Minister of Education and Training Hoang Minh Son signed decisions appointing many university leaders in accordance with the "unification" directive of Resolution 71. Notably, some decisions resulted in a "reshuffling" of leadership positions within higher education institutions.

In Decision No. 1186, the Minister of Education and Training appointed Associate Professor Bui Huy Nhuong to the position of Deputy Director of the National Economics University. Previously, Associate Professor Bui Huy Nhuong was the director of this university.
In Decision 1266, the Minister of Education and Training appointed Associate Professor Bui Duc Tho as Director of the National Economics University. Prior to that, from April 2021 to December 2025, Associate Professor Bui Duc Tho served as Chairman of the University Council and Secretary of the Party Committee of the National Economics University. After the new Higher Education Law (Law No. 125/2025/QH15) came into effect, the governance mechanism based on the school council/university council model ceased to exist. Associate Professor Bui Duc Tho is no longer Chairman of the University Council, but remains Secretary of the Party Committee.
Associate Professor Nguyen Van Hung has also been reappointed as Rector of the University of Transport and Communications. Meanwhile, Associate Professor Nguyen Van Chuong, former Chairman of the University Council of the University of Transport and Communications, is undergoing the process of being appointed as Vice Rector of the University of Transport and Communications.
Previously, the Minister of Education and Training also issued decisions appointing Associate Professor Pham Thu Huong as Rector of the Foreign Trade University; Associate Professor Nguyen Duc Son as Rector of Hanoi Pedagogical University; and Associate Professor Nguyen Quang Huy as Rector of Hanoi Pedagogical University 2…

The former chairpersons of the aforementioned school boards have either transferred to other positions or are awaiting reassignment by the Ministry of Education and Training, with the aim of retaining their roles as vice principals (or vice directors).
More than 30 universities under the Ministry of Education and Training have not yet been "integrated".
According to Decision 1723/QD-TTg issued on August 12, 2025, by the Government, the Ministry of Education and Training has 65 public non-profit units, including 9 universities and 32 universities/academies, and 16 vocational education institutions. Of these 57 higher education and vocational education institutions, 56 units need to be consolidated, while one unit does not need consolidation: the Vietnamese-German University (because it is a public university established under an agreement between the two governments, with international agreements).
On December 31, 2025, the Ministry of Education and Training issued a document to affiliated higher education and vocational education institutions, providing guidance on personnel matters during the transitional period (implementing the new Higher Education Law and the "unification" directive of Resolution 71). Accordingly, when the university council officially ceases operation, the university president or director will continue to manage the institution to ensure stable operation until further guidance on restructuring is issued.
Speaking to Thanh Nien Newspaper, a leader from the Department of Organization and Personnel, Ministry of Education and Training, said that currently, higher education and vocational education institutions under the Ministry of Education and Training have been and are in the process of "unifying" (secretary also serving as rector). Specifically, more than 20 institutions have already "unified," while more than 30 have not yet done so.
