This year, the weather and climate have been unfavorable: From the beginning of June until now, the North Central region has had 6 long heat waves, with high temperatures ranging from 37 - 40 degrees Celsius. Since the beginning of the year, Nghe An has had 2 storms and 3 large-scale heavy rains, causing damage to crops, infrastructure, people's lives, and the economy .

In order to effectively implement Resolution 02-NQ/TU of the Provincial Party Committee; at the same time promptly overcome the consequences caused by drought and floods, proactively prevent floods, droughts, and saltwater intrusion to ensure irrigation and drainage for production in 2024, and ensure drainage for localities, the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities, and towns to coordinate with the Irrigation Limited Liability Companies in the area to continue to educate cadres, party members, and people about the economic efficiency of irrigation and drainage for industrial crops, fruit trees, color crops, and aquaculture, solidify canals, prepare irrigation infrastructure, and build new rural areas to serve production and people's lives.

Along with that, continue to closely monitor information, weather developments, rain, flood developments, water levels on rivers and streams, promptly inform local authorities and people to proactively prevent; be ready to deploy plans to respond to heavy rain and floods. At the same time, organize inspections and repair damage to key works, irrigation works and systems, clean water; river dyke systems, sea dykes, embankments due to rain and floods.

For urban drainage systems, organize dredging and repair of drainage ditches, drainage axes of communes, wards, blocks, and residential groups to drain water, prevent flooding, and maintain environmental sanitation.

On the other hand, organize irrigation work in the fields, repair and dredge irrigation canal systems, build embankments in the areas and fields, and repair field traffic. Continue to implement the program of consolidating canals, especially in-field canals.

Developing small irrigation systems for upland crops and other crops: Digging and building reservoirs, small tanks, wells, developing small pumping networks, using advanced and water-saving irrigation methods, maximizing the advantages of the system of dams in the province to replicate irrigation models for new varieties of oranges, tangerines, passion fruit, grapefruit, sugarcane, tea, and animal grass...

Early development of water supply plan for production in 2023-2024

Localities should develop early plans for water supply for production in 2023-2024. When the rainy season ends, promptly assess and balance water resources to arrange a reasonable crop structure; promptly adjust production and water supply plans when water sources change.

Dredging water intakes, canal systems, installing and operating field pumping stations to supply water to drought-stricken and water-deficient areas for production and daily life. Speeding up the construction progress of irrigation works and domestic water supply.

Strictly manage water resources, guide people to use water economically and effectively, prevent water leakage and waste; take appropriate measures to prevent salt water from entering the fields.

The Provincial People's Committee noted that during the launching period, localities should mobilize and encourage people of all walks of life to actively participate in public service; pay attention to practical effectiveness and organize savings; avoid formalism, causing waste and expense. At the end of the launching period, there will be a summary, evaluation, and report on the implementation results to the Department of Agriculture and Rural Development for synthesis and reporting to the Provincial People's Committee.

The Provincial People's Committee assigned the Department of Agriculture and Rural Development to direct the Irrigation Sub-Department, People's Committees of districts, cities, towns, and Irrigation LLCs to effectively implement the campaign to respond to drought and floods and proactively take irrigation and drainage measures to serve the 2023-2024 winter-spring production.

The Department of Agriculture and Rural Development guides localities and units to develop programs, plans, organize the implementation of the campaign and regularly inspect, monitor and report results to the Provincial People's Committee.

At the end of the campaign, it is necessary to organize an evaluation, propose commendation and reward for units and individuals who have performed well, and criticize and remind units and individuals who have not performed well in this campaign. Develop a water use plan for the province in coordination with Ban Ve, Khe Bo, and Chi Khe hydropower plants to ensure water discharge to meet the water use requirements for people's lives and production in 2024.

Provincial departments, branches and sectors, according to their functions and tasks, proactively coordinate with localities to launch a movement for the whole people to join in irrigation work, and strengthen the work of preventing drought, saltwater intrusion and floods.

Mass media agencies have stepped up propaganda about the progress and results of the nationwide movement to build irrigation, transportation, and new rural areas, strengthen the work of preventing drought, saltwater intrusion, floods, and urban flooding, and advanced models that have contributed to promoting the emulation movement throughout the province.

The Provincial People's Committee requested the Provincial Fatherland Front Committee and socio -political organizations to mobilize their members to actively participate in the campaign to mobilize the entire population to do irrigation work, strengthen the work of preventing drought, saltwater intrusion, and floods in the most practical and effective way.
