Identifying Do Son tourism in the new development context

(PLVN) - Do Son is facing a great opportunity to transform into an international seaside tourism center thanks to a series of strategic plans, large-scale projects, and new development spaces. However, to realize this goal, the locality needs to remove bottlenecks in planning, infrastructure, service quality, and gradually build a "four-season" tourism ecosystem, enhancing the visitor experience.

On the afternoon of May 20th, at the Dragon Hill International Tourist Area, the Hai Phong Department of Culture, Sports and Tourism, in coordination with Do Son ward, organized a workshop titled "Identifying Do Son Tourism in the New Development Space" to assess the potential, strengths, and current state of tourism exploitation in Do Son.

In his opening remarks at the workshop, Chairman of the People's Committee of Do Son Ward, Nguyen Quang Dien, stated that the workshop aimed to assess the potential, strengths, and current state of tourism development in Do Son, thereby providing directions and solutions for the development of Do Son tourism. The goal is to reposition Do Son as a multi-functional tourism center, a logistics hub for trade and services for the Southern Economic Zone and the Free Trade Zone, and gradually become a national and international-level "four-season sleepless" seaside tourist city.

In recent years, Do Son tourism has been effectively exploiting its inherent potential and strengths, contributing to the economic restructuring of the locality. The Do Son tourist area has been recognized as a provincial-level tourist area, and five tourist sites have been recognized by the city as tourist destinations under the 2017 Tourism Law: Bao Dai Villa, Beach Area II, Hon Dau Island, Tuong Long Tower, and Doi Rong International Tourist Area. Along with 13 historical and cultural relics and scenic spots, including one National Intangible Cultural Heritage site, one National scenic spot, four National-level relics, and seven City-level relics, Do Son is proving to be a promising and potential tourist destination.

Along with its natural and cultural resources, the emergence of large-scale resort and entertainment complexes has contributed to changing the face of tourism in Do Son, creating more choices for visitors. Notably, Do Son continues to attract many large-scale tourism projects. Among them, the Hai Phong International Conference, Trade and Tourism Center project, with a total investment of over 2.110 billion VND, includes many modern facilities such as a 5-star hotel, a conference center, a casino, and a large-scale electronic gaming system with prizes, which was recently started. This is considered an important step in helping Do Son gradually transform from a traditional resort tourism model into an international resort, entertainment, and conference center.

“Do Son is entering a new era with greater opportunities but also significant challenges. It requires a change in mindset and approach to tourism, the development of synchronous infrastructure, the improvement of service quality in the area, and the expansion of tourism development with other localities to supplement and enhance the visitor experience. This reality necessitates decisive and timely action. This is the crucial time to implement adjustments to the new Do Son tourism development plan and seek policy mechanisms and breakthrough solutions to effectively exploit resources associated with the local traditional values,” the Chairman of the People's Committee of the ward emphasized.

According to Tran Van Ngoc, Deputy Director of the Hai Phong Department of Culture, Sports and Tourism, Do Son is currently in a "new development space," shaped by macro-level strategic policies. Decision No. 323/QD-TTg on the Adjustment of the General Planning of Hai Phong City to 2040, with a vision to 2050, and Decision No. 1516/QD-TTg approving the Hai Phong City Planning for the period 2021-2030, have officially established Do Son's position not just as a simple coastal tourist destination, but as a multi-functional international tourism center. Within this space, Do Son is planned to closely connect with the Cat Ba archipelago and Ha Long Bay, forming an international-level maritime tourism corridor, while also playing a crucial role as a key logistics and service hub for Hai Phong's urban, port, and high-tech ecosystem.

Alongside this, numerous policies have been enacted to stimulate development. Resolution No. 226/2025/QH15 of the National Assembly established the Hai Phong Free Trade Zone with a scale of 6,292 hectares, the largest sub-zone of which is located adjacent to the Do Son coastal strip. The Hai Phong City People's Committee approved a decision to adjust 290 hectares of coastal water surface in Do Son into mixed-use urban and tourism development land, creating a vast land fund for the construction of artificial entertainment complexes. Simultaneously, the development of the Kunming - Lao Cai - Hanoi - Hai Phong high-speed railway line, the Nam Do Son International Gateway Port, and the upgrading of Cat Bi International Airport have opened up new contexts and development spaces, establishing Do Son's position at the intersection of global logistics, trade, and tourism flows.

At the workshop, experts, managers, and businesses focused on analyzing the current situation, identifying bottlenecks, and proposing new development directions to transform Do Son into a modern, world-class coastal tourism center. Many opinions suggested that Do Son is recovering and growing strongly. In 2025, the locality is expected to welcome approximately 4.7 million visitors; during the April 30th and May 1st holidays in 2026 alone, it is projected to attract over 690,000 visitors, with the Dragon Hill International Tourist Area receiving around 274,000.

However, experts have also frankly pointed out the persistent paradox of tourism in Do Son: a large number of visitors but low spending, revenue from accommodation, and duration of stay. According to 2024 data, with approximately 4.3 million visitors generating 3,210 billion VND in revenue, the average spending per visitor was only about 746,000 VND. This reflects the reality that Do Son currently mainly serves the mass domestic tourism segment, focusing on short-term experiences and concentrating heavily in the summer, while the remaining months are in a state of stagnation.

To address this situation, experts propose building a year-round tourism product ecosystem, including indoor service complexes operating 24/7, continuously operating outdoor products, and a series of seasonal events and specialties organized consecutively to maintain a stable flow of tourists. At the same time, Do Son needs to innovate its planning thinking towards developing a "Mega Hub Do Son" – a super-complex of interconnected commerce, services, and tourism; focusing on developing the night-time economy, cultural industries, digital transformation, and improving the quality of human resources in tourism…
