The 15th National Assembly's term is entering its final stage, ending a vibrant period with many unprecedented changes in socio -economic life and national governance.

In that context, the National Assembly clearly demonstrates its role as the highest State power agency, the highest representative body of the People - the place where decisions that shape the country's future are initiated.

Unprecedented practice in legal history

Besides the phrases "special" and "extraordinary" that are constantly emphasized, the two words "terrible" were also mentioned in the discussion session on the National Assembly and Government 's term work report at Dien Hong hall in recent days.

"Terrible" is perhaps the most accurate adjective to describe the challenges posed by the COVID-19 pandemic in the early years of the term, when all socio-economic activities were almost stagnant, and people's health and lives were seriously threatened. In leading the country through that special time, the National Assembly and the Government both left special marks.

Right at the first session, during the time of the pandemic outbreak, on July 28, 2021, the National Assembly "pressed the button" to pass Resolution No. 30/2021 on policies to prevent and control the COVID-19 epidemic - an unprecedented approach in the history of Vietnamese law.

The Resolution allows the Government and the Prime Minister to proactively apply special and specific measures that are not yet prescribed by law or are different from current regulations to ensure the safety of people's lives and maintain socio-economic activities. This is a step to open a "legal emergency mechanism", creating a corridor for the Government to quickly deploy epidemic prevention measures, from purchasing medical supplies, vaccines, and treatment drugs to organizing quarantine, blockade, and mobilizing forces.

Also during the peak of the COVID-19 pandemic, the National Assembly held an extraordinary session in early 2022 to approve the socio-economic recovery and development program worth VND350,000 billion; and decide on fiscal and monetary policy packages to support businesses and workers and strengthen grassroots healthcare capacity.

As a result, while many countries are still struggling with the epidemic and the economy is in deep decline, our country has quickly controlled the epidemic, opened safely and strongly restored production and business activities.

This is clearly shown through two figures: Vietnam's COVID-19 mortality rate is about 0.37% (equal to 1/3 of the world average); GDP growth has recovered spectacularly, from 2.58% in 2021 to 8.02% in 2022 (among the highest in the world and maintaining high growth momentum throughout the term).

Record legislative volume

Continuing the proactive spirit, the 15th National Assembly is the first term to submit to the Politburo for consideration and approval of the orientation of the Law-making Program for the entire term. Thanks to that, the work of reviewing legal documents has been actively implemented, contributing to ensuring the unity, synchronization and feasibility of the legal system.

In 5 years, the National Assembly held 19 sessions - the most in the history of the National Assembly's terms, including 10 regular sessions and 9 extraordinary sessions. At each session, the National Assembly made important decisions, many of which were unprecedented, thereby bringing the parliament closer to the breath of real life.

As of October 15, 2025, the National Assembly completed 205 legislative tasks, exceeding the plan by 33%. It is expected that by the end of the 10th Session, the 15th National Assembly will have issued 148 laws and 45 legal resolutions.

But what is more important than the numbers is the shift in thinking: many opinions at specialized forums emphasized that the National Assembly has promoted the "institutional step ahead" approach, with the requirement to turn the law from a "bottleneck" into a competitive advantage, measured by the quality and effectiveness of implementation.

Another major milestone was that at the 9th Session, the National Assembly passed a resolution on the arrangement of provincial-level administrative units and decided on the time to operate the two-level local government model from July 1, 2025. The National Assembly also strengthened supervision of the implementation process, requesting the Government to promptly handle problems related to human resources and infrastructure at the grassroots level to ensure smooth operation.

From "abnormal" to "unusual"

According to the 2013 Constitution, the National Assembly holds regular sessions twice a year, and extraordinary sessions only take place when there is a special request.

In fact, during the previous 14 terms, the National Assembly has hardly made any "breaks". Legislative, supervisory and decision-making activities on important national issues have all been arranged within the framework of two regular sessions (usually opening in May and October each year).

However, by the time of the opening of the 9th extraordinary session of the 15th National Assembly (February 12, 2025), the number of extraordinary sessions (9 sessions) exceeded the number of regular sessions (8 sessions).

The reason is that during this term, the COVID-19 pandemic requires unusual policy responses; there are many changes in high-level personnel work; there is an urgent need for a streamlined apparatus revolution... All are major issues that need to be considered and decided promptly by the National Assembly.

Also at the 9th Extraordinary Session, the Law amending and supplementing a number of articles of the Law on Organization of the National Assembly was passed with a very notable point: changing the name "extraordinary session" to "irregular session".

According to the new regulations, the National Assembly holds regular meetings twice a year. Extraordinary meetings of the National Assembly are held at the request of the President, the National Assembly Standing Committee, the Prime Minister or at least one-third of the total number of National Assembly deputies, in order to promptly consider and decide on urgent issues within their authority, meeting the requirements of socio-economic development, ensuring national defense, security and foreign affairs.

Strengthening senior staff

Personnel work is one of the highlights of the 15th National Assembly term. Rarely has any term witnessed as many decisions on high-ranking officials as this one. However, the reorganization process did not cause disruption but, on the contrary, clearly demonstrated the political capacity and responsibility of the National Assembly.

Right from the first session (July 2021), the 15th National Assembly carried out the personnel process to elect and perfect key positions of the State and Government.

From then until the middle of the term and the last years of the term, when there was a need to perfect personnel, the National Assembly repeatedly held extraordinary sessions instead of waiting for regular sessions to immediately handle matters within its authority, demonstrating the approach of "not leaving any executive gaps".

Not stopping at "election - dismissal", this term also left its mark in the design of the accountability mechanism through the system of voting for confidence.

The vote of confidence is an opportunity for each person to look back at themselves, through the assessment of National Assembly deputies and voters.

At the same time, this is also a motivation for the positions to look back at the performance of their duties and responsibilities; what are the limitations and difficulties in their assigned areas so that they can have more drastic, determined and effective solutions to overcome and improve the level of trust.

When the term ends, what remains is not just laws or resolutions, but the strong reform spirit that the 15th National Assembly initiated - a spirit that will continue to lead Vietnam to make breakthroughs in a new development path.
