On the morning of November 13, the National Assembly passed a resolution on the socio-economic development plan for 2026.

Providing a unified set of textbooks nationwide for use from 2026 - 2027

Notably, the resolution requires promoting the development of modern, high-quality human resources in priority, emerging, high-tech industries and fields; creating breakthroughs to strongly promote scientific and technological research, innovation and digital transformation.

In particular, the resolution emphasizes the continued effective implementation of solutions stated in Resolution 71 of the Politburo , the National Assembly's resolution and the Government's action program on breakthroughs in education and training development.

Create a clear change in the quality of education and training at all levels. Review and complete the General Education Program, focusing on building and ensuring the provision of a unified set of textbooks nationwide for use from the 2026-2027 school year.

Develop and effectively implement the national target program to modernize and improve the quality of education and training for the period 2025-2035. Improve foreign language proficiency for learners, making English the second language in schools.

Training, equipping basic knowledge of culture and arts and enhancing physical activities, sports, and improving students' physical fitness.

Along with that, modernize higher education; have breakthrough mechanisms and policies and invest in developing national universities, higher education institutions and key higher education institutions on par with advanced countries.

Building high-quality human resource training programs according to international standards, especially in key fields of science and technology, smart management, basic science and priority and emerging fields.

Improve the quality of vocational education; promote training, retraining, and fostering to improve the qualifications and vocational skills of workers in key economic areas and regions.

The Resolution also emphasizes the urgent development of breakthrough scientific research programs and projects, focusing on 11 strategic technology groups.

Building research and development facilities for high technology, strategic technology, core technology, source technology, digital technology, especially in the fields of electronics industry, semiconductor chips, and artificial intelligence.

Continue to review and amend Circular 19 related to student discipline.

Previously, in the Government's report on acceptance and explanation, it clearly stated that the direction focused on fundamentally solving the problem of school violence and school safety and hygiene associated with perfecting regulations on discipline and order in schools.

Strengthen life skills education, train teachers and psychological counselors in conjunction with strengthening management, supervision and support for students; strengthen school counseling, connect schools - families - society; ensure all students can study and practice in a safe, friendly and humane environment.

The Government said it will continue to review and amend Circular 19 (on student rewards and discipline, replacing Circular 08/1988) to ensure it meets practical situations and requirements, protects students and teachers, connects schools, families and society, and promotes the responsibility of local authorities.

Strengthening education on ethics, lifestyle, solidarity, humanity, and love in schools; not causing academic pressure that negatively affects the psychology of teachers and students.

Also in the report, the Government stated that in 2026, it will continue to improve the quality of medical services and medical examination and treatment; strengthen grassroots health care and preventive medicine; remove difficulties and obstacles in bidding and purchasing drugs and medical equipment, and implement policies on autonomy and socialization of health care.

Ensure substantial health insurance coverage, increase health insurance coverage; research special salary regimes and safety protection mechanisms for health workers; expand the network of elderly care facilities.

In the resolution, the National Assembly requested the Government and relevant agencies to develop a project to fundamentally address air pollution in Hanoi and Ho Chi Minh City; and continue to review and adjust the roadmap for applying emission standards and regulations for road motor vehicles currently in circulation in Vietnam.

Resolutely handle river and riverbank pollution associated with building and managing green, clean, beautiful, modern and civilized urban areas.

Improve forecasting capacity, proactively respond to climate change, prevent and combat natural disasters, minimize damage and ensure people's safety.
