Building a fair, quality, and effective health system

Speaking at a working session with the Ministry of Health on February 20, acknowledging and praising the results of the Ministry of Health and the health sector in implementing health work and building institutions, National Assembly Chairman Vuong Dinh Hue emphasized the need for the health sector to keep in mind the goals and spirit of Resolution 20 and the mission of improving the physical and mental health, stature, longevity, and quality of life of Vietnamese people.

At the same time, it is clear that investment in health is investment for development, one of the special priorities of our Party and State. Therefore, we must continue to invest human, material and financial resources appropriately in the health sector.

Regarding the key tasks in the coming time, the National Assembly Chairman hopes that the Ministry of Health and the entire health sector will continue to fully grasp the role of the health sector, Uncle Ho's advice to health workers and the Party's policies on the health sector, focusing on Resolution No. 20 and Resolution No. 21 of the Party Central Committee on protecting, caring for, and improving people's health and population work in the new situation.

Investing in protecting, caring for and improving people's health is investing in development. The State prioritizes budget investment and has mechanisms and policies to mobilize and effectively use resources to protect, care for and improve people's health; organize the provision of public services, ensure basic services, and at the same time encourage public-private partnerships, private investment, and provide services on demand.

The National Assembly Chairman also emphasized the key role and responsibility of the State in the health sector. Therefore, the National Assembly Chairman expressed his agreement with the opinions of the Working Group that the health sector must still promote autonomy, but should not push the issue of autonomy and socialization in these areas too far, as the State, all levels and sectors still have to worry about and invest as the Resolution of the Central Committee clearly states: caring for, protecting and improving health is the cause of the entire people and the entire political system.

In addition, the National Assembly Chairman noted that the Ministry of Health needs to continue to proactively propose and implement the assigned legislative tasks, focusing on completing and advising the Government to submit to the National Assembly the Law amending and supplementing a number of articles of the Law on Pharmacy, the Law amending and supplementing a number of articles of the Law on Health Insurance in 2024, to ensure that the Law on Health Insurance takes effect from January 1, 2025, in accordance with the provisions of the Law on Medical Examination and Treatment; build a suitable and certain roadmap for the draft laws expected to be submitted to the National Assembly for approval in 2025 and the following years.

The Ministry of Health needs to continue to preside over and coordinate the implementation of laws and resolutions on health and related to health, "absolutely not owing documents", allowing stagnation to occur; strengthen the capacity to build laws and manage investment to meet practical needs.

The leaders of the Ministry of Health will study and collect opinions to coordinate with the Ministry of Culture, Sports and Tourism to complete the draft National Target Program on cultural revival and development, and building Vietnamese people for the Government to submit to the National Assembly in the coming time.

Promote the implementation of the National Strategy for Pharmaceutical Development; deploy the healthcare strategy and plan the healthcare network. It is necessary to continue improving the quality of leadership, management, state management capacity, promoting administrative reform and digital transformation in the healthcare sector.

Emphasizing that medicine is a special profession, medical personnel need to be selected, trained, used and treated specially; must meet professional and ethical requirements, the National Assembly Chairman requested the Ministry of Health and relevant ministries and sectors to focus more on training and building a team of cadres, doctors and medical staff who are politically and professionally steadfast, exemplary in ethics, constantly innovate their working style towards professionalism "taking the patient as the center", improve medical ethics, spirit and attitude of serving patients wholeheartedly and thoughtfully;

At the same time, it is necessary to research and propose appropriate remuneration policies and regimes for medical staff in the overall reform of salary policy; have feasible solutions and stable, long-term policies to retain medical staff, attract and make use of highly qualified and professional human resources.

Emphasizing that investment in health is investment in development, the cause of caring for, protecting and improving people's health is the cause of all people, of the entire political system, and is one of the special priorities of our Party and State, the National Assembly Chairman clearly stated the requirement to continue investing human resources, material resources and financial resources appropriately in the health sector, including regular funding, policies and regimes for health workers and employees, roadmap for applying service prices, roadmap for increasing health insurance premiums... All of these issues must be included in a comprehensive program.

National Assembly agencies will closely coordinate with Government agencies on these issues, in which the Ministry of Health needs to proactively propose and make specific recommendations.

On the occasion of the 69th anniversary of Vietnamese Doctors' Day, the National Assembly Chairman wished all cadres, civil servants, public employees and staff in the health sector good health, happiness, enthusiasm and desire to contribute, excellently fulfill their noble responsibilities, worthy of the trust and expectations of the Party, State and people .
