According to Tuoi Tre reporters from the old flood-hit areas of Phu Yen (Dak Lak), Khanh Hoa, what people need most are warm clothes, books, rice cookers, refrigerators, motorbikes... The government needs resources to meet the needs and rebuild healthcare, education, and agriculture .

Car repair, buy rice cooker, warm clothes...

On November 24, when the floodwaters in Hoa Thinh commune, the old Phu Yen province, receded, devastation was everywhere. Along the roads, hundreds of damaged motorbikes were gathered at repair shops, the number of motorbikes increased dozens of times more than usual.

According to the repair shop owners, each vehicle takes at least 30 minutes to an hour to repair, many seriously damaged vehicles have to be left waiting or returned due to lack of spare parts. Also according to the repair shop owners, if there is a professional repair team to support, and a kind dealer selling cheap spare parts, the repair will be faster. Motorbikes are an essential vehicle for every family, so the current situation is very difficult everywhere in the province.

Ms. Truong Thi Sanh (60 years old, Hoa Thanh commune) said: "My house is completely damaged, including the motorbike which is the only vehicle in the house. For the past few days, we have only lived on relief goods and have received a lot of instant noodles. Now I hope to receive pots, rice, fish sauce, blankets and mats and to quickly repair vehicles and furniture."

Speaking to Tuoi Tre, Mr. Phuong Van Lanh - Secretary of Hoa Thinh commune - and a Dak Lak provincial official said that what people urgently need now is food, especially rice, and household items such as rice cookers, pots and pans, cooking oil, fish sauce, and dry blankets and mats because many things are wet. Children need new school bags and notebooks to continue going to school.

In O Loan commune, on the afternoon of November 24, dozens of people came to ask for shirts and pants. The waiting scene was more lively than the trucks carrying instant noodles and water. After only 30 minutes of opening the box, the truck carrying old clothes was almost empty. Mr. Nguyen Bay (77 years old), living in Phu Tan 1 village, noticed some warm clothes for children and immediately picked up three dark-colored shirts. He did not choose clothes for himself but for his three grandchildren who were shivering at home.

The house of his daughter and her husband was submerged up to the roof. When they returned from the flood, the children had no clothes to wear because some were washed away and some were covered in mud. Standing in the corner of the truck, 15-year-old Phan Minh Thanh quickly picked up half a bag of relatively new, brightly colored clothes. These clothes will be worn by her every day, and can also be worn temporarily to school after the school reopens.

Mr. Huynh Van Tuan (40 years old), the owner of the truck, said he had set off from Lanh Ngoc commune, Da Nang city (formerly Tien Lanh commune, Quang Nam) a few days ago. He saw in the newspaper that people's houses were flooded up to the roof. Knowing that he would have no clothes to wear, Mr. Tuan mobilized people in the commune to donate old clothes.

The cart was full of all kinds of clothes, from pants to t-shirts and warm coats, suitable for both children and adults, so they were quickly sold out.

Resources to support healthcare, educational reconstruction, agriculture...

Ms. Ho Thi Nguyen Thao - Vice Chairwoman of Dak Lak Provincial People's Committee - said that preliminary damage has reached 5,500 billion VND, not including the damage to the people.

Regarding health, the province requested the Ministry of Health to provide 3,000 kg of Cloramin B chemicals, 1,000 liters of water and environmental treatment chemicals, 1,000 first aid kits, 5,000 social security kits and 2,000 medicine kits to ensure environmental sanitation and health care in flood-affected areas.

The education sector also suffered heavy losses with 62 facilities affected, including 33 fences and school gates damaged, many classrooms with collapsed and leaking roofs; 1,654 sets of desks and chairs, 176 sets of computers damaged; damage to books, clothes, and school supplies worth about 2 billion VND. The sector proposed support of nearly 17.3 billion VND to soon stabilize teaching and learning.

Previously, storm No. 13 also affected 226 units, with a total value of more than 22.7 billion VND. Deputy Director of the Department of Education and Training Vo Thi Minh Duyen said that the heaviest damage was to teaching equipment such as televisions, computers, desks, chairs, books, etc. Currently, a publishing house has committed to sponsoring 100% of textbooks for students in flood-affected areas.

In the field of agriculture and aquaculture, Mr. Nguyen Minh Huan - Director of the Department of Agriculture and Environment - said that about 3.21 million livestock and poultry died, worth about 830 billion VND. In addition, 127,000/181,000 cages, about 1,000 hectares of brackish water shrimp and mollusks were affected, with a loss of more than 2,000 billion VND. In terms of cultivation, about 180,000 hectares of crops were flooded, with an estimated loss of 1,500 billion VND.

The province requested the Ministry of Agriculture and Environment to support 30,000 liters of disinfectant chemicals, provide plant varieties (80 tons of rice, 15 tons of corn, 175 tons of beans of all kinds), support livestock, materials for herd restoration, and urgently repair irrigation works, especially the main South-North canal of the Dong Cam system. The province recommended that ministries and branches advise the Government to issue tax exemption and reduction policies and provide credit to restore production.

Ms. Ho Thi Nguyen Thao said that the people's lives have basically stabilized. When the urgent tasks are completed, the province will move on to rebuilding and restoring production: supporting crops, livestock, repairing irrigation and traffic. At the same time, it will request the central government to support due to limited resources, to repair damaged irrigation systems in time to serve the winter-spring crop.

Mobilizing tankers to bring clean water to people

In Khanh Hoa, the flood epicenters of Dien Dien and Dien Khanh are currently lacking clean water, warm clothes, blankets... and are in dire need of support. Although electricity has been restored in recent days, tap water has not been restored.

Ms. Le Hoai Phuong (38 years old, resident of Dien Dien commune) said that until now there is still no water source, making it difficult to clean the mud inside and outside. If we use well water, the alum will be turbid. "We really need water supply again. Without clean water, we are miserable in every way, not knowing how to manage" - Ms. Phuong said.

Speaking to Tuoi Tre, Mr. Nguyen Thanh Ha - Vice Chairman of Khanh Hoa Provincial People's Committee - said that the province has directed relevant units to fix the problem as quickly as possible to restore water supply to the people. In the immediate future, the province will mobilize specialized tankers to bring clean water to people in deeply flooded areas.

Regarding warm clothes and blankets, the leader of the Vietnam Fatherland Front Committee of Khanh Hoa province said that Ho Chi Minh City will continue to bring clothes and blankets to people in flooded areas in Khanh Hoa, with priority given to areas in Dien Khanh and Khanh Vinh...

Clothes, books, school supplies

One concern in the flooded areas is the issue of education. Mr. Huynh Xuan Mai - principal of Nguyen Thi Minh Khai High School, Hoa My Commune - said that most students in the flooded areas had their clothes wet, books and school supplies washed away, so those are the most essential things that need to be supported for them.

"Tomorrow the school will let the students go back to school. The school will make a list of books and school supplies. There are also groups of benefactors contacting the school to support the students," said Mr. Mai.
