Born and raised in a homeland rich in revolutionary traditions, Mr. Hung enlisted in the army in February 1984 and participated in international missions in the Cambodian battlefield. After completing his duties, in November 1987, he was discharged and returned to his hometown, actively participating in patriotic emulation movements and campaigns launched by Party committees, government agencies, the Fatherland Front, and mass organizations at all levels.
Clearly understanding his responsibilities as a citizen and parishioner, Mr. Hung has been deeply concerned about environmental issues in his locality over the years. In particular, he has been worried about the overwhelming amount of household waste from families, restaurants, and eateries in the area, which sometimes accumulates for days, causing environmental pollution.
After much deliberation, research, and encouragement from the Provincial Catholic Solidarity Committee, Mr. Hung came up with the idea of establishing a "Waste Collection Team" to contribute to the cleanliness and beauty of villages and parishes, and to help the locality implement the national target program for building new rural areas and model new rural areas. With the approval of the Party Committee and the People's Committee of Phuc Trach commune (formerly), after 3 months of completing procedures and mobilizing friends and relatives to invest capital, Mr. Hung's group purchased a specialized garbage truck worth 1.2 billion VND and recruited workers to collect waste in the area.

In June 2022, the waste collection team was launched and officially began operations. With a dedicated team of workers, Mr. Hung's waste collection team has brought practical results, contributing to ending the problem of accumulated waste and foul odors that pollute the environment in residential areas. All waste is sorted, collected, transported, and delivered to designated locations; on average, the team collects and transports over 108 tons of various types of waste each month.
Sharing more about the waste collection team's activities, Mr. Dinh Xuan Hung said: "During the operation, I always proactively develop weekly and monthly waste collection plans and schedules in the areas within the parishes, ensuring strict adherence to regulations. The team's operating regulations are clear, transparent, open, democratic, and highly unified, so the team's operations are very smooth and achieve high results."
Based on the effectiveness achieved and the urgent needs of the people, Mr. Hung's waste collection team has now expanded its service area to six parishes: Dong Trooc, Khe Ngang, Bau Sen, Chay Lap, Khe Gat, and Tam Trang in Phong Nha commune. Since the waste collection team began operating, the problem of accumulated waste causing environmental pollution has been effectively addressed, receiving high praise from the local authorities and enthusiastic support from the parishioners. At the same time, the waste collection team has created jobs for nine local workers with stable incomes, averaging from 6.5 million to 8 million VND per person per month.
Commenting on Mr. Hung's meaningful contributions, Pham Van Hanh, Standing Vice Chairman of the Quang Tri Provincial Catholic Solidarity Committee, affirmed: "The Provincial Catholic Solidarity Committee highly appreciates and values the proactive and creative approach of Catholic parishioner Dinh Xuan Hung in implementing the waste collection model. The model has yielded practical results, contributing to the New Rural Development movement in the locality and helping people have a clean, green, and beautiful living environment."
In addition to establishing a "Waste Collection Team" model to contribute to the local New Rural Development program, Mr. Hung and his family also voluntarily donated 60 square meters of garden land, 40 meters of fence, and 10 fruit trees of various kinds, with a total value of 108 million VND, to expand inter-communal roads.
At the same time, in his role as the head of the People's Self-Management Group, Mr. Hung also mobilized the members of the group to build and install 8 streetlights, worth 24 million VND, along the road in Self-Management Group No. 10, Hamlet 1, Phuc Dong. In addition, Mr. Hung always sets a good example in complying with and encouraging parishioners to strictly adhere to all the Party's guidelines and the State's policies and laws, working together in implementing the New Rural Development program.
Recognizing his achievements, Mr. Hung was evaluated by the Party Committee, the government, and the Vietnam Fatherland Front Committee at all levels as one of the dedicated parishioners, a leading example in various movements, and a positive contributor to the implementation of the New Rural Development program in the locality. In 2022, Mr. Hung was awarded a certificate of merit by the Party Committee and People's Committee of Phuc Trach commune (formerly) for outstanding performance; in 2024, he was awarded a certificate of merit by the People's Committee of Phuc Trach commune (formerly) and the Veterans Association of Quang Binh province (formerly) for outstanding achievements in the "Exemplary Veteran" emulation movement during the 2019-2024 period.
