Talented personnel serving in the military can enjoy an allowance of 550% of their salary.

The Ministry of National Defense is seeking comments on a draft decree on policies to attract and utilize talents for the Vietnam People's Army. It includes many outstanding points regarding the preferential treatment policy for talents serving in the army.

According to the draft, the target group includes cadres, civil servants, public employees; individuals who are Vietnamese in the country and abroad and are not on the state payroll, including chief engineers, chief architects, experts, managers, business administrators, leading scientists , excellent graduates, talented young scientists, talented young engineers and people with high professional qualifications.

In addition, the army can also sign labor contracts to carry out a number of important and key tasks with people of Vietnamese origin residing abroad or foreigners.

The subjects of the recruitment of talented people are officers, professional soldiers, defense civil servants, workers and defense officials working in the Vietnam People's Army.

Excellent graduates entering the military can enjoy a 250% salary allowance.

Specifically, excellent graduates can receive an allowance equal to 250% of their current salary for 5 years from the date of recruitment decision by the Minister of National Defense . Other subjects will receive an additional monthly allowance equal to 350% of their current salary.

In the case of professors and associate professors, when they preside over and advise, propose policies and solutions or have breakthrough scientific research projects in strategic and key sectors at the national or international level that are applied in practice with high efficiency; ministerial-level chief architects and project chief architects are entitled to 500% of their current salary.

People with PhD degrees, level II specialist doctors, level II specialist pharmacists, experts, managers, and business administrators receive 450% of their current salary.

For people with master's degree, level 1 specialist doctors, level 1 specialist pharmacists receive 400% of current salary.

In addition, the Minister of National Defense can also base on the results of the annual task performance assessment through the quantity, quality and progress of products/work to increase the allowance from 50% to 100% of the salary when there are excellent achievements.

550% salary allowance for talented people

The draft also stipulates policies on additional allowances for those who value talent.

Specifically, for officers, professional soldiers, defense civil servants, defense workers and officials, from the date of the decision of the Minister of National Defense on applying the policy of utilizing military talents, they will receive a monthly additional allowance equal to 400% of their current salary.

For professors and associate professors who preside over and advise, propose policies and solutions or have breakthrough scientific research projects in strategic and key sectors and fields at the national or international level that are applied in practice with high efficiency; ministerial-level chief architects and project chief architects receive 550% of their salary.

People with PhD degrees, level II specialist doctors, level II specialist pharmacists, experts, managers, and business administrators receive 500% of their salary.

For people with master's degree, level 1 specialist doctors, level 1 specialist pharmacists receive 450% of salary.

Special cases working in key military fields, but not falling under the above categories, are entitled to a support allowance equal to 450% of the salary.

In addition, the Minister of National Defense, based on the results of the annual performance assessment, may decide to increase the allowance from 50% to 100% of the salary for outstanding achievements.

Military talent is also given priority to rent public housing with a minimum area of ​​60m², with a maximum interior equipment standard of 150 million VND. The highest level is a townhouse with an area of ​​up to 150m² or an apartment under 145m², with a maximum interior standard of 200 million VND. If there is no public housing, the attracted person will be supported with rent and given priority to participate in housing, land, and social housing projects.
