Being in the top localities leading in social housing investment, but the social housing supply of Da Nang is still not enough to meet the demand.
Great demand
Recently, the Department of Construction of Da Nang continued to announce the sale of social housing at the Social Housing Apartment Project at lot B4-2 in Bau Tram Lakeside Green Urban Area. The number of apartments for sale is 196, belonging to buildings CT05, CT08 and CT09, with a selling price of over 16 million VND/m2.
The social housing apartment building at lot B4-2 in Bau Tram Lakeside Green Urban Area, invested by Saigon - Da Nang Investment Joint Stock Company, has 6 apartment towers, with a total of 1,809 apartments. Of which, there are 1,165 social housing apartments for sale; 348 commercial housing apartments for sale and 296 social housing apartments for rent. This is the 16th phase that this project has announced for sale. Each time, it creates a "fever", when a large number of people line up from dawn to submit their applications, hoping to own an apartment.
Da Nang is one of the few pioneering localities in implementing social housing construction. Since 2005, the city has implemented the program “City of 3 has”, with the goal of “having jobs, having housing, and having a civilized urban lifestyle”.
According to the Department of Construction of Da Nang, by the end of 2023, the city had invested in and completed more than 16,700 apartments. Of which, the state budget invested in more than 12,000 apartments, accounting for about 80% of the country's state-owned social housing fund. For state-owned social housing apartments, the city is managing nearly 10,000 apartments, of which over 98% have been rented. Due to the small remaining state-owned social housing fund, since 2019, Da Nang has only prioritized renting state-owned social housing for people with revolutionary contributions and households clearing degraded state-owned apartment and collective buildings. The remaining subjects are considered and resolved to rent and buy social housing from non-budget sources.
In addition to the budget, since 2009, the City has called for investment in social housing from non-budget sources. Statistics show that the City has implemented 9 projects with 7,511 apartments; of which 4,634 apartments have been completed and 2,877 apartments are under construction.
The above figures show Da Nang’s determination in implementing the policy of developing housing for low-income people. However, it still fails to meet the actual needs of the people.
Add more new projects
Director of the Da Nang Department of Construction, Mr. Phung Phu Phong, has just signed a notice on the relocation and clearance of three state-owned apartment complexes, namely Lam Dac San Hoa Cuong, Thuan Phuoc and Hoa Minh. The three apartment complexes have a total of 648 apartments, with a need to relocate about 590 households. In case the apartment complex must be rebuilt with budget capital, the estimated capital source is about 600 billion VND.
Da Nang has agreed on the location to build an apartment complex to replace Thuan Phuoc Apartment Complex and Lam Dac San Hoa Cuong at land plot No. 10 - Trinh Cong Son (Hoa Cuong Nam ward, Hai Chau district), with an area of 5,685 m2. The location to build an apartment complex to replace Hoa Minh Apartment Complex at the old land plot with an area of 8,154 m2 has been agreed.
According to the Department of Construction, in addition to building 3 degraded residential areas, the City is continuing to accelerate the completion of social housing projects, as well as calling for investment in new projects from non-budgetary sources. In particular, Da Nang will soon complete 4 social housing projects with more than 2,500 apartments. Specifically, low-income apartments in Dai Dia Bao Resettlement Area - Block C; low-income apartments in An Trung 2 Residential Area - Blocks A, B; Social housing apartment complex in Hoa Khanh Industrial Park - Block B2; Social housing apartment complex on lot B4-2 in Bau Tram Lakeside Green Urban Area.
Da Nang is calling for new investment in 3 social housing projects with more than 3,500 apartments, including social housing in land plots B4-1, B4-2 in Hoa Hiep 4 Resettlement Area; social housing in apartment land plot No. 3 in Area B - Residential area Nam Cam Le bridge; social housing in apartment land plot No. 5 in Area B - Residential area Nam Cam Le bridge. In addition, focusing on completing the Social Housing Apartment Project for people with revolutionary contributions on Vu Mong Nguyen street, with more than 200 apartments; converting 2 student dormitories into social housing with more than 600 apartments...
Vice Chairman of the People's Committee of Da Nang City, Mr. Le Quang Nam affirmed that building social housing is a key task of the City. Da Nang has implemented a housing development program in the period of 2021-2030 with the determination to invest in more than 20,000 social housing units, 7,200 units higher than the target assigned by the Government (12,800 units). Particularly for the implementation of the social housing target assigned by the Government (6,400 apartments in the period of 2021-2025, 6,400 units in the period of 2026-2030), from 2021-2023, the City has completed 1,774 apartments, is building 2,570 units and implementing a number of social housing investment projects in the period of 2024-2025. Strive to complete 7,097 apartments by 2025. In the period of 2026-2030, the City is determined to complete the remaining apartments with over 6,400 units.
