In this context, grasping the people's situation and public opinion, and promptly guiding ideology to create high unity throughout society, is identified as a central task of decisive importance for the successful organization of the Congress. In Lai Chau province – a mountainous, border province with a strategically important position in the defense and security of the Northwest region – this work has been seriously and systematically led and directed by the Provincial Party Standing Committee, closely adhering to local realities. Lai Chau is a province with a highly fragmented terrain, a dispersed population, and ethnic minorities accounting for over 84% of the population; the poverty rate is projected to be 15.78% in 2025. Uneven levels of education and limited access to information in remote areas pose significant challenges to ideological work, propaganda, and understanding public opinion. However, in recent years, the political situation and social order in the province have been basically stable; socio-economic development has continued to progress positively; national defense and security have been maintained; and the people's trust in the leadership of the Party and the management and administration of the government at all levels has been increasingly strengthened.
Thoroughly implementing the Politburo's directives on party congresses at all levels leading up to the 14th National Congress of the Party, the Standing Committee of the Lai Chau Provincial Party Committee has issued comprehensive and timely leadership and guidance documents; established subcommittees and working groups; and clearly assigned responsibilities to each level and sector in the preparation for the Congress. The Provincial Party Committee's Propaganda and Mass Mobilization Department has effectively played its role as a core advisory body, issuing six documents guiding the propaganda for the Congress; developing a plan to monitor the people's situation before, during, and after the Congress; and strengthening coordination with central and local press agencies to effectively carry out propaganda work. Monitoring and assessment show that, on the eve of the 14th National Congress of the Party, the ideological situation and mood of cadres, party members, and people of all ethnic groups in the province are basically stable. The vast majority of the people express confidence in the leadership of the Party and the administration of the State. We highly appreciate the outstanding results in the province's socio -economic development in recent years, such as: gradually improving transportation infrastructure, the implementation of many key projects; the gradual improvement of people's material and spiritual lives; and the synchronized and effective implementation of social security and sustainable poverty reduction policies.
The people are particularly interested in and expect the 14th National Congress to continue to make groundbreaking decisions on Party building and rectification; building a contingent of cadres with sufficient qualities, capabilities, and prestige to match the tasks; perfecting the institutional framework for developing a socialist-oriented market economy; promoting digital transformation and the development of science and technology ; and paying more attention to ethnic minority areas, mountainous regions, border areas, and areas with special difficulties. The process of soliciting feedback on the draft documents for the 14th National Congress was widely implemented, ensuring democracy, seriousness, and substance. The entire province received 18,629 direct comments from cadres, Party members, and the people; 23,109 comments through the VNeID application; and 4,579 written comments sent to relevant agencies. Many opinions were of high quality, demonstrating a sense of responsibility, intelligence, and dedication, focusing on major issues such as national development orientation, Party building, socio-economic development, and ensuring national defense and security.
Information and propaganda work regarding the 14th National Congress was implemented synchronously from the provincial to the grassroots level, with rich content and forms. The entire province organized over 2,000 propaganda conferences, attracting more than 80,000 participants; central and local press agencies published over 2,000 news articles; and broadcast hundreds of programs, reports, and features in both the common language and ethnic languages. Propaganda on digital platforms was intensified with hundreds of news articles and videos spreading strongly on social networks, contributing to shaping public opinion and strengthening people's confidence. Linking the propaganda of the Congress with patriotic emulation movements and projects celebrating the Congress, Lai Chau province organized the groundbreaking of 3 key projects with a total investment of over 10,000 billion VND, including: the Hoang Lien Pass Road Tunnel Project (3,300 billion VND); The Doan Ket Lai Chau Social Housing Project (over 905 billion VND); the Son Binh Paradise Garden Resort Complex Project (6,000 billion VND). These projects not only create momentum for socio-economic development but also generate enthusiasm and strengthen the people's confidence towards the Congress.
Alongside propaganda efforts, Lai Chau province focuses on implementing solutions to combat harmful and toxic information, erroneous and hostile viewpoints; proactively monitoring and understanding public opinion, especially in cyberspace; and promptly guiding and handling emerging issues to prevent the formation of hotspots and complex situations. In the coming period, the province will continue to strengthen the work of understanding, analyzing, forecasting, and guiding public opinion; promote the role of speakers and propagandists; and intensify the dissemination, study, and implementation of the Resolution of the 14th National Congress of the Party, linking it with patriotic emulation movements and the socio-economic development tasks of the locality.
With the close, comprehensive, and consistent leadership and guidance of the Provincial Party Committee, and the synchronized and responsible involvement of the entire political system from the provincial to the grassroots level; along with the consensus, trust, and active support of the people of all ethnic groups in the province, Lai Chau is gradually building and consolidating a solid ideological foundation throughout society. This foundation can be defined by ideological stability, unity of understanding, concerted action, and increasingly strengthened political confidence, thereby forming a strong "people's support base," which serves as an important foundation for the development of the local political tasks in the new situation.
