This point was emphasized by Mr. Hoang Dang Quang, Deputy Head of the Standing Committee of the Central Organization Department, when answering questions from the press about the personnel preparation for the 14th Central Committee, which will be elected at the ongoing 14th Party Congress.
Nominate candidates for re-election first, then nominate first-time candidates.
Leaders of the Central Organizing Committee affirmed that the preparation of personnel for the new Central Committee had been proactively carried out early by the Politburo and the 13th Central Committee, in accordance with Party regulations, ensuring a scientific, rigorous, comprehensive, objective, and transparent process, promoting democracy and intellectual capacity, and ensuring a reasonable balance between standards and structure, between continuity, stability, and development.
Right from the beginning of the 13th Party Congress term, the Politburo issued regulations on personnel planning, directing the implementation of planning for leadership and management positions at all levels, especially the planning for key leadership positions in localities, agencies, and units for the 2025-2030 and 2026-2031 terms.

Midway through the term, the Politburo issued a plan on strategic personnel planning for the 14th Party Congress, 2026-2031. Based on this, it directed the development of the planning for the 14th Party Central Committee (both official and alternate members), contributing to proactively preparing a plentiful and high-quality human resource pool for the personnel work of the 14th Party Congress.
On April 14, 2025, the Politburo issued Directive No. 45 on Party congresses at all levels leading up to the 14th National Congress of the Party; simultaneously, it issued numerous conclusions and guidelines to effectively organize the work of personnel placement, closely linked to the revolution of restructuring and streamlining the organizational apparatus of agencies, units, and localities in the political system towards a lean, strong, efficient, effective, and effective system.
The Politburo and the Secretariat have successfully directed the organization of Party congresses at all levels, especially at the provincial, city, and centrally-affiliated Party committee levels, for the 2025-2030 term. From these congresses, secretaries and deputy secretaries of provincial and city Party committees and centrally-affiliated Party committees are selected, nominated, appointed, and elected, ensuring they possess the necessary qualities, capabilities, and prestige, meeting the prescribed standards and conditions.
The Politburo also decided to assign, transfer, appoint, and rotate cadres holding key leadership positions in agencies, units, and localities to meet the requirements of fulfilling political tasks.
At the 10th, 11th, and 12th Central Committee Conferences, the 13th Central Committee held democratic and thorough discussions and reached a high degree of consensus in issuing the Guidelines for Personnel Work of the 14th Central Committee of the Party; clearly defining the viewpoints, requirements, principles, standards, conditions, structure, number, and personnel selection process for the 14th Central Committee of the Party.
"This is a particularly important political basis for the Politburo, the Secretariat, and the General Secretary to lead and direct the implementation of personnel work for the 14th Central Committee of the Party," Mr. Quang emphasized.
Regarding new viewpoints, principles, and requirements, the Deputy Head of the Standing Committee of the Central Organization Department outlined four important points.
Firstly, the 14th Central Committee of the Party must be a clean, strong, truly united collective, with a high degree of consensus in will and action.
"Personnel work must be conducted scientifically, systematically, fairly, objectively, comprehensively, and effectively, following the principle: doing it step by step, task by task, stage by stage, and group by position from lowest to highest, ensuring certainty at each stage; nominating candidates for re-election first, then nominating candidates for first-time participation," according to Mr. Quang.
Furthermore, he emphasized the need for a harmonious and rational approach between standards and structure; between inheritance, stability and innovation, development; between universality and specificity; between specialized training and practical skills and abilities; and between prestige, work experience and future development direction.

"We must especially prioritize quality, efficiency, work output, and dedication as the main criteria in evaluating, assigning, and utilizing cadres; ensuring appropriateness in structure, age, gender, ethnicity, and region… but without lowering standards for the sake of structure," the leader of the Central Organization Department emphasized.
Secondly, the members of the 14th Central Committee of the Party are exemplary representatives of the entire Party in terms of pioneering spirit, exemplary conduct, constructive spirit, fighting spirit, action-oriented spirit, discipline, and humanistic values; they possess the qualities, capabilities, prestige, and integrity; they dare to think, dare to act, and dare to take responsibility for the national interest above all else.
These individuals must also be those who are willing to dedicate themselves and make sacrifices for the noble cause of the Party; possessing strategic thinking, vision, autonomy, innovation, creativity, dedication, responsibility, and sharp political theory; whose words match their actions; who are capable of uniting, consolidating, and mobilizing collective strength; and who have concrete, effective achievements, results, and "products."
Members of the new Central Committee must be capable of meeting the demands of a high-intensity, continuous, and prolonged workload; and be ready to accept and successfully complete all assigned tasks.

