Many solutions to limit the surplus and shortage of commune-level officials in Hung Yen

Hung Yen province is urgently reviewing and rearranging its staff, transferring human resources according to their capacity, organizing additional recruitment and retraining of staff in areas where there are shortages.

From July 1, the two-level local government model officially came into operation, opening up expectations of a streamlined, effective and efficient apparatus.

However, the reality in many localities shows that there is an imbalance in human resources, with some places having excess staff and others lacking staff, especially in specialized positions such as land, finance-accounting, and basic construction.

Hung Yen province is urgently reviewing and rearranging its staff, transferring human resources according to their capacity, organizing additional recruitment and retraining of staff in areas where there are shortages.

Proactive and early remediation not only helps stabilize the operations of local authorities but also creates an important foundation for the new model to truly be effective in the next phase.

Urgently transfer cadres and civil servants Le Loi commune (Hung Yen) was assigned 37 positions, currently has 31 positions (lower than the minimum position). The lack of cadres affects the process of serving the people. This is not the only locality lacking cadres and civil servants after the apparatus rearrangement. In Hung Yen, there are 19 communes lacking cadres and civil servants according to regulations.

Mr. Phan Van Duong, Secretary of the Party Committee of Le Loi commune, hopes that the province will have specific and feasible solutions to thoroughly overcome the problem, ensuring that each commune and ward has enough qualified officials and civil servants to meet the tasks in the coming time.

Director of the Department of Home Affairs of Hung Yen province Dao Hong Van said that after the two-level local government came into operation from July 1, the province has a temporary number of commune-level cadres and civil servants temporarily assigned according to Decision No. 922/QD-UBND dated September 11, 2025 of the Provincial People's Committee of 4,469 people. The number of cadres currently present is 3,940 people (an average of about 38 cadres and civil servants per commune and ward).

As of December 2, 2025, the province has 85 communes with 32 or more staff and 19 communes with less than 32 staff (42 people short). The number of officials and civil servants lacking compared to the number temporarily assigned in Decision No. 922/QD-UBND dated September 11, 2025 of the Provincial People's Committee is 529 people. To overcome the above situation, the Department of Home Affairs of Hung Yen province advised the Provincial People's Committee to transfer 5 civil servants from communes with more than 32 civil servants to communes lacking qualified and professional civil servants. On the other hand, the province has increased 26 provincial-level civil servants and public employees to communes and wards, of which 9 people were transferred to 8 communes with less than 32 staff.

The province has received 9 officials from provincial public service units who meet the standards and conditions to work as commune-level civil servants; and transferred 47 provincial-level civil servants to commune-level and between communes. Currently, the Provincial People's Committee is continuing to direct the Department of Home Affairs to review and transfer about 40 civil servants and public employees to work at commune level, with priority given to communes with less than 32 employees.

The Provincial People's Committee continues to direct the Department of Home Affairs to coordinate with the Provincial Party Committee's Organization Board to regularly balance and regulate the number of civil servants with equivalent professional qualifications but in large numbers in the same commune to neighboring communes with shortages to ensure the right person, right job, right expertise and profession, Mr. Dao Hong Van clearly stated.

Fairness in adding more staff to the commune level

To clarify the allocation and arrangement of commune-level officials, Mr. Pham Quang Ngoc, Chairman of the People's Committee of Hung Yen province, said that after a comprehensive review of the management and use of commune-level officials in the area, the province will have a plan to recruit more officials to work as civil servants in the commune. When recruiting officials, the Provincial People's Council and voters will supervise, ensuring publicity, transparency and equality. The province has considered giving priority to experienced people in the locality. At the same time, the province has strengthened training, coaching and guidance, through many different solutions, delving into practical issues arising in commune-level officials' work, thereby focusing on solving, paying attention to perfecting and arranging the organization of public units at the commune level.

On the other hand, for communes that have ensured enough assigned civil servants but still lack some specialized fields, Mr. Dao Hong Van, Director of the Department of Home Affairs of Hung Yen province, informed that the Department will guide communes to sign labor contracts with people with expertise and skills to immediately meet requirements and tasks. In particular, Hung Yen province directs communes to prioritize specialized fields of information technology, land administration, construction, etc., ensuring compliance with regulations and instructions of all levels.

Previously, the province also had a solution to overcome the shortage of cadres at the commune level by mobilizing and seconding civil servants and public employees from departments and branches assigned by competent authorities to work at the commune-level People's Committee for a period of 3 years. Accordingly, cadres and civil servants will receive salaries and allowances according to their job positions before being mobilized. In addition, each case will receive a one-time subsidy equal to 10 months of basic salary at the time of receiving the assignment.

After completing their duties well at the base, civil servants and public employees will be accepted back to the sending agency or unit or assigned to a suitable job position, not lower than the job position before the reinforcement. Civil servants and public employees will be considered for a salary increase of one level (the time to hold the new salary level is calculated continuously according to the time to hold the old salary level) if they have not yet received the final salary level of the current rank or position.

Regarding the stability and smooth operation of commune-level authorities, Mr. Nguyen Huu Nghia, Secretary of the Hung Yen Provincial Party Committee, directed that the spirit is to focus on the grassroots, support, accompany and create the best conditions in terms of means, especially resources for commune-level administrative units to operate stably. The goal is to ensure the number and structure of cadres, rearrange surplus-shortage areas to balance cadres for commune level. After the arrangement, if the commune level still lacks human resources, the province will transfer department-level cadres to the grassroots. From now until the end of 2025, the province will focus maximum resources to support and strengthen the effectiveness of commune-level authorities./.
