Many new cooperation prospects between Hanoi and the Île-de-France region in Vietnam

On the afternoon of November 13 in Hanoi, President of the Vietnam-France Friendship and Cooperation Association (AACVF) Nguyen Thuy Anh received a delegation from the Agency for the Development of the Île-de-France Region in Vietnam (PRX) to discuss cooperation prospects between the two sides in areas such as ecological transition, culture - tourism, economic cooperation and university training.

Attending the reception were Ms. Nguyen Thuy Anh, President of the Vietnam - France Friendship and Cooperation Association (AACVF), Associate Professor, Dr. Nguyen Lan Trung, Vice President of the Association, President of the Hanoi Branch; on the French side were representatives of the Paris Regional Planning Institute (IPR) and the Île-de-France Regional Transport Management Agency (IDFM) led by Ms. Anne-Louise Mesadieu - Member of the Île-de-France Regional Council, in charge of international relations.

In her opening speech, Ms. Nguyen Thuy Anh, President of the Vietnam-France Friendship and Cooperation Association (AACVF), shared: The friendship and cooperation between Vietnam and France has always been built on the foundation of trust, solidarity and effective cooperation. We highly appreciate the achievements in the fields of sustainable public transport, urban quality of life, heritage conservation and circular economy development - projects that have contributed significantly to the development of the capital and strengthened the friendly relationship between the people of the two countries.

During the meeting, the two sides aimed to deepen the relationship by developing a Joint Action Program for the period 2026 - 2029 to enhance international influence, economic and trade relations, expertise sharing and people-to-people exchanges between the two localities: Hanoi and PRX. One of the objectives of this partnership is to promote joint action in the fight against climate change, in line with the United Nations Sustainable Development Goals (SDGs).

Accordingly, the Île-de-France region and the Hanoi People's Committee will cooperate closely in a constructive spirit to develop and implement joint cooperation projects.

The 2026-2029 cooperation initiatives will be built on two key principles: climate change adaptation and the mobilization of all the different specialized agencies depending on the project. This policy is based on the principle of jointly mobilizing the professional capacity of both public and private units in strategic areas such as urban planning, resource management, culture and economic exchange.

As leading local governments, Hanoi and PRX share the belief that the local level is the most important level to implement international commitments within the scope of their management.

Priority cooperation will focus mainly on five areas:

The first is sustainable urban development. PRX can share the experience of professional partners in the Region to support Hanoi City in the transition to low-carbon transport. The goal is to provide technical support to Hanoi City authorities in the process of finding solutions to respond to climate change, especially promoting new modes of transport and solutions to improve air quality.

The second is the environment and the fight against climate change. Following the FICOL program “Quality of Life/Urban Quality” and the “Circular Economy” project, the cooperation contents will continue to aim at environmental protection according to the United Nations Sustainable Development Goals, the 2015 Paris Climate Agreement and in line with the greenhouse gas reduction targets mentioned by Prime Minister Pham Minh Chinh at the COP26 Conference in Glasgow in 2021. In addition, PRX will mobilize the expertise of regional partners to implement activities in parallel.

Third is culture, heritage and tourism. The two sides will enhance cultural, heritage and tourism exchanges, continuing the momentum of development that has been achieved.

Fourth is economic exchange. PRX actively supports economic exchange activities between Vietnamese enterprises and enterprises of the Region, and encourages participation in cooperation projects between the two localities.

Fifth is university training and research. The two sides will continue to promote closer relations between universities and research institutions in the PRX region and Hanoi City. The promotion of French and Vietnamese language exchanges will be encouraged within the framework of these exchanges.

In terms of cooperation methods, the two sides will combine cooperation efforts with administrative, educational, economic, social, professional networks and associated partners. Both sides will jointly promote cooperation projects with European and international organizations.

Sharing at the reception, Ms. Nguyen Thuy Anh emphasized: We also welcome the fact that the two sides are preparing a Joint Action Program for the period 2026 - 2029, opening up many new prospects for cooperation in areas such as ecological transition, culture - tourism, economic cooperation and university training. The Vietnam - France Friendship and Cooperation Association is ready to accompany and promote its role as a bridge between the people and partners of the two countries, contributing to promoting increasingly deep, effective and sustainable cooperation.
