The Ministry of Public Security is in the process of submitting to the Ministry of Justice for appraisal a draft Decree on administrative sanctions for violations of traffic order and safety in the field of road traffic.
This is the third time the draft has been submitted for review and the latest version has expanded the application of penalties to bicycle and motorbike drivers.
The main objective of this regulation is to increase people's awareness of obeying traffic laws, while minimizing potential risks of causing accidents on the road.
According to Article 9 of the draft, cyclists will be fined if they violate any of the traffic safety regulations. Below are common mistakes that cyclists can make and the corresponding fines.

Fine from 100,000 - 200,000 VND
Not driving on the right side or in the wrong part of the road.
Stop suddenly, change direction without signaling.
Failure to obey traffic signs or road markings.
Overtake on the right in cases where not permitted.
Stopping or parking on the roadway, causing traffic obstruction.
Driving in a tunnel without a signal light. Driving in a row of 3 or more vehicles.
Using an umbrella, cell phone or electronic device while driving.
Driving from 6pm to 6am the following day without using lights or signals.
Illegal parking obstructs traffic.
Fine from 150,000 - 250,000 VND
Keep both hands off the wheel.
Failure to comply with traffic control orders.
Pulling or pushing another vehicle or object while driving.
Do not give way to overtaking vehicles or priority vehicles.
Fine from 300,000 - 400,000 VND
Driving erratically, zigzagging or chasing each other on the road.
Ride on one wheel for a bicycle.
Entering a restricted area or going the wrong way on a one-way street. Having a blood alcohol concentration exceeding the prescribed limit (50-80 mg/100 ml of blood).
Fine from 400,000 - 600,000 VND
Drive onto the highway.
Causing a traffic accident but not stopping or reporting to the authorities.
Blood alcohol concentration exceeds the permitted level (over 80 mg/100 ml of blood).
Failure to comply with the request of the authorities to check alcohol concentration.
These regulations demonstrate the efforts of the authorities to ensure traffic safety nationwide. By expanding the scope of penalties to include primitive means of transport such as bicycles, this draft decree is expected to create a positive change in the way people comply with traffic laws.
In addition, these regulations also pay special attention to potentially dangerous violations, such as driving on the wrong side of the road, not obeying traffic signals, or using electronic devices while driving. Punishing these behaviors not only protects the lives of road users but also reduces the risk of traffic accidents, especially in crowded urban areas.
