Thai Binh Mr. Hoang Ngoc Luong, 44 years old, jumped into the river in the cold of 12 degrees Celsius, saving the life of a female driver trapped in a sinking car.
On the afternoon of January 29, Mr. Luong, a resident of Nam Cuong commune, Tien Hai district, was on his way home to pick up his son from military service when he stopped when he saw many people gathered at Cat Gia bridge, Tay Giang commune, Tien Hai district. Hearing that a 5-seat car had just plunged into the river, the female driver was stuck, Mr. Luong took off his jacket and jumped into the water.
"I dived down and saw that the rear window was half open, and the woman sitting in the driver's seat was stuck and choking on water. I quickly grabbed her, pulled her out, and brought her to shore," said Mr. Luong.
The female driver was rescued coughing and choking, but regained consciousness after first aid. Seeing that the victim was safe, Mr. Luong quickly got on his motorbike and had his son take him home about 10 km from the scene.

He explained that it was too cold and his clothes were all wet, so he immediately got in the car and changed after saving the person. "When I saw someone in trouble, I helped them, but I didn't think much about it. It's almost Tet, my son is back from the army, and I can help others, so for me, happiness and joy are doubled," said Mr. Luong.
The river section where the female driver had the accident is about 1.5-2 m deep and more than 25 m wide.
Mr. Mai Van Hoai, Chairman of Nam Cuong Commune, said that the commune is sending officials to meet Mr. Luong to understand the case and propose that the Tien Hai District People's Committee reward him.
