According to the Traffic Police Department of Hanoi City Police, the unit will organize 5-7 examination councils per day as planned. Each council will accommodate about 250-350 students taking the car driving test and 300-500 students taking the motorcycle driving test, equivalent to 2,000-3,000 students per day.
However, in reality, the plan encountered difficulties because many training institutions had not yet established a list of students with the minimum number as planned. Some councils had less than 200 students registered for the exam, quite low compared to expectations and current organizational capacity.

According to the reporter's records at the Driving Test Center of Automobile Transport Joint Stock Company No. 2 (Hanoi), in order to organize a council with more than 300 students taking the test, the center encountered many difficulties.
Speaking to CAND Newspaper reporter, Ms. Ta Thanh Phuong (Director of the Driving Test Center of Automobile Transport Joint Stock Company No. 2) said: "We can test from 300 to 400 students per day, all preparations are complete according to regulations".
However, the center had difficulty in making a large list, the reason being that many candidates were not ready when they learned that the testing was transferred to the police: "The time between finishing school and being notified of the exam was prolonged, causing candidates to lose confidence. Some even asked to take the exam later because they were traveling , busy with family matters, or had not had time to review the theory."


Talking about the psychology of waiting and listening to the situation, Ms. Nguyen Uyen Nhi (Kien Hung ward, Hanoi) said: "I am quite worried about the practical part. I asked to postpone the schedule for two weeks to make up for it, today I am confident enough to take the exam."
Or as Ms. Thu Hien (Nghia Do ward, Hanoi) shared: "I asked to postpone the exam to August because I saw many people fail, and my knowledge was also fading. Taking the exam right now definitely won't get the desired results...".
Previously, on July 17, the Traffic Police Department of Hanoi City Police opened a peak period for testing and granting driving licenses for road motor vehicles in the city.

The Traffic Police Department requires commanders and officers assigned to carry out the examination to uphold a sense of responsibility, strictly implement, publicly and transparently in accordance with Circular No. 12/2025/TT-BCA dated February 28, 2025 of the Ministry of Public Security and relevant legal regulations, ensuring both professional and legal requirements and serving the people.
To facilitate training institutions, testing centers and candidates, the unit has published a weekly testing schedule, clearly stating the time and type of testing. The announcement of the schedule helps units proactively register and send a list of qualified candidates to take the test on schedule, while ensuring that the testing capacity is effectively exploited, avoiding waste of resources.
