Mr Schumer vowed to act immediately to block any military move, rekindling the constitutional debate over the power to decide to send the US into war.
The focus of Mr. Schumer's warning is the invocation of the "War Powers Resolution" - a legal tool for the US Congress to control the President's right to mobilize the military.

In the Senate, Mr. Schumer declared: “I want to be very, very clear. If Donald Trump proceeds with his plan to attack Venezuela, Senators (Tim) Kaine, (Rand) Paul and I will immediately submit a war powers resolution to compel Congress to act to prevent the use of military force in Venezuela.”
“The power to declare war rests with Congress,” he stressed, adding, “We intend to exercise that authority if necessary.”
He also called on Republican senators to work together to advance the resolution “if that becomes necessary.”
Additionally, Mr. Schumer personally criticized US Secretary of War Pete Hegseth, calling him “unserious.” He cited a social media post by Mr. Hegseth that featured an image of “a cartoon turtle shooting at boats” related to drug trafficking.
“Posting memes in the middle of a potential armed conflict is something no serious leader would consider,” Mr. Schumer said.
