After Tuoi Tre Online published a series of articles reflecting that after being leased the beach by the government, some hotels in Nha Trang arbitrarily leased the beach to others, readers reported that in addition to hotels, there were many units that also rented umbrellas, chairs or sold food and drinks on Nha Trang beach.
Readers wonder whether these units are allowed to rent beaches for business or not?
Regarding this issue, the leader of the Nha Trang City Public Service Management Board said that according to the plan for arranging areas for placing umbrellas and chairs on Nha Trang beach issued by the City People's Committee, other organizations and individuals with activities related to beach management, water surface, tourism activities and activities related to umbrella and chair placement services on Nha Trang beach are still allowed to rent the beach.
The procedure is that the Urban Management Department (at the time of the merger) consults with the Nha Trang City People's Committee. After the City People's Committee approves the leasing policy, the Public Service Management Board will sign the beach lease contract.
According to the document of the Nha Trang City Urban Management Department (at the time of the merger) signed on December 10, 2019, there are 5 businesses that are allowed to place umbrellas and chairs on the beach to provide tourism services, including Sailing Club Joint Venture Company Limited, Nha Trang Four Seasons Company Limited, Nha Trang Invest Park Company Limited, Blue Sea International Joint Stock Company (Louisiane restaurant), Blue Sea Trade, Service and Tourism Company Limited (BlueSea Beach & Bar).
The above mentioned businesses are allowed to place umbrellas and chairs on the beach within their management scope with the same criteria as 4-star hotels: area of 172.5m², maximum number of umbrellas is 6, maximum number of loungers is 24, and part of the beach is managed in front of the businesses.
However, Tuoi Tre Online noted that at Nha Trang beach opposite Tran Phu street, there is a unit placing umbrellas, chairs, and a beverage kiosk with the sign Zbeach, which is not listed in the document mentioned by the Nha Trang Urban Management Department.
According to the leader of the Nha Trang City Public Service Management Board, after the COVID-19 epidemic ended and the tourist establishments returned the beach area, the Nha Trang City Public Service Management Board reported to the city leaders and called on businesses to resume operations.
"At this time, Zbeach Company Limited registered to rent the beach. According to the business license of this company, they still have activities that meet the criteria of the businesses that have rented the beach," he said.
In the document of Nha Trang City People's Committee, Zbeach Company Limited is allowed to place umbrellas and chairs on Nha Trang beach, strictly prohibiting the construction of structures and architectural objects on the beach to serve as a logistics area.
