At the conference, Mr. Tran Anh Tuan, Vice Chairman of the People's Committee of Doai Phuong Commune, informed the people about the content, progress, and legal basis of the project to build technical infrastructure for the Son Dong Industrial Cluster in Son Tay Town, Hanoi City (now Doai Phuong Commune, Hanoi City), according to Decision No. 2791/QD-UBND dated June 26, 2020, of the Hanoi City People's Committee. The project has a total area of 72.9 hectares, a total investment of 1,211.2 billion VND, and an area of 61.34 hectares requiring land clearance.
Implementing a two-tiered local government model from July 1, 2025, the People's Committee of Doai Phuong commune is assigned the task of directly organizing the compensation, support, and resettlement work for the project. On July 15, 2025, the People's Committee of the commune issued Notice No. 23/TB-UBND, assigning the Commune's Investment and Infrastructure Project Management Board to implement the task as prescribed.
There are 909 households, individuals, and 1 organization whose land is within the land clearance boundary. To date, phase 1 has been basically completed with 197 out of 213 households receiving compensation and handing over the land. On December 31, 2025, the People's Committee of the commune will continue to issue notices of land acquisition for 696 households, covering an area of 47.5 hectares, to implement phase 2, distributed across the villages of: Dai Son, Doi Vua, Khoang Sau, Tan An, Tan Phu, Tan Phuc, Tay Ninh , Thong Nhat, Trung Tam, and Van An.
Currently, the land compensation rates for the Son Dong Industrial Cluster project are considered the highest compared to other projects in the area, with a total compensation and support amount of 284.04 million VND per Northern Vietnamese acre (sao). In addition, households are also considered for compensation for crops, support for stabilizing their lives, job retraining, and bonuses for handing over the land as per regulations.
At the conference, the majority of people expressed strong agreement and support for the land acquisition policy for the project, acknowledging the transparency of information and compensation and support policies. Some residents raised opinions, suggestions, and recommendations related to updating the latest land prices, thoroughly acquiring small, fragmented plots of land that are no longer suitable for cultivation, ensuring security when paying compensation, and basing compensation calculations on the land allocation area as stipulated in Decree No. 64/CP...
On behalf of the commune's leadership, the Chairman of the People's Committee of Doai Phuong commune, Nguyen The Hung, fully addressed and explained the people's concerns, while affirming that the compensation payment process would be conducted safely and flexibly. Households in need can receive up to 80% of the compensation and support funds in advance. The project implementation will ensure that agricultural production is not disrupted and that the legitimate interests of the people are always prioritized. Compensation and support will be carried out in accordance with the 2024 Land Law, guiding decrees, and regulations of the Hanoi People's Committee.
Concluding the meeting, the Party Secretary and Chairman of the People's Council of Doai Phuong commune, Nguyen Quang Han, expressed his hope that the people would continue to cooperate and support the project so that it could be completed soon. When the Son Dong Industrial Cluster project becomes operational, it will contribute to attracting investment, facilitating the relocation and expansion of production for businesses, cooperatives, and production facilities in the area and surrounding regions; gradually addressing environmental pollution and fire hazards in residential areas; and creating jobs for over 5,200 workers, prioritizing the children of households whose land has been expropriated.
