Ten days after enrolling in 10th grade, Hai Phong candidate received notice of failure to enter

According to information from the Department of Education and Training of Hai Phong , in the 10th grade entrance exam for the 2025-2026 school year in Hai Phong City, candidate PHH, a student of Dang Lam Secondary School, Hai Phong) scored 26.26 points.

In the first round of admission, H. passed his first choice to Le Quy Don High School. In addition, this candidate also took the entrance exam to Tran Phu High School for the Gifted. However, in the first round of admission, H. did not have enough points to pass.

In the second round of admission, the Hai Phong Department of Education and Training announced the second benchmark scores for entering grade 10 of high school in the 2025-2026 school year for specialized classes at Tran Phu High School for the Gifted.

Accordingly, the benchmark score for grade 10 specializing in Russian is 34.95 points; along with the list of 35 candidates admitted to the Russian specialized class, including candidate PHH with 34.95 points, ranked 35th (in order of admission score from highest to lowest).

Candidates PHH have received the admission notice and have completed the procedures to receive the new class at Tran Phu High School for the Gifted according to regulations.

However, later, the Hai Phong Department of Education and Training received a citizen's request to re-examine the admission results for the 10th grade Russian language class of the PNHT candidate.

This application clearly states that the candidate PNHT had enough points to pass the Russian specialized class (the PNHT score was higher than the PHH score) but was not on the admission list.

Initial test results show that the candidate PHHT has a score of 35.5 points for admission to the 10th grade specializing in Russian, enough to pass the exam but his name is not on the list of candidates admitted to the 10th grade specializing in Russian for the second time.

In response to the above incident, the Hai Phong Department of Education and Training has requested the software provider for 10th grade high school admissions for the 2025-2026 school year to check and review the second admission results.

The test results show that the second benchmark score for the 10th grade of the Russian language major is 35.05 points. Thus, the PHHT candidates are eligible to be admitted to the 10th grade of the Russian language major; the PHH candidates are not eligible to be admitted to the 10th grade of the Russian language major (but are eligible to be admitted to the 10th grade of Le Quy Don High School).

According to the explanation from the Hai Phong Department of Education and Training and the software provider, candidate PNHT registered his first wish for the English specialized class at Tran Phu High School for the Gifted, his second wish for the Chinese specialized class, his third wish for the French specialized class, his fourth wish for the Korean specialized class, his fifth wish for the Russian specialized class and his sixth wish for Le Hong Phong High School.

The enrollment software is programmed based on the candidates' wishes. Because candidate PNHT was admitted to Le Hong Phong High School in the first round of admission but did not enroll, the enrollment software system automatically removed his name from the second round of admission list.

Regarding this incident, the Hai Phong Department of Education and Training met and directly discussed with the parents of candidate PHH to provide information, and at the same time took responsibility and apologized to the candidate and his family.

According to the Department of Education and Training of Hai Phong, this was an unexpected technical problem during the data processing software system. We hope the two families understand and sympathize.

Hai Phong Department of Education and Training also sent a document to Tran Phu High School for the Gifted and Le Quy Don High School, informing them about the above incident to enroll PNHT candidates into Tran Phu High School for the Gifted, and PHH candidates into Le Quy Don High School.
