Create high consensus among the people
According to the plan to rearrange administrative units of Nho Quan district, in the period of 2023-2025, Nho Quan has 5 communes subject to rearrangement: Son Ha, Son Thanh, Thanh Lac, Lang Phong, Van Phong and 2 adjacent communes with administrative unit boundary adjustment when implementing the rearrangement plan: Son Lai and Nho Quan town. In which, Son Ha commune will be merged with Son Lai, with the new name Phuc Son commune; Son Thanh commune will be merged with Thanh Lac, with the new name Thanh Son commune; the entire natural status and population size of Lang Phong and Van Phong communes will be merged and adjusted into Nho Quan town.
In fact, the process of implementing the rearrangement of commune-level administrative units in the district has raised concerns and worries among cadres, voters and people, such as: handling redundant cadres, managing assets and facilities after the merger, having to correct information on personal documents, traveling to places to handle administrative procedures far away... Grasping the public opinion situation among the people, Party committees and authorities in the district have stepped up propaganda on the content, purpose and great significance of implementing the rearrangement of commune-level administrative units in the district in many forms such as: Visual propaganda, on radio stations at all levels, through social networks, electronic information pages of the district, communes... At the same time, publicize and make transparent the plan to rearrange commune-level administrative units of the district, period 2023-2025, promoting democracy among the people, in order to create unity in awareness and action among Party committees, Party organizations, authorities and people.
Comrade Pham Van Hiep, Secretary of the Son Ha Commune Party Committee, said: Determining propaganda as a prerequisite solution in implementing the arrangement of commune administrative units, the Commune Party Committee organized a conference to disseminate and deploy the policies and directive documents of the Party, State, and district on the arrangement of commune and district-level administrative units in the period of 2023-2030 to all key cadres and Party members in the entire Party Committee.
After the conference, the Party cells were requested to thoroughly disseminate and deploy the information to cadres and Party members. At the same time, the Fatherland Front and organizations and unions were directed to disseminate to union members, association members and the people about the policy of rearranging commune administrative units, ensuring that all people knew, discussed and decided on this important issue.
The Commune Party Committee has issued a Decision to establish a Steering Committee to implement the arrangement of administrative units in Son Ha commune for the period 2023-2025 and assigned specific tasks to each member in charge of the villages; directed the Commune People's Committee to develop and implement a plan, organize and collect people's opinions, review and publicly post the list of voters to collect opinions on the arrangement of commune-level administrative units; established a working group in each village to visit each household to propagate, explain and collect voters' opinions... Therefore, the implementation of the work of arranging commune administrative units has been quite favorable.
Ms. Dao Thi Hong, a resident of Quynh Phong 2 village, Son Ha commune, said: At first, when we learned about the policy of merging Son Ha administrative unit with Son Lai, which would erase the name of Son Ha commune to get a new commune name, not only my family but many other families did not agree; because the commune name has been with us for many years. However, after being propagated and explained by the Party Committee and the commune government, we understood that this was the policy and guideline of the Party and State and believed that the Party and State always work for the best interests of the people, so we agreed and highly agreed, hoping that the Party and State would pay attention and create favorable conditions for people to travel and handle administrative procedures conveniently.
With the promotion of propaganda work, it has created high consensus and unanimity among cadres, party members, and people of communes subject to administrative unit arrangement in the district, as shown in the results of collecting voters' opinions. By March 28, all communes subject to administrative unit arrangement in Nho Quan district had organized and completed collecting voters' opinions on the Project on arranging commune-level administrative units in the district for the period 2023-2025, with a high rate of consensus and unanimity, reaching 96% or more, calculated on the number of voters surveyed.
Arrange carefully, on schedule
To implement the arrangement of commune-level administrative units, Nho Quan district has prepared the necessary conditions to strictly implement the steps according to the roadmap, ensuring the set time. In particular, the Standing Committee of the District Party Committee issued a Resolution on the arrangement of commune-level administrative units in Nho Quan district, period 2023-2030, a Decision to establish a Steering Committee to implement the arrangement of commune-level administrative units in Nho Quan district, period 2023-2025; the Standing Committee of the District Party Committee and the District People's Committee issued a plan on the arrangement of commune-level administrative units in Nho Quan district, period 2023-2025.
In addition, the District People's Committee directed the competent authorities to compile and review administrative units subject to rearrangement, thereby developing a rearrangement plan in accordance with the spirit of the directive documents of the Central Government and the province. At the same time, organize the dissemination of documents from higher levels and the district's plan on the rearrangement of commune-level administrative units to all cadres, party members and people.
Directing Party committees and authorities at all levels, especially heads of agencies, units and localities to promote their roles and responsibilities in leading and directing the implementation of tasks. In the process of implementing the arrangement of administrative units of communes, Nho Quan focuses on comprehensively considering all areas, especially historical factors, standards on natural area and population size and especially ensuring favorable conditions for people's lives and activities such as: culture, education, transportation, employment, economic development... At the same time, ensuring the overall nature and planning of the province and district in the following stages.
Up to this point, Nho Quan has completed collecting public opinions on the implementation of the arrangement of commune-level administrative units, ensuring the requirements set forth. According to the approved plan, after implementing the arrangement of commune-level administrative units, Nho Quan district will have 23 administrative units (including 22 communes and 1 town); 4 communes less than before the arrangement. Currently, Nho Quan is focusing on collecting opinions from agencies and organizations on the Project on arranging commune-level administrative units of the district for the period 2023-2025 to synthesize and complete the Project.
Based on the achieved results, in the coming time, Nho Quan will focus on completing the arrangement of commune-level administrative units after the approval of the Resolution of the National Assembly Standing Committee. Carry out the arrangement and consolidation of the organizational apparatus, re-arrange the staff as well as resolve the regime and policies for redundant commune-level cadres and civil servants due to the arrangement of commune-level administrative units in the period of 2023-2025....
With the trust, consensus and expectations of the people and the high sense of responsibility of the Party Committees and authorities at all levels, we believe that Nho Quan district will soon successfully implement the arrangement of commune-level administrative units, ensuring the goals, time and roadmap, contributing to creating a strong driving force for the rapid and sustainable development of the province in the new period.