The third principle, according to Mr. Quang, is to resolutely refuse to nominate individuals who do not meet the standards and conditions, are unworthy, or have not been elected to lower-level Party committees, to the Central Committee of the Party.
But on the other hand, he affirmed that truly virtuous, talented, and reputable individuals within the Party and among the people should not be overlooked. This principle must be accompanied by solutions to improve the effectiveness of cadre evaluation, linked to the implementation of a mechanism of "promotion, demotion, entry, and exit."
The Deputy Head of the Standing Committee of the Central Organization Department emphasized that individuals with any of the following shortcomings should not be allowed into the new Central Committee: weak political resolve, lack of steadfastness in the Party's line and viewpoints; declining moral character, competence, and prestige; poor organizational discipline and lack of unity; fear of responsibility and reluctance to act; lack of ambition and a preference for harmony; and manifestations of political opportunism, power ambitions, and short-term thinking.

Those who are sycophantic, lobbyists, corrupt, negative, bureaucratic, parochial, or involved in "group interests," and who show signs of ideological and political degradation, moral decay, lifestyle deviations, "self-evolution," or "self-transformation," will also not be included in the new Central Committee.
Mr. Quang also emphasized the firm resolve to prevent individuals who violate discipline, political standards, the rules prohibiting certain actions by Party members, and regulations on power control in personnel work; who make dishonest declarations of assets and income; who violate the responsibility of setting a good example, leading themselves or their spouses or children to lead unexemplary lifestyles; or who abuse their positions and power for illicit gain, from being elected to the new Central Committee.
Fourth, prioritize and effectively carry out political and ideological work, promote internal unity; implement effective measures to control power and combat corruption and malpractice in personnel management.
According to Mr. Hoang Dang Quang, the Politburo and the Central Committee of the 13th Party Congress reached a high level of consensus on the structure and number of members of the 14th Party Congress Central Committee. He noted that the structure needs to be rational and meet the requirements for leading and directing the implementation of political tasks in agencies, units, and localities.
In addition, it is necessary to ensure comprehensive leadership, continuity, transition, innovation, and continuous development of the Party's senior leadership team.
"Party committees, agencies of the National Assembly, ministries, branches, the Fatherland Front, political and social organizations, some other important organizations at the central level, provincial and city Party committees must have personnel participating in the Central Committee of the Party," Mr. Quang said, further emphasizing the need to strengthen and reasonably supplement the number of Central Committee members for Party committees at the central level, some ministries, branches, localities, and places undergoing consolidation and merger.
Based on the Guidelines for Personnel Work of the 14th Central Committee of the Party, he stated that the Politburo has provided guidance on personnel nominations so that agencies, units, and localities can proceed with the process of nominating candidates to participate in the 14th Central Committee of the Party (official and alternate members, re-elected and first-time members) in their respective agencies, units, and localities.
The Politburo also directed relevant agencies to conduct thorough and careful assessments, verifications, and reviews of the nominated personnel in accordance with regulations.

At the 13th, 14th, and 15th Central Committee meetings, the Politburo and the Central Committee of the Party reviewed, voted on, and unanimously agreed on the nomination of personnel (re-elected and first-time participants; official and alternate members) and officially approved the Report and list of nominations of the 13th Central Committee of the Party regarding personnel to be submitted to the 14th National Congress for consideration and election according to regulations.
"The personnel work for the 14th Central Committee of the Party has been meticulously prepared, serious, cautious, thorough, scientific, in accordance with regulations, but also very decisive," Mr. Hoang Dang Quang affirmed.
According to him, this not only meets the immediate requirement of streamlining the organizational structure but also demonstrates a strategic vision in building a team of high-ranking Party officials with sufficient qualities, capabilities, and prestige to lead the country towards rapid and sustainable development in the new situation.
