Political determination is materialized through policies and actions.
It can be said that the issue of housing, especially social housing for low-income people, always attracts the attention of the people. Because the dream of owning a home is always a legitimate aspiration of many Vietnamese people. In fact, the issue of social housing has never been given special attention by the Party and the State as it is today, and policies and guidelines are truly directed towards the people. With the policies and guidelines and special attention of the Party and the State through social housing policies, people's access to housing, especially low-income groups, is gradually becoming more feasible.

That special attention is clearly shown in 2025. First of all, the birth of Resolution 68-NQ/TW dated May 4, 2025 on private economic development has important significance for private enterprises in particular and the real estate sector in general. In particular, in the private economic sector, the real estate group plays a leading role in many development axes. Particularly in the social housing segment, investors expect a synchronous orientation on institutional reform, legal improvement and increased transparency. Accordingly, less than a month later, at the 9th Session of the 15th National Assembly on May 29, 2025, the National Assembly voted to pass the Resolution of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
If the two resolutions affirm the political determination of the Party and the State, the determination and thoroughness of the Government and Prime Minister Pham Minh Chinh have shown the spirit of a "Government of action". Since the beginning of the term, the Government and Prime Minister have issued 22 resolutions, 16 directives, and many telegrams related to the real estate market and social housing development, achieving very positive results. Especially since the beginning of 2025, Prime Minister Pham Minh Chinh has continuously chaired many meetings, giving decisive and clear directions towards the development of social housing.
Most recently, on November 11, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market, chaired the third meeting of the Steering Committee. This was the second consecutive meeting in the past month, after the meeting on October 11. The Steering Committee continued to focus on discussing breakthrough development of social housing.
At this meeting, the Prime Minister sent many clear messages to the members of the Steering Committee and local ministries and branches. The Prime Minister stated that the viewpoint of our Party and State is to make progress, social justice, and constantly improve people's lives; not to sacrifice social justice, progress, and social security to pursue mere growth; and to ensure citizens' right to housing. In particular, housing development is an important pillar of social security policy and promotes socio-economic development. Some localities have not really paid attention to reviewing subjects to buy, rent, or rent-to-own social housing, and there are still negative situations that cause public outrage.
Emphasizing the need for transparency and openness, the Prime Minister requested the Ministry of Construction to report, ministries, branches and localities to review and re-examine the implementation of assigned tasks, clearly stating what has been done; what is still slow to be implemented; clarifying responsibilities, especially with leaders, for what is still slow and unfinished; what is still stuck, and key solutions to remove them.
In particular, the Prime Minister requested the Ministry of Public Security to direct forces to grasp more information about the situation, immediately handle law violators, prevent negativity, and not distort a very humane policy of the Party and State.
Joys and expectations of low-income people
For low-income people, those specific policies and drastic actions have brought great confidence. “Social housing” is not a promise but has become an urgent and specific task, with clear targets and strong direction from the head of the Government; created with land funds, projects are being initiated, started and are specifically assigned targets…

And they feel the confidence is growing, when the policy is aimed at "leaving no one behind", "every citizen has the right to access housing". That is not just a slogan but a commitment affirmed and demonstrated by actions. Therefore, low-income people are placing great hope. That they will not have to worry about renting, worrying about temporary housing, worrying about stable housing. They are looking forward to apartments with suitable prices, receiving support mechanisms, and being able to buy houses suitable for their income.
Of course, there is still much to be done to realize this, but the current awareness and determination alone is a very encouraging sign. The joy of workers and low-income people is well-founded when each project, each number, each apartment is started.
Hopefully in the last months of the year and the coming years, we will see many projects completed, many houses coming to beneficiaries, quality guaranteed and prices really suitable.
Implementing the Project of 1 million social housing apartments, up to now, the whole country has 696 social housing projects being implemented with a scale of more than 637,000 apartments, of which more than 128,600 apartments have been completed. Since the beginning of 2025, over 123,000 apartments have been invested in construction; nearly 62,000 apartments have been completed.
