People support removing simulation tests in driving tests

(Baohatinh.vn) - Ha Tinh residents highly agree with the Ministry of Public Security's proposal to remove the simulation test in driving license testing because it lacks practicality and does not help drivers handle real-life situations.

The Ministry of Public Security is seeking comments on the Draft Circular amending and supplementing a number of articles of Circular 12/2025/TT-BCA regulating the testing and issuance of driving licenses; and the issuance and use of international driving licenses. In this draft, the Ministry of Public Security proposes to remove the regulation on simulation tests in driving license testing.

This proposal attracted the attention of many people in Ha Tinh , most of whom expressed support because they believed that the current simulation test was ineffective and did not accurately reflect real-life driving skills.

Having just received his driver's license earlier this year, Mr. Nguyen Hai Long (27 years old, Tran Phu ward) said he had to retake the test twice because he failed the simulation test. "I drive very safely in real life, but when I do the simulation test, I am confused because I am not used to operating on the computer. As a regular driver, I feel that the simulation test content is not very helpful in real life. The situations are still rigid, many people, instead of improving their driving skills, have to find ways to "learn tricks" to stop at the right second and at the right rhythm. Therefore, I think it is not necessary to have this test," Mr. Long shared.

According to Mr. Long, the test should focus on the theory and practical driving skills of the test taker. These are the factors that truly reflect the test taker’s ability and determine the quality of the driving.

Intending to register for a driver's license, Ms. Pham Thi Ngoc Diep (25 years old, Cam Xuyen commune) was happy with the proposal to remove the simulation test in the driver's license test. "In my free time, I go online to learn about topics related to the test to prepare to register for a B1 driver's license. I am quite worried about the simulation test, because candidates have to observe the screen and handle pre-programmed situations such as: stopping the car at the right time, pressing the brake when the car in front stops suddenly or turning at the right signal... I find this test is more about keystrokes and computer reflexes than the skills of observing and handling real-life situations on the road," Ms. Diep expressed.

People expect the practical driving training program to be convenient, safe, transparent and close to current street reality.

The simulation test was deployed from June 15, 2022 with 120 pre-programmed situations, with a score of 5-4-3-2-1. In recent years, many driving training centers in Ha Tinh have recorded a significant decrease in the rate of students passing the exam, from 90-95% before to about 60-70%, of which about 10-15% of students failed due to the simulation.

Mr. Nguyen Xuan Thuc (45 years old, Huong Khe commune) has been working as a truck driver for more than 10 years, and he said that the simulation test is not the same as reality. He shared: “Long-time drivers know that real roads are much more complicated than a simulation video . You have to observe three sides, listen to the sound of motorbikes behind you, and look at the mirror constantly. All of these factors cannot be reproduced by the software. Moreover, real-life traffic situations are always changing: pedestrians can stop or turn back, motorbikes can change direction suddenly... But simulation has only one scenario.”

Mr. Thuc cited a practical example: many colleagues with decades of experience still failed the driving test (due to an expired license) because they were old and not proficient in technology.

Eliminating the simulation test will bring more practical benefits to both students and training centers. Students will have less psychological pressure, no longer have to focus on computer operations, but can spend more time on direct practice and practice skills to handle real situations. Training centers will also save teaching time, reduce teachers' efforts, and cut costs on software, machines and learning tools. However, if a part of the test is simplified, the remaining practice part must be improved in quality to ensure that drivers are able to adapt to today's complex traffic.

Mr. Nguyen Huy Quoc (driving instructor at Ha Tinh Vocational College) said that eliminating the simulation test is completely reasonable because of many inappropriate situations during the driving test.

Mr. Quoc analyzed: "The simulation test scoring process has a scale of 1-5, candidates must press the Space button exactly at the time the situation occurs to get a score, pressing it too early or too late will result in a score of 0 points. Many simulation situations are not close to reality. If applied exactly as on the simulator, it is very easy to cause accidents on the road."

Mr. Quoc suggested that driving tests should be conducted both day and night to help students gain more experience in handling situations, because poor visibility at night can easily lead to accidents. In addition, in addition to eliminating simulations, it is necessary to apply technology for effective training: situational video analysis, VR simulation (virtual reality), online instruction... to help students both grasp theory and practice practical skills close to reality.

According to the draft, the test results will be based on three contents: theory, practice in the field and road practice. Candidates who do not pass the theory part will not be allowed to take the driving test, and if they do not pass the driving test, they will not be allowed to take the road test. Candidates who pass the theory and driving test will have their results reserved for one year. In particular, those who previously passed the theory, driving test and road test but failed the simulation will be recognized and granted a certificate if the new regulation is passed.
