The Ministry of Construction is directing investors and contractors of traffic projects scheduled to be completed by December 19 to make efforts and determination to break through the schedule to reach the finish line.

A series of transport projects with completion deadlines on December 19 are behind schedule and have not made any breakthroughs. Therefore, the Ministry of Construction will evaluate the progress and completion capacity of each contractor to have solutions to ensure the completion of the project according to the approved plan.
According to the report of the Department of Construction Investment Economics and Management (Ministry of Construction), for the expressway projects managed by the Ministry of Construction in the 3,000km list, currently 5 component projects are behind schedule compared to the plan, with the potential risk of not being completed by December 19, 2025, including: Component 2 Bien Hoa-Vung Tau with an output of about 65.4%, 1.4% behind schedule; Quy Nhon-Chi Thanh with an output of about 87.8%, 1.4% behind schedule; Chi Thanh-Van Phong with an output of about 88.8%, package XL02 with an output of 3.4%. In particular, the 2 Can Tho- Hau Giang projects with an output of about 82.4%, 1.4% behind schedule, and Hau Giang-Ca Mau with an output of about 75.8%, 5.9% behind schedule.
“For projects that are behind schedule, although project management boards have proactively handled slow-performing contractors, requested additional machinery, equipment, human resources, materials, and organized overtime work, due to unfavorable weather conditions and heavy rain, while the projects all had to be paved with asphalt concrete, they were greatly affected and there was no breakthrough,” the leader of the Department of Economics and Construction Investment Management assessed.
Regarding other projects, there are 11 projects at risk of not being completed as planned in 2025, mainly due to slow site clearance and lack of materials leading to slow construction progress.
Specifically, there are 6 projects at risk of not being completed in 2025 as planned, including: Ho Chi Minh Road project, Cho Chu - Trung Son intersection section, output reaching about 34.3%, 56.8% behind schedule; Rach Soi - Vinh Thuan section, output reaching about 52.5%, 17.4% behind schedule; Cam Ly railway bridge project, output reaching about 37.8%, 19% behind schedule; National Highway 8C project, output reaching about 76% (section from Thien Cam - National Highway 1 basically meets requirements; section from National Highway 8 - Ho Chi Minh Road is 23% behind schedule); Project connecting Noi Bai - Lao Cai expressway with Tuyen Quang - Phu Tho expressway, output reaching about 25.3%, 26.3% behind schedule; National Highway 14B project, output reaching about 34.3%, 38.3% behind schedule.

Directing at the October 2025 meeting on the afternoon of November 11, Minister of Construction Tran Hong Minh noted that 5 projects managed by the Ministry in the 3,000km list have not had a breakthrough in progress, and need to make more efforts to speed up progress to be able to complete by December 19, 2025, including: Bien Hoa-Vung Tau, Quy Nhon-Chi Thanh; Chi Thanh-Van Phong, Can Tho-Hau Giang, Hau Giang-Ca Mau.
The Ministry of Construction requires heads of investors to be present at the construction site to promptly handle existing issues and problems; proactively work with localities to hand over the remaining site for the project; review progress, resolutely direct contractors to overcome weather difficulties, focus and resolutely carry out construction to make up for the slow progress, and complete each item and section of the route.
The Ministry also recommends that every week, the head of the investor must hold a meeting to review and evaluate the progress of each contractor, evaluate the completion capacity of each unit to have solutions to ensure the completion of the project according to the approved plan, and resolutely handle contractors who are behind schedule according to the provisions of the contract (if necessary, it is necessary to mobilize additional strong contractors for support).
Need to disburse more than 37,000 billion VND
By the end of October 2025, the disbursement rate of public investment capital of the Ministry of Construction is estimated at about VND 40,916 billion, reaching 51% of the plan assigned at the beginning of the year (excluding the capital amount that has expired and is being submitted to competent authorities for adjustment and reduction).
With the remaining disbursement value in the last months of the year being very large (more than 37,000 billion VND), Minister Tran Hong Minh said that project management boards and investors must complete payment procedures immediately for completed construction volumes, not leaving any backlog, especially for completed North-South expressway projects in the East.
The Minister requested the Department of Construction Investment and Management to urgently establish working groups to immediately inspect the disbursement results of projects at risk of being delayed and not completed; and to assign Department leaders to closely monitor the scene to immediately remove difficulties and obstacles for investors and contractors.

The Vietnam Road Administration was requested to focus on coordinating, guiding and removing obstacles to speed up the completion of expressway projects on the occasion of December 19, especially projects such as: Tuyen Quang-Ha Giang, Dong Dang-Tra Linh, Huu Nghi-Chi Lang...; coordinate with project management boards to remove obstacles in documents to disburse about 500 billion VND of outstanding counterpart capital.
“Investors must arrange professional human resources to resolve document problems, ensure efficiency in project settlement, and further accelerate the disbursement of public investment capital,” Minister Tran Hong Minh directed.
Affirming that 7 projects must be started on December 19, the head of the Construction industry noted that any problems during the implementation process must be reported and solutions must be found. The projects that have been started will not only increase infrastructure capacity but also serve as a basis for further accelerating disbursement progress./.
