Speaking at the discussion on the results of monitoring the settlement of voters' petitions, which took place on the afternoon of May 26 within the framework of the 5th Session of the 15th National Assembly, delegate Nguyen Thi Viet Nga ( Hai Duong Delegation) said that voters are particularly interested in solving the shortage of teachers and implementing Decree 116 (issued in 2020) on the policy of supporting tuition and living expenses for students majoring in Pedagogy.
Ms. Nga said that although this Decree has been in effect for nearly 3 years, so far very few localities across the country have implemented it according to the task of ordering or bidding withuniversities and colleges training in Pedagogy. There are 3 reasons and obstacles leading to the above situation.

Firstly, this bidding is considering teachers as a commodity and schools as suppliers of that commodity. While the quality, reputation, and experience between institutions are not the same, " what if prestigious, long-standing schools fail the bidding and vice versa?" , the Russian delegate wondered.
Second, although students are trained under an order form, when they graduate from university or college, if they want to work in the education sector, they still have to pass the civil service exam. Decree 116 stipulates that if Pedagogy students do not work in the education sector after graduation, they will have to return the support money according to the prescribed policy.
The Decree does not take into account the case where a student fails the civil service exam, meaning it is not due to the student's own will, should he or she be required to reimburse the costs? According to her, if there is no reimbursement, it will lead to cases of taking advantage of loopholes and intentionally failing the exam to avoid reimburse.
Third, many localities lack teachers and want to order teacher training but have not yet arranged funding, or many localities do not have the need to order teacher training.
The delegate also said: "The policy has been in place but implementation has encountered many difficulties, the shortage of teachers in many localities has not improved. Even many people send their children to study Pedagogy but have not yet received subsidies and support according to Decree 116, because the local budget has not been able to implement it."
Therefore, voters earnestly request the Ministry of Education and Training to consider and advise the Government to review and remove difficulties and shortcomings so that this Decree can be implemented smoothly and effectively.
Previously, on May 25, the Ministry of Education and Training announced that 16 universities and colleges in 11 localities have no need to train and enroll students in the Pedagogy sector in 2023 or the schools in the area have merged with other training institutions including: Ben Tre, Ca Mau, Bac Ninh, Cao Bang, Lam Dong, Dien Bien, Vinh Phuc, Can Tho, Vinh Long, Bac Lieu and Quang Nam.
According to the decision signed and issued by the Politburo in 2022, the total staff of the political system in the 2022 - 2026 period needs to add 65,980 teacher positions, of which 27,850 public preschool and general education teacher positions will be added in the 2022 - 2023 school year.
The Ministry of Education and Training determined that the cause of the above situation is that recruitment is not close to the needs and scale of school and student development. The arrangement, mobilization and assignment of teachers are also not appropriate. Another part is due to the mechanical migration in some industrial zones and large urban areas.
