UNIFIED USE OF THE FIRST LEVEL ADMISSION SYSTEM

Referring to the preparations for this first enrollment season, the leader of the Ho Chi Minh City Department of Education and Training emphasized that digital transformation is being implemented synchronously throughout the industry.

The educational geographic information system (GIS) has been completed, 100% of localities enroll students in first-level classes online; continue to exploit GIS map utilities, optimize the school network to more reasonably route on a large scale. The Department Office presides over and coordinates with departments to review the database, ensure synchronization of educational institutions in 3 regions, fully update on the industry database. Presides over the development of a plan to determine the coordinates of all educational institutions to prepare for first-level enrollment in the 2026-2027 school year.

With a scale of nearly 2,000 public schools, the enrollment work for kindergarten, grade 1, grade 6 of 168 wards, communes, and special zones will be unified using the primary enrollment system at https://tuyensinhdaucap.hcm.edu.vn , with the enrollment data source taken from the database of the Department of Education and Training at https://csdl.hcm.edu.vn .

" CURRENT RESIDENCE" IS THE MAIN CRITERIA FOR ADMISSION CONSIDERATION

In particular, the information of "current residence" in the industry database, which has been verified with the national population database, will be the main criteria for admission to the first grade classes. Wards, communes, and special zones will base on the guidance of the Department of Education and Training to develop their own admission plans suitable to the actual conditions of the locality.

From the above orientation, Mr. Nguyen Van Phong, Deputy Director of the Department of Education and Training of Ho Chi Minh City, deployed to the People's Committees of wards, communes, special zones and schools to strictly implement the enrollment plan approved by the City People's Committee; coordinate with the Department of Education and Training to unify the online enrollment process throughout the city; carry out the work of allocating students accurately and scientifically ; minimize errors, improve professionalism, publicity and transparency in enrollment work.

Specifically, the People's Committees of wards, communes and special zones are responsible for verifying the place of residence, propagating and guiding parents to register for online enrollment; ensuring that all school-age students must have a personal identification code and have their information fully declared on the industry database system and have accurate data updated. Closely coordinate with the Department of Education and Training in reviewing and fully and accurately counting the number of children and students of enrollment age for primary classes in the area and in neighboring areas...

The admission process and exam organization must ensure fairness, publicity and transparency. Personal information of students and parents must be kept absolutely confidential according to the Law on Personal Data Protection, and must not be disclosed or used for other purposes.

GRADE 10 ENROLLMENT COMBINES BOTH EXAM AND ADMISSION FORMS

Regarding the first 10th grade entrance exam of Ho Chi Minh City after the merger, Mr. Nguyen Bao Quoc, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that the 10th grade entrance exam for the 2026-2027 school year will combine both admission and entrance exams to suit the reality.

How concerned are many parents?

On November 27, Tran Quoc Toan Secondary School (Binh Trung Ward) sent a document proposing to the Department of Education and Training of Ho Chi Minh City and the People's Committee of Binh Trung Ward to continue organizing 6th grade enrollment for the 2026-2027 school year in the form of student capacity assessment.

Tran Quoc Toan Secondary School proposed the Department of Education and Training of Ho Chi Minh City and the People's Committee of Binh Trung Ward to review the scope of the enrollment area and approve to continue to organize the entrance capacity survey for the 6th grade enrollment in the 2026-2027 school year with a total of 350 students. Of which, at least 6 are integrated English classes, the rest are oriented English classes (math, science). The content and time of the survey are based on the enrollment plan for the 2026-2027 school year approved by the People's Committee of Ho Chi Minh City and guided by the Department of Education and Training and the People's Committee of Binh Trung Ward.

According to the roadmap built in the project to establish Tran Dai Nghia Secondary and High School on the basis of separation from Tran Dai Nghia Specialized High School, the enrollment target for grade 6 of this school in the 2026-2027 school year is 350 students (10 grade 6 classes). The Department of Education and Training of Ho Chi Minh City will organize enrollment in the form of capacity assessment similar to the 2025-2026 school year, expected to take place in June 2026.

In the 2025-2026 school year, 6th grade enrollment in Ho Chi Minh City will be conducted before the merger of the three localities of Ho Chi Minh City, Binh Duong , and Ba Ria-Vung Tau (old).

At that time, in the old Ho Chi Minh City (area 1), 6th grade enrollment was conducted in the form of student capacity survey at the following schools: Tran Dai Nghia Secondary and High School with survey content managed by the Department of Education and Training; Binh Tho, Hoa Lu, and Tran Quoc Toan 1 Secondary Schools were managed by the Department of Education and Training of Thu Duc City; Nguyen Huu Tho Secondary School was managed by the Department of Education and Training of District 7 and Nguyen An Khuong Secondary School was compiled by the Department of Education and Training of Hoc Mon District.

In the old Binh Duong (area 2), Chu Van An, Nguyen Trai, Binh Thang, and My Phuoc Secondary Schools organize 6th grade admission surveys.

In the old Ba Ria-Vung Tau (region 3), no survey was conducted, but all secondary schools conducted admissions based on zoning. Nguyen An Ninh Secondary School was given its own admission criteria in case the number of students applying exceeded the assigned quota.

Currently, the Department of Education and Training of Ho Chi Minh City is reviewing the enrollment regulations of 3 regions as well as the physical facilities of nearly 2,000 public schools to prepare for the construction of the enrollment plan for the 2026-2027 school year, expected to start in January 2026.

Specifically, the 10th grade admission form for public high schools will be implemented in some specific areas. Public high schools in the remaining areas will enroll 10th grade students by entrance exam with 3 subjects: literature, math, foreign language. This is to maintain stability, create convenience for parents, students and schools after the merger of 3 localities.

The specialized departments will calculate and develop specific plans for each region and each school for admission and entrance exams in a reasonable manner to submit to the Director of the Department of Education and Training and carry out the steps according to regulations.

SCHOOLS ACCURATELY REPORT FACILITIES

The leaders of the Department of Education and Training of Ho Chi Minh City emphasized that for the first-grade admissions next year, facilities and area are one of the conditions for considering enrollment targets. Therefore, the Department requires all schools to review and update full information on facilities and area (land, room types). In particular, note that for room types used for many levels, they must be reported to a single level (do not report duplicates to other levels, priority is given to reporting to the highest level or the most used level). For the total area of ​​some room types, it is recommended to enter the total area of ​​all room types divided by level.

After reviewing, schools must make accurate reports and enter complete information into the database system of the Ho Chi Minh City Department of Education and Training. Principals are responsible for checking the accuracy of reports and statistical data.

Mr. Nguyen Vo Dang Khoa, Deputy Head of Quality Management Department of Ho Chi Minh City Department of Education and Training, informed that the enrollment plan for the 2026-2027 school year will officially start from January 1, 2026 with 4 phases. Phase 1 from the beginning of 2026 to the end of February will conduct statistics on student data in 3 regions, evaluate the reception capacity of schools, and develop detailed targets.

In phase 2, the Department of Education and Training will draft a plan for primary school enrollment and collect comments before officially issuing it in March. Then, in phase 3, from April to the end of May, schools will receive enrollment applications and prepare facilities.

Phase 4 from June to the end of August is the time to organize 6th grade assessments, 10th grade entrance exams and announce results.
