Workers expect sustainable social security policies in the new context

Draft documents to be submitted to the 14th National Party Congress are being consulted on by the people, creating a lively discussion atmosphere in Ho Chi Minh City.

The team of workers, laborers, and those directly affected by technological change and automation want the Party and State to continue to focus on sustainable social security policies, ensuring employment and skills training for the team of workers. This helps workers feel secure in their jobs, adapt to digital transformation, and improve the competitiveness of businesses.

Ensuring social security

Mr. Thai Kien Thuan, Director of Binh Duong Youth Activity Center (Thu Dau Mot Ward, Ho Chi Minh City) highly appreciated the fact that in the draft Action Program of the Party Central Committee to implement the Resolution of the 14th National Congress, there is an item on building specific solutions to improve the capacity and effectiveness of management and development creation of the State.

Mr. Thuan hopes that in the coming time, there will be a salary reform mechanism linked to job position and work efficiency. Paying salary based on fixed coefficients is no longer suitable in the current context, salary and bonus need to be linked to job position and task completion level, creating motivation for workers.

He hopes that the Party and the State will continue to have sustainable social security policies. Mr. Thai Kien Thuan proposed developing transport infrastructure and public transport to facilitate workers and civil servants' travel; improving the quality of education , especially at the primary level, to help children be equipped with social practice skills and better moral education. More importantly, improving the quality of health care so that workers, civil servants and people can live with peace of mind and have safe health care.

Meanwhile, Mr. Vo Van Vuong Hoai Linh, Head of Human Resources and Chairman of the Trade Union of Giang Pham Leather Footwear Trading Company Limited (An Phu Ward, Ho Chi Minh City) shared that the jobs of thousands of workers depend on the export market. When orders decrease, businesses have to cut shifts, and workers' incomes decrease accordingly. What workers worry about most is not the temporary low salary but the risk of affecting accompanying benefits such as: social insurance, maternity support and children's tuition.

In the draft Action Program, the Party has determined to establish and perfect flexible social security policies; promote digital transformation and apply digital technology in implementing social policies; establish institutions and policies to ensure fairness in access to development opportunities for disadvantaged groups; and strengthen close and effective connections between economic and social policies.

Our Party also aims to raise the standard of social assistance towards ensuring a minimum living standard and a national social security floor; establish and effectively use the national housing fund; promote the development of social housing and low-cost commercial housing to fundamentally solve the housing needs of urban residents, workers in industrial zones and vulnerable groups.

According to Mr. Vo Van Vuong Hoai Linh, if the social security policy is fully guaranteed, workers will not leave the factory during difficult times. When the market recovers, businesses will not have to spend more on recruiting and retraining, contributing to stabilizing production.

Advanced training for workers

From a business perspective, Mr. Nguyen Chi Thanh, General Director of Green Valley Environment and Construction Joint Stock Company (Thu Dau Mot Ward) supports the Party's policy. Mr. Thanh emphasized that the development and implementation of policies to support the improvement of financial, technological and management capacity for domestic enterprises, and support enterprises to participate in the global value chain is one of the upcoming goals.

According to Mr. Nguyen Chi Thanh, currently, enterprises not only comply with environmental laws but also aim for newer, broader requirements on environmental protection and social responsibility such as reducing emissions and energy consumption to meet the requirements of the international market. However, the biggest challenge lies in skilled human resources that meet new technology. For sustainable development, workers need access to high-quality training courses on the environment, international standards and technical skills. Training costs are still high, and enterprises face difficulties when they have to link themselves with external organizations.

Mr. Nguyen Chi Thanh hopes to have more sustainable support policies for workers and businesses in vocational training. In addition to cost support packages when businesses open their own classes, Mr. Thanh proposed that training classes, departments, and branches can coordinate to organize concentrated classes if businesses have great actual needs. This helps businesses and workers access quality training programs, meet the requirements of technological innovation, and improve workers' skills.

Mr. Nguyen Nhat Huy, a worker in An Phu ward, shared that the process of technology transformation at the enterprise is happening quickly. When the company puts automatic machinery systems into production, workers want to be properly trained to keep up with new techniques. Many places recruit workers who know how to operate machines; if old workers do not have enough skills, they will be eliminated. Enterprises need to have training and guidance programs so that workers can feel secure in their commitment. Currently, most workers' income only fluctuates between 8 and 8.5 million VND per month; while the cost of renting a house, childcare, electricity, water and education continuously increases according to the market. The biggest burden is not the basic salary but the lack of essential services at reasonable prices, forcing workers to work overtime to make ends meet.

In fact, in many industrial parks in the South of Ho Chi Minh City, the labor force is mainly immigrants, living in spontaneous boarding houses, far from public medical facilities and kindergartens. Mr. Nguyen Nhat Huy hopes that in the coming time, the Party and the State will continue to have policies to develop social housing, affordable boarding houses near industrial parks, adjust salaries according to productivity, ensure safe meals, provide full protective equipment in toxic environments...
