On May 18th, the Investigation Police Department of Dak Lak province issued a decision to initiate a case and prosecute Mai Van Hoang (34 years old, a freelance worker residing in Tan An ward, Dak Lak province) for the crime of "fraudulent appropriation of property".
According to initial investigations and the suspect's testimony, Hoang impersonated officials from government agencies and defrauded people of hundreds of millions of dong by promising to process land-related procedures.
Specifically, at the end of 2025, taking advantage of the need for people in Ea Súp district and Ea Rốk commune (Dak Lak province before the merger) to complete land use right procedures, Mai Văn Hoàng falsely claimed to be an official working at the Department of Natural Resources and Environment of Dak Lak province.
Hoang introduced himself as having connections and the ability to expedite procedures such as issuing new, renewing, and subdividing land use right certificates (land titles).
To build trust, Hoang personally went to the area, using the land planning verification application (GULAND) to read out the land plot parameters to the people, and also hired people to conduct on-site surveys as a formal procedure.
After gaining the trust of the people, Hoang asked them to pay a deposit upfront and sign a receipt acknowledging the payment and committing to completing the land title registration within 3-4 months.
Using this method, Hoang repeatedly defrauded many households in the former Cu Kbang commune (now Ea Rok commune) to seize their property. The total amount of illicit profit was initially estimated at 138 million VND.
After receiving the money, Hoang repeatedly provided false information such as "files are being processed," "waiting for signature," and "waiting for tax payment" in order to prolong the process and avoid returning the money to the victims.
The case is currently under expanded investigation by the Criminal Investigation Agency of the Dak Lak Provincial Police. The Ea Rok Commune Police request that anyone who is a victim or has information related to the case contact investigator Nguyen Van Chau at 0975.240.240 to cooperate in resolving the matter according to the law.
