On November 27, the Department of Education and Training of Ho Chi Minh City issued an urgent dispatch on ensuring safety when organizing extracurricular educational activities at educational institutions in Ho Chi Minh City.
According to the Department of Education and Training, the current complicated weather conditions in the city and neighboring provinces and cities pose a potential risk of high tides, floods, flash floods, landslides, strong winds, tornadoes, high waves, unusual whirlpools, etc., which may affect the safety of organizing extracurricular educational activities for students and teachers.
To ensure the safety of students, staff, teachers and employees during the organization of extracurricular activities, the Department of Education and Training requests units to implement a number of contents, specifically: Continue to fully implement directive documents related to ensuring safety for students when organizing extracurricular activities.

At the same time, review all plans for organizing extracurricular educational activities at the unit that have been and are planned to be implemented during the period of extreme weather; based on weather forecasts and flood situations in the locality where the organization is planned to take place, consider adjusting the time, content, location, and form of organization accordingly, both ensuring the safety of students and creating conditions to maintain practical and effective extracurricular educational activities.
Latest developments in the "extracurricular program scandal" in Ho Chi Minh CityIn particular, schools need to pay attention to outdoor extracurricular activities and after-school educational programs in areas at risk of deep flooding, flash floods, landslides, prolonged rain, thunderstorms, tornadoes, mountainous areas, steep passes... during times of warning of high tides, storms, floods, thunderstorms, strong winds; especially in areas along rivers, streams, downstream of reservoirs, low-lying areas, coastal areas.
Units proactively have plans to ensure student safety when receiving information and warnings from specialized agencies about prolonged heavy rain, tornadoes, flash floods, landslides, deep flooding on the route or at the venue; promptly organize the evacuation of students and teachers to a safe place according to the motto "safety first". Consider adjusting the time, shortening the program or switching to a safer form of organization at school/location when weather conditions are unfavorable. Departing trips at night is not recommended; in special cases, there must be a plan to ensure safety, assign management forces, and closely monitor.
Assign unit leaders to regularly and closely monitor warning bulletins, forecasts of dangerous weather and developments of heavy rain, strong winds, and big waves at sea; promptly inform students, teachers, and staff; proactively plan to handle situations that may occur at agencies and units; especially schools in riverside areas, streams, downstream of reservoirs, low-lying areas, and coastal areas. Schools have appropriate forms of information to remind students to be vigilant, not to go to places with deep water, prone to landslides; not to gather friends to see flood waters in rivers, streams, lakes, and coastal areas where there are dangerous waters to prevent unfortunate accidents.
Do not let pressure on progress and costs affect the safety of teachers and students.
Proactively develop alternative plans (change schedule, change location, change organization form, etc.) if the weather situation develops abnormally, posing a risk of safety. The head of the unit considers and decides to adjust, shorten the program or postpone activities on the basis of ensuring student safety, while minimizing unnecessary disruption and interruption to the school's educational plan; do not let pressure on progress and costs affect professional decisions related to safety.
