"The Dien Hong flame" was lit right from the preparation stage for the 14th National Congress of the Party.

(Dan Tri Newspaper) - National Assembly delegate Nguyen Quang Huan, a member of the National Assembly's Committee on Science, Technology and Environment, spoke about his expectations for the upcoming 14th National Congress of the Communist Party of Vietnam.

Speaking with a reporter from Dan Tri newspaper , Mr. Nguyen Quang Huan, a member of the 15th National Assembly and a member of the National Assembly's Committee on Science , Technology and Environment, stated that the draft documents for the 14th National Congress of the Communist Party of Vietnam have undergone many rounds of extensive consultations with Party members and the public. The feedback received by the Document Subcommittee has been seriously and constructively incorporated, as evidenced by the updated content of subsequent drafts compared to previous ones.

“That is the ‘Dien Hong Flame’ of the past being rekindled right from the preparation stage of the Congress. I believe that this spirit will not only incorporate ‘the Party’s will and the people’s aspirations’ into the draft documents but also create a vibrant, open, united, and creative Congress to develop the country and achieve the two 100-year strategic goals that our Party has set,” Mr. Huan confidently stated.

The expectations of the Member of Parliament

Mr. Huan believes that the 14th National Congress of the Party will continue to clearly affirm the strategic vision for national development in the new period, based on the lessons learned from 40 years of reform, the results of implementing the Resolution of the 13th National Congress, and the actual situation of implementing the key resolutions of the Politburo recently issued, such as Resolutions 57, 59, 66, 68, 70, 72, and most recently Resolution 79/NQ-TW.

Given the rapidly changing and complex global and regional context, Mr. Huan believes that the Congress will certainly make major, unprecedented decisions that are consistent with the Party's new direction.

"I also expect that the 14th National Congress of the Party will select a team of leaders and Central Committee members who are dedicated, capable, and possess strong political acumen, who dare to think, dare to act, and dare to take responsibility for the common good of the country and the people, so that together we can unite to bring about rapid, green development of the country and achieve the 17 global Sustainable Development Goals (SDGs) that our country has committed to with the United Nations," Mr. Huan expressed.

In the document's contents, Mr. Huan was most concerned with the issue of economic development linked to improving the quality of growth, institutional reform, building a rule of law state; preventing and combating corruption and negative practices; and human development, especially education, training, and science and technology.

As a businessman operating in the fields of water supply and sanitation, environment, and infrastructure, National Assembly representative Nguyen Quang Huan hopes that in the next five years, the Party and State will continue to promote administrative procedure reform, creating a more transparent and favorable environment for people and businesses; focus on developing the digital economy, green economy, and circular economy; and encourage state-owned enterprises to quickly expand globally in accordance with Resolution 79, while also focusing on investing in and supporting the development of the private economy in accordance with Resolution 68/NQ-TW.

In parallel, Mr. Huan expressed his desire for stronger investment in education and training of high-quality human resources; building and promoting national cultural traditions, and developing Vietnamese culture in the world. He also called for more decisive and effective solutions in the fight against corruption and negative practices, linked to controlling power and enhancing the accountability of officials and civil servants.

Putting the environment at the center means putting people at the center of all development decisions.

Dr. To Van Truong, former Director of the Southern Irrigation Planning Institute, noted that a particularly significant new point in the draft document submitted to the 14th Party Congress is the first-ever identification of economic development, ensuring social progress, and protecting the environment as central tasks, closely linked to each other.

This addition is not merely a technical matter of wording, but reflects a significant shift in development thinking: from mere growth to sustainable, harmonious, and long-term development. In the context of increasing extreme natural disasters and ecosystem degradation, this is a "right, relevant, and urgent" choice, according to Mr. Truong.

The environmental expert affirmed that reality shows the environment is under immense pressure from both natural and human factors. Unusually heavy rainfall has caused severe flooding in many major cities. Flash floods and landslides are occurring frequently in mountainous areas. However, it is necessary to frankly acknowledge that flooding is not solely due to rain. The root cause lies in the "mismatch" between the pace of urbanization and drainage infrastructure. Flood drainage space is shrinking, canals are being filled in, creating "new risk zones" right in the middle of the city.

Meanwhile, rivers are increasingly shrinking, becoming polluted, and even "clinically dead." The operation of hydroelectric and irrigation reservoirs remains inadequate. The conflict between the goals of electricity generation (water storage) and flood control (water release) is becoming more acute in the context of erratic weather patterns. The old operating procedures are proving outdated in the face of unpredictable climate change, leaving downstream residents to bear a double risk: both natural and man-made disasters.

Not to mention that air pollution in Hanoi and Ho Chi Minh City often exceeds safe levels, directly affecting public health. Medical reports indicate that the cost of treating air pollution-related diseases is increasing, indirectly reducing labor productivity and quality of life, according to Dr. Truong.

These phenomena demonstrate that the environment has become a decisive factor in the quality of growth and human security, no longer a "by-product" to be addressed later.

Mr. Truong noted that the draft document for the 14th National Congress of the Communist Party of Vietnam's identification of environmental protection as a central task carries multiple layers of significance. First and foremost, it unequivocally affirms that economic development cannot come at the expense of the environment. The environment must go hand in hand with, and even guide, development. All socio-economic decisions need to be seriously examined through the "lens" of the environment.

This also aligns with international trends, shifting from a "brown" economy to a green and circular economy. This represents a commitment to global responsibility and a way to protect the long-term interests of the nation.

As living standards rise, the measure of happiness is no longer just income, but also green spaces, clean air, and safe water. This shift forces businesses and localities to innovate instead of relying on resource exploitation and cheap labor.

Expert To Van Truong affirmed that making environmental protection a central task is a strategic step forward. However, this policy will only be valuable when it is concretized through consistent action.

In the context of severe climate change and limited resources, choosing development in harmony with the environment is not only a moral issue but also a condition for the survival and sustainable development of the country. Environmental governance capacity must become a measure of the government's administrative capacity. Environmental protection needs to become a constant awareness of the entire society, from management agencies to the community.

"Putting the environment at the center means putting people at the center of all development decisions. Only when the environment is protected can Vietnam move forward on the path to prosperous and sustainable development," stated Dr. To Van Truong.

A significant shift in both mindset and implementation methods.

Mr. Nguyen Quang Huan commented that the process of soliciting feedback on the draft documents for the 14th Party Congress has undergone significant innovation, being conducted more widely, including through online channels, and with the participation of many segments of the population, including domestic and foreign experts. This demonstrates a step forward in promoting democracy in policy-making.

In addition, this draft document emphasizes the role of culture and people, while stressing that the economic, environmental, and social pillars are equally important.

Other pillars such as foreign policy and national governance reforms were also emphasized to meet the requirements of sustainable development and deeper integration.

"It can be said that the 14th National Congress of the Party will show a clear shift in both thinking and implementation methods, meeting the expectations of the people and the objective demands from reality in the new context; it is a milestone in history, opening an era of striving to 'stand shoulder to shoulder with the great powers of the five continents'," the National Assembly delegate said.
