From big solutions…
Speaking to reporters of TN&MT Newspaper, Mr. Lo Van Tien - Vice Chairman of Dien Bien Provincial People's Committee, said: "To improve the quality of the air environment and cope with climate change, especially the significant increase in temperature in the summer of this year, since the beginning of 2023, the Provincial People's Committee has directed the functional units of the Department of Natural Resources and Environment to review, research, analyze, and synthesize sources that are at risk of causing air pollution from: Activities of industrial parks; construction development; transportation; daily life and population growth. From there, the Provincial People's Committee directed the functional branches to deploy solutions to control sources of environmental pollution.
Particularly for large-scale industrial parks, export processing zones, industrial clusters, craft villages... such as: Na Hai Industrial Cluster, Dien Bien District; Eastern Industrial Cluster of Tuan Giao District; Mixed Industrial Cluster of Ang To Commune, Muong Ang District... Currently, the province does not have funds to invest in technical infrastructure to protect the environment for these industrial clusters. However, the projects implemented in the industrial clusters all have environmental impact assessment reports, commitments to protect the environment according to regulations, and have separate wastewater treatment systems to treat domestic wastewater and industrial wastewater before discharging into the environment.
Regarding transportation activities, the Provincial People's Committee has assigned the Department of Transport to continue to effectively implement the Project "Controlling emissions from motorbikes and motorbikes participating in traffic in provinces and cities" approved by the Prime Minister in Decision No. 909/QD-TTg, dated June 17, 2010. Closely monitor and review the implementation of environmental protection work, especially solutions to ensure prevention, limitation and reduction of dust and emissions in construction activities of traffic works; encourage the use of compressed natural gas as fuel for vehicles and organize the implementation of national technical regulations on emissions for motor vehicles.
At the same time, request departments, branches and units under the Provincial People's Committee to implement Plan No. 3386/KH-UBND on air quality management in the province for the period 2021 - 2025 issued since October 2021, focusing on perfecting mechanisms, policies and laws; implementing measures to prevent and reduce emissions and propagandize, coordinate with agencies and units to implement management work, improve air quality.
“In accordance with the policy on improving air quality, the People's Committees of districts, towns and cities have repaired, completed and upgraded wastewater treatment systems; invested in or repaired domestic waste treatment plants with modern technology, treating wastewater and waste to ensure air environment standards. Up to now, waste treatment plants in districts and towns are all operating well, helping to collect and thoroughly treat, not leaving large amounts of waste, backlog, causing harm to the environment; smoke and dust from burning waste at factories released into the environment are also treated using biological technology so they do not pollute the air,” said Mr. Tien.
…to small actions
To respond to climate change and gradually improve air quality, in addition to the fundamental, large-scale solutions that the People's Committee of Dien Bien province is implementing, districts, towns and cities are also applying specific, practical plans and promoting propaganda work so that each unit, agency and people can better understand and join hands in improving the air environment through practical actions such as: Planting trees, planting forests, cleaning the environment in residential areas, collecting waste properly or applying biological production and breeding processes... also contribute to significantly improving the surrounding living environment.
Particularly in Dien Bien district, many communes are currently doing a very good job of controlling air pollution in industrial parks, clusters and rural areas in the area. Ms. Dang Thi Nhung - Head of the Thanh Binh Village Women's Union said: "Previously, after each harvest, people had the habit of burning straw in the fields, the smoke obscured the view, making it difficult for passersby to see, which was very dangerous. Therefore, the Women's Union has promoted and mobilized female members to collect straw, bring it home to make winter feed for cattle and buffalo, grow straw mushrooms to increase income... not to burn straw in the fields. Thanks to the enthusiastic response of the women, the situation of burning straw in the fields has completely stopped, the air environment has improved".
In many localities, people have signed a commitment not to burn fields and fields, to use electricity sparingly to reduce electronic emissions into the environment... especially on hot days, both saving electricity and protecting the air environment.
In the medium-term period of 2021 - 2025, Dien Bien province will invest and install 3 automatic air environment monitoring stations in Dien Bien Phu city, Tuan Giao town and Na Hai industrial cluster, Dien Bien district, contributing to controlling and improving air quality in Dien Bien.
