Numerous tasks for industrial promotion in 2026.

2026 marks the first year of implementing the industrial promotion plan for the 2026-2030 period, therefore many important tasks have been identified for implementation this year.

Positive results, laying the foundation for a new phase.

According to a report by the Department of Innovation, Green Transformation and Industrial Promotion ( Ministry of Industry and Trade ), 2025 will take place amidst many changes, but industrial promotion activities will still be diligently implemented by relevant units and achieve remarkable results, creating an important foundation for the next phase.

One of the highlights is the work of developing and perfecting policies. In 2025, the Department is tasked with leading the development and submission to competent authorities of Government Decree No. 235/2025/ND-CP amending and supplementing a number of articles of Decree No. 45/2012/ND-CP on industrial promotion; and issuing Circular No. 63/2025/TT-BCT of the Minister of Industry and Trade regulating the organization of the selection of outstanding rural industrial products. This is considered an important legal foundation, helping industrial promotion activities to be implemented more synchronously and appropriately to the requirements of development in the new context.

Furthermore, the organization and management of the National Industrial Promotion Program continued to be implemented systematically. In 2025, the national industrial promotion funding plan was approved by the Minister of Industry and Trade with 93 projects and tasks in 22 localities, 10 industrial promotion service organizations, and a number of tasks directly implemented by the Department. Based on this, the Department guided localities and units to implement the program in accordance with regulations, while also promptly adjusting and supplementing the plan to suit the practical situation.

Many specific activities have been implemented, creating a ripple effect within the industrial promotion system. A prime example is the successful coordination with the Departments of Industry and Trade and industrial promotion centers in provinces and cities such as Tuyen Quang, Tay Ninh, and Da Nang to organize industrial promotion conferences and exhibitions showcasing typical rural industrial products in the North, South, and Central-Western Highlands regions. Simultaneously, the Department has developed a plan and organized five inspection and monitoring teams to oversee the implementation of the national industrial promotion project for the 2023-2025 period in 10 localities, thereby promptly understanding the situation, resolving difficulties, and improving implementation efficiency.

Professional work and guidance were also emphasized through organizing conferences and workshops to gather opinions on amending and supplementing the circular on selecting outstanding rural industrial products; disseminating and implementing new policies on industrial promotion; and coordinating with the Ministry of Finance to gather opinions on perfecting regulations on the establishment, management, and use of industrial promotion funds.

Notably, in 2025, the Department organized the national selection of outstanding rural industrial products and the 6th National Ceremony to honor and award Certificates of Outstanding Rural Industrial Products to 108 recognized products and product sets. This activity further affirms the role of industrial promotion in identifying, supporting, and promoting high-quality rural industrial products with development potential.

Encourage businesses to participate in and benefit from industrial promotion policies.

The achievements in 2025, despite significant organizational changes, are considered an important foundation for implementing industrial promotion activities in 2026, the first year of the National Industrial Promotion Program for the period 2026-2030.

Accordingly, based on the National Industrial Promotion Program for the period 2026-2030, the Department will guide localities to urgently develop and approve local industrial promotion programs that are consistent with the socio-economic development orientation and the development of industry and handicrafts in their areas. Increasing funding from local budgets, while integrating it with other targeted programs, is identified as a crucial solution to improve the effectiveness of industrial promotion activities.

Industrial promotion activities in 2026 will continue to be implemented in a focused and targeted manner, closely adhering to the potential and advantages of each region and locality; in synchronization with policies supporting land, investment incentives, credit, science and technology, and innovation. Encouraging cleaner production, sustainable production and consumption, and digital transformation are considered overarching directions to improve resource efficiency, link rural industrial development with environmental protection, and promote a green and circular economy.

Another important task is to continue promoting the selection of outstanding rural industrial products, while also paying attention to supporting the development of products after they are recognized. The focus is on promoting the development of rural industrial enterprises, encouraging investment in rural areas, and gradually changing production mindsets towards systematic investment in machinery, technology, and management, thereby improving productivity, quality, and added value, and effectively utilizing free trade agreements to expand markets.

In 2026, the Department will also coordinate with the Departments of Industry and Trade and industrial promotion centers in localities such as Ho Chi Minh City, Ha Tinh, and Hai Phong to organize industrial promotion conferences and exhibitions of typical rural industrial products at the regional level; simultaneously, it will develop plans and organize inspection and monitoring teams to oversee the implementation of the national industrial promotion project for the period 2024-2026. Information dissemination, communication, training in industrial promotion skills, and the popularization of new policies will continue to be strengthened, alongside the organization of overseas working groups to exchange and cooperate on industrial promotion policies.

However, according to the Department's assessment, despite the achievements, industrial promotion work still faces difficulties. Coordination between departments, agencies, and related units in some localities is not yet truly close and effective. The restructuring of public service units responsible for industrial promotion, through mergers with units directly under the provincial government, has also led to inconsistencies in operational models and management methods.

In light of this situation, the Department proposes considering the addition of information technology equipment and digital transformation to meet the requirements of the tasks in the new context; and at the same time, supplementing personnel to meet the increasing workload.
