Through the wars to protect and build the Fatherland, Hy Cuong commune has 74 heroic sons who sacrificed for the independence and freedom of the nation. At the commune's martyrs' cemetery, there are currently 57 martyrs' graves. According to the reporter's observations, right from the first steps leading up to the flagpole area, they have cracked and sunk, the surface is covered with a thick layer of moss and broken leaves and branches. The caretaker's house is dilapidated, surrounded by termites. Going through the damaged brick fence are rows of graves - the resting place of martyrs with a surrounding path paved with cracked, sunken cement, and overgrown with weeds. On the graves are engraved steles with information about the martyrs, but most of them are faded and difficult to read. The memorial flagpole area is also moldy and seriously degraded. Entering the cemetery, we were extremely saddened by the deterioration of the structure. Although, the commune leaders said that the care and cleaning of the cemetery is regularly paid attention to, not only during the Lunar New Year and War Invalids and Martyrs Day on July 27. However, the reality is not like that. During meetings with voters, local people have repeatedly requested the People's Committee of Hy Cuong commune and the People's Committee of Viet Tri city to renovate and upgrade the cemetery, but so far it has not been done.
When reporters asked why the project has not been invested in upgrading and renovating yet? Local leaders said that Hy Cuong commune has a total natural area of 700 hectares, of which 500 hectares are located in the planning area of the Hung Temple Historical Relic Site. The commune's martyrs' cemetery is also located in the planning area. Therefore, the land fund for relocating and building a new martyrs' cemetery is very difficult. Based on voters' opinions, the local government has also come up with a plan to relocate the current martyrs' cemetery to a new location near Pheo mountain in zone 5. However, people objected because the area is far from residential areas, making it inconvenient to travel to take care of and burn incense. Moreover, billions of dong must be invested to build a road to the cemetery. Many times, the commune government proposed to the Viet Tri City People's Committee to develop a renovation and upgrading plan, but all were not suitable.
Comrade Tran Xuan Lam - Head of the City's Department of Labor, War Invalids and Social Affairs said: Because the Cemetery is located within the Hung Temple Historical Site, the provincial and city leaders want to move it to another location. Many surveys have been conducted to find a location, but there has been no consensus between the government and the people. At the end of 2023, the city also received Report No. 120/BC-UBND from the People's Committee of Hy Cuong Commune proposing an investment policy for the project: Renovation and repair of the Martyrs' Cemetery of Hy Cuong Commune, Viet Tri City to invest in the construction of degraded construction items to increase the solemnity of the project with an estimated cost of nearly 6.9 billion VND. Based on the content of the report, this investment proposal will be approved and carried out construction investment procedures in the upcoming City People's Council meeting.
According to the report of Hy Cuong Commune People's Committee, the planned repair of the graves will be to keep the original position, cover them with stone with engraved nameplates covered with gold foil, add flower vases, and replace incense bowls. Replace the existing cement floor with concrete, pave the entire walkway with natural stone. Add flower beds, lighting systems, build new fences and flagpoles... The project implementation period is from 2023-2026.
Faced with the serious degradation, investment in repairing and upgrading the Hy Cuong Commune Martyrs' Cemetery is a necessary and urgent task. However, it will take a long time for the project to be completed. From now until the Cemetery is renovated and embellished, it is thought that the local government and people need to pay attention to cleaning, clearing weeds, and arranging the grounds of the Martyrs' Cemetery within their scope and capabilities, contributing to creating solemnity and respect for those who sacrificed for the independence and freedom of the Fatherland.
