
According to Mr. Nguyen Thong Nhat, Director of the Department of Industry and Trade of An Giang province, the initial cause was determined to be that Thuan Thanh Kien Giang Construction Design Consulting Co., Ltd. - the contractor of the Ha Tien City Coastal Main Road project - had driven steel piles in the cable line's safety corridor, about 300 - 400m from the coast. The illegal construction damaged the 110kV underground cable line connecting Ha Tien to Phu Quoc.
The area of the submarine cable route has been announced by the Southern Maritime Safety Corporation to have a technical corridor of 500m on each side, absolutely prohibiting all activities such as anchoring, fishing or unauthorized construction.

Immediately after the incident, An Giang Electricity Company urgently isolated the underground cable section and deployed temporary power supply plans. Part of the load from the 110kV Phu Quoc station was transferred to receive electricity from the 110kV Nam Phu Quoc station via the 22kV line. However, the transmission capacity only reached 36MW, less than half of the load before the incident of 76MW (equivalent to 47.4%).
Despite mobilizing backup power sources and arranging for alternating power supply, many areas are still interrupted due to high load and a power supply radius of more than 40km. Currently, 20 mobile generators with a capacity of about 3.55MVA have been brought to serve the Ganh Dau area (North Phu Quoc), helping to maintain electricity for about 7,530 customers in a rotating manner.

Southern Power Corporation said it has agreed on a technical plan with specialized units, mobilizing all forces to handle the emergency and provide temporary power in the shortest time.
At the scene, An Giang Electricity Company is constructing floating pillars, platforms and a 110kV overhead line connecting Highway 80 to the coast of To Chau Ward - where the underground cable line begins. At the same time, dredging dredgers, divers and tugboats are mobilized to blow sand, salvage damaged underground cables, cut off the damaged section, and reconnect with specialized cable heads.
The entire process, including erection of pylons, pulling of overhead cables and reconnection of underground cables, is expected to be completed in approximately 10 days.
