On February 9, 2026, the Vice Chairman of the People's Committee of Nghe An province, Phung Thanh Vinh, signed Decision No. 500/QD-UBND approving the operating procedures for the Nam Can 2 hydroelectric reservoir, a project located in the two communes of Nam Can and Muong Xen.
The decision clearly defines the responsibilities of relevant organizations and agencies in implementing reservoir operation procedures, aiming to ensure the safety of the structure and the downstream area.
Accordingly, the investor, Nam Can River Hydropower Joint Stock Company, must strictly comply with the approved operating procedures and relevant legal regulations; and is responsible before the law and the Provincial People's Committee for the accuracy of the information and data in the dossier.
During implementation, if any part of the procedure is found to be no longer suitable, the unit must immediately report it to the Department of Industry and Trade for guidance on how to handle it, ensuring absolute safety for the downstream area after the dam.
The Provincial People's Committee assigns the Department of Industry and Trade to take the lead, in coordination with the Department of Agriculture and Environment and relevant localities, in regularly monitoring and inspecting the implementation of the procedures; performing the task of state management of hydropower and promptly advising the Provincial People's Committee on matters within its authority.
