Alongside its potential and advantages, the new city also faces numerous difficulties and challenges, especially in synchronizing management and social policies and mechanisms to ensure consensus among officials, Party members, and the people. However, the affirmation by Party Secretary Le Tien Chau at the merger conference – that "policies that are better and more beneficial to the people, businesses, and officials will be prioritized" – brought genuine joy and excitement to millions of people. Institutionalized in the Resolution of the First City Party Congress, Hai Phong continues to steadfastly pursue the goal of developing culture on par with the economy; prioritizing education and training, healthcare, and social security. In particular, we must continue to implement the policy of "Investing in social security and welfare ahead of economic development," ensuring that all citizens have access to and benefit from the fruits of development, and that no one is left behind.
