Strengthening the "support system" in ethnic minority areas.

For ethnic minority areas, mountainous regions, and border areas – where economic and social conditions are still challenging, the territory is vast, and the population is scattered – the work of developing Party members is of particular importance.

Because in those places, Party members are the "pillar" for gathering the strength of the entire population, contributing to maintaining political stability, national defense, security, and improving people's lives.

Proactively create a pool of Party members at the grassroots level.

Developing Party membership in ethnic minority areas is not simply about increasing the number of members, but rather about building a core force at the grassroots level that truly stays close to the people, understands them, and has prestige within the community. This is also a crucial requirement for strengthening the political system at the grassroots level and creating a long-term source of cadres for ethnic minority and mountainous regions. Based on this understanding, many localities in mountainous and border areas have proactively reformed their methods, linking the recruitment of new Party members with the practical needs of the grassroots.

Cao Bang is one of the localities that has implemented quite comprehensively and effectively solutions for developing Party members in ethnic minority areas. The Cao Bang Provincial Party Committee currently has 64,689 Party members, of which the percentage of Party members from ethnic minorities accounts for more than 93%, and 100% of hamlets and residential areas have Party branches.

Comrade Hoang Thi Hue, Deputy Head of the Provincial Party Committee's Organization Department, informed: Party committees at all levels in Cao Bang province are orienting the development of Party members to be linked to socio-economic development tasks. Therefore, many Party branches proactively create a pool of outstanding individuals from the masses in local production development models, household economic activities, and startups. Party committees at all levels pay special attention to creating a pool of young Party members by regularly reviewing and identifying outstanding individuals from ethnic minority youth, youth who have completed military service, and promising students to nurture and recommend to the Party through emulation movements and practical activities in the locality such as: Youth entrepreneurship, women's economic development, new rural construction...

In particularly difficult areas, especially in highland villages inhabited by ethnic minorities where the number of local Party members is small, Party committees at all levels assign Party committee members and Party members who are commune-level officials to directly take charge of and participate in the activities of the Party branch; if necessary, they may appoint them to hold the position of Party branch secretary to guide, monitor, and maintain the orderly operation of the Party branch.

The above methods help to bridge the gap, build trust, and provide strong motivation for ethnic minority people to strive, contributing to improving the quality and sustainability of new party member recruitment in the locality. The Party Committee of Ha Quang commune has 49 branches with more than 1,400 party members.

According to Comrade Trieu Thi Dien, Standing Deputy Secretary of the Party Committee of Ha Quang commune, the Party Committee of Ha Quang commune issued Plan No. 29-KH/DU dated October 28, 2025, on the development of Party members in the period 2025-2030, striving to develop 150 or more Party members throughout the term. In implementing this plan, the Party Committee of the commune has proactively deployed many solutions to create a pool of potential members in accordance with the Provincial Party Committee's guidelines and closely followed local realities. From July 2025 to the present, the Party Committee of Ha Quang commune has admitted 28 new Party members, including students, civil servants, non-professional workers in hamlets, and many Party members engaged in agriculture in the locality.

According to Comrade Trieu Thi Dien, alongside quantity, Party organizations, when recruiting new members, always prioritize standards, especially those related to political awareness, ethics, and lifestyle; avoiding quantity over quality. These results show that when Party committees truly care about recruiting new members and are closely involved with the grassroots, the work of developing Party members will see significant improvements.

Overcoming practical difficulties

In mountainous and border regions of the country, where many ethnic minorities live, the people's lives are still difficult, and the recruitment of new Party members faces many challenges. A segment of young people leave their localities to work elsewhere after completing their studies, leading to a shortage of local Party members. Difficult economic and social conditions also affect participation in socio-political activities and the process of training and striving to join the Party.

This reality requires Party committees at all levels to be flexible and proactive in finding appropriate solutions. In Lung Nam commune, after the reorganization, some hamlet Party branches have very few local Party members, directly affecting the leadership capacity and fighting strength of the Party organization.

According to Comrade Nong Van Thuan, Permanent Deputy Secretary of the Commune Party Committee, the Standing Committee of the Commune Party Committee has assigned commune officials and civil servants who are Party members to continue participating in activities at Party branches with few members; at the same time, it has appointed Party committee members to hold the position of secretary of the hamlet Party branch to maintain Party organization activities and promote Party member development. The locality prioritizes training non-professional personnel in hamlets such as hamlet heads, heads of the Fatherland Front working committees, and heads of mass organizations to create a source for Party membership recruitment. As a result, in the last six months of 2025 and the first quarter of 2026, the Lung Ga hamlet Party branch alone admitted one person into the Party and three people attended Party awareness training courses.

The recruitment of new Party members in ethnic minority areas is only effective when Party committees are truly persistent in staying close to the grassroots, relying on the people, and caring for their lives. Each newly recruited Party member contributes to strengthening the Party organization at the grassroots level and affirms the role of Party members as "political nuclei" in difficult areas. Practical experience in Cao Bang has shown many effective Party development models that can be replicated, such as the Party Committee of Trung Khanh commune, the Party Committee of Doai Duong commune, and the Party Committee of the Provincial Agencies and Enterprises Bloc…

Comrade Hoang Thi Hue, Deputy Head of the Provincial Party Committee's Organization Department, shared: In the context of complex terrain, scattered population, and a shortage of local Party members in many areas, Party committees at all levels in Cao Bang have played a pioneering role, implementing many flexible solutions that closely adhere to reality. These solutions not only overcome immediate difficulties but also contribute to strengthening the people's trust. Because in mountainous areas, where people's lives are still full of hardships, the image of cadres and Party members being close to the people, understanding the people, and being responsible to the people is the most persuasive method of propaganda.
