
Previously, on June 20, 2025, the Ministry of Public Security issued Plan No. 370/KH-BCA-V01 to launch a 50-day peak period to issue electronic identification for foreigners. The peak period lasts from July 1 to August 19, 2025. Implementing the plan of the Ministry of Public Security and the direction of the City Police Department, Department PA08 mobilized officers and soldiers to work overtime to provide maximum support to foreigners residing in the city after the merger.
At Room PA08 (at Xuan Hoa ward), Hanoi Moi Newspaper reporters witnessed the urgent working atmosphere of the unit to handle procedures for granting level 2 identification for foreigners living, working and studying in the city.
Lieutenant Colonel Nguyen Manh Truong, Deputy Captain of Team 3, (PA08 Department, City Police) informed that after the police of 3 localities including: Ho Chi Minh City, Ba Ria - Vung Tau province (old) and Binh Duong (old) merged and reorganized their apparatus, PA08 Department received and processed administrative procedures at 3 addresses: 196 Nguyen Thi Minh Khai, Xuan Hoa ward; 239 Ngo Gia Tu (Thu Dau Mot ward), 120 Pham Hung (Ba Ria ward).

The merger of localities from July 1st has caused an increase in the number of foreigners coming to do procedures, but work at the 3 locations is still carried out smoothly, without congestion or interruption.
With the motto "the work is done, not just the time is up", after receiving people until 9pm every day, officers and soldiers of PA08 Department continue to handle work, avoiding backlog and congestion of documents. Morning working hours start at 7:30am and afternoon working hours from 1:30pm, but PA08 Department always opens earlier to make it convenient for people to get a queue number.
According to Lieutenant Colonel Nguyen Manh Truong, the subjects who are eligible for administrative procedures are foreigners who have been granted permanent residence cards or temporary residence cards in Vietnam. To apply for level 2 identification, foreigners need to prepare: Valid passport; valid permanent residence card or temporary residence card; phone number currently in use in Vietnam; portrait photo taken directly at the place where the account is issued.
Processing time is within 3 to 7 working days from the date of receipt of complete and valid documents.

The issuance of electronic identification helps foreigners integrate into the community and into Vietnamese social life better. Participation in activities and access to essential services also become easier and more equal. Level 2 electronic identification accounts also create conditions for foreigners to use many digital utilities in Vietnam such as: Easy tax declaration, information verification in banking transactions, use of public services, storage of electronic residence cards and legal documents on the VNeID application...
While waiting for his turn to get an ID, Mr. Paulin Jeremy Jean Elie (French nationality) said that he and his Vietnamese wife learned about foreigners being granted ID accounts through the media, so they went to PA08 to complete the procedures. "The ID account will help me be more convenient in my work," said Mr. Paulin Jeremy Jean Elie.
Mr. Yeon Jedong (Korean nationality) said that his company operates in the construction sector in Vietnam and the VNeID app helps complete the company's procedures quickly and conveniently. "The Vietnamese Government's implementation of identification registration for foreigners is very important and very good because it will support general management. I find it very easy to use the VNeID app to complete the procedures," Mr. Yeon Jedong shared.
According to statistics, there are currently more than 20,000 foreigners in Ho Chi Minh City who need to be issued a level 2 identification code. From July 1 to 17, Room PA08 received more than 5,000 identification applications for foreigners at 3 locations.
