In the cold and drizzly weather, excavators and contractors were still leveling the ground. In early November, the roadbed was constructed on the land of Mrs. Dau Thi Xuyen's family in Tan Lap village - the land newly donated for the locality to open the Tan Lap - Thanh Binh inter-village road. In the village, many other families also agreed to demolish the surrounding walls, gates, and donate part of their garden land and acacia forest along the hillside to serve the expansion and construction of a road with a width of more than ten meters.
In Thang Son village of the same commune, a large road is taking shape with the roadbed already rolled, the contractor is building a drainage system and an extension. The remains of the demolition of auxiliary works and the donation of land by dozens of families are still intact because the new road is wider, running parallel to the old asphalt road. This is the former Yen Cat - Cat Van inter-commune road, now becoming the main artery of the new Nhu Xuan commune, being widened more than twice, straightening the hairpin bends and zigzags.
Immediately after completing the new commune government and operating the 2-level local government, the Standing Committee of the Party Committee of Nhu Xuan commune directed the establishment of the Steering Committee for the Campaign to implement Directive No. 24-CT/TU of the Standing Committee of the Provincial Party Committee. At the same time, it built the working regulations of the Steering Committee and a plan to implement the campaign. The Resolution of the 1st Congress of the Party Committee of Nhu Xuan commune, term 2025-2030, also set out the development goal in the coming term: to exploit and promote all resources effectively; strive to achieve the new rural standard by 2030, building the commune to become the center of the area of communes in the old district of Nhu Xuan. Accordingly, continuing to promote the campaign for people to donate land for investment, renovation, upgrading, and improvement of infrastructure, focusing on traffic roads, is determined by the commune to be of utmost importance.
The commune has promoted the role of the mass mobilization system, the Fatherland Front, and organizations in coordinating the implementation of mobilization, building and effectively promoting the model of "Smart Mass Mobilization" in donating land to expand rural roads and build new rural areas. Proactively grasp the situation of the people, the routes, each residential area, grasp the thoughts, aspirations, recommendations, and legal and legitimate proposals of the people before, during and after the process of mobilizing households and individuals. From there, build plans, options, methods, and roadmaps for mobilization work suitable for each specific case to propagate and mobilize for the highest efficiency. At the same time, continue to promote the role and responsibility of Party cell secretaries, village chiefs, heads of front work committees, and prestigious people in the community in informing and propagating the Party's guidelines and policies, the State's laws, and mobilizing people to donate land to build infrastructure to serve socio- economic development.
In recent months, land donation for road expansion has continued to become a movement in the commune. As a central locality of the region, land value is increasing, but many households, even those in difficult circumstances and poor households, are still actively donating land to open roads. Not only donating land, trees, and architectural works, but also voluntarily spending money to complete the ground, constructions, build fences, plant trees, and flowers to beautify the roads. According to the People's Committee of Nhu Xuan commune, in the period of 2024-2025, local people donated over 6,320 square meters of land to expand roads and build public infrastructure.
Nhu Xuan commune was merged from Yen Cat town and Tan Binh commune of the old Nhu Xuan district. Previously, Tan Binh commune was also a typical locality in mobilizing people to donate land to open roads, build new rural infrastructure works as well as develop the economy and society. To effectively carry out the campaign to donate land to build infrastructure to serve socio-economic development, Nhu Xuan commune has identified this as a key, regular, continuous, long-term political task to focus on organizing and implementing with the motto "The State and the People work together". At the same time, supplement the annual action plan with specific targets and tasks, clear people, clear work, clear responsibilities, clear time, clear results. Currently, the commune continues to promote propaganda work to raise awareness, sense of responsibility, role and importance of donating land to build public works, associated with building new rural areas.
