordination between local authorities, surveying units, and residents to ensure the accuracy and transparency of land records. However, some resettlement areas have yet to select surveying units and sign land ownership agreements, causing delays in the implementation of subsequent steps.
In the inventory, counting, and compensation payment process, initial results have shown positive progress. To date, six resettlement areas have completed all land clearance work, including one area in Tan Chau commune and five areas in Lam Thanh commune, ready for handover to infrastructure construction. In addition, eight other areas have completed inventory, valuation, public disclosure of compensation plans, and signed confirmations with residents, awaiting completion of payment procedures: two areas in Hoang Mai ward; one area in Quynh Luu commune; one area in An Chau commune; three areas in Hung Nguyen commune; and one area in Hung Nguyen Nam commune.
Some areas are currently undergoing on-site inventory and counting. However, due to incomplete land extracts and measurements, many resettlement areas are still not eligible for land acquisition notices and cannot yet conduct on-site inventory. This indicates that land clearance work still needs to be accelerated, especially in the foundational stages, in order to create a clean site and meet the progress requirements of key national projects.
The North-South high-speed railway is a national-level project, but its success depends heavily on the consensus of the people in each locality along the route. For Nghe An , the challenge is not just "completing land clearance," but ensuring that resettled people have a life equal to or better than their previous living conditions, thereby creating a solid social foundation for this landmark infrastructure project.
To implement the North-South High-Speed Railway Project, Nghe An province is expected to have 1,782 households requiring resettlement. Accordingly, there will be 41 resettlement areas, covering an area of approximately 102 hectares, with a total resettlement cost of approximately 1,450 billion VND, including (Hoang Mai ward: 2 areas; Quynh Van commune: 2 areas; Quynh Son commune: 3 areas; Quynh Luu commune: 1 area; Hung Chau commune: 1 area; Duc Chau commune: 2 areas; Minh Chau commune: 6 areas; Dien Chau commune: 2 areas; An Chau commune: 1 area; Tan Chau commune: 3 areas; Than Linh commune: 2 areas; Nghi Loc commune: 1 area; Yen Trung commune: 4 areas; Hung Nguyen commune: 4 areas; Hung Nguyen Nam commune: 2 areas; Lam Thanh commune: 5 areas).
