The Government Office (GO) held its 2025 year-end review conference and the National Emulation Congress this morning (December 17). Deputy Prime Minister Nguyen Hoa Binh attended and delivered a keynote address at the conference.

In his remarks at the conference, Deputy Prime Minister Nguyen Hoa Binh stated that in 2025, we will be carrying out socio -economic development tasks amidst a rapidly changing, complex, and unpredictable global situation; with more difficulties and challenges than opportunities and advantages.
In this context, thanks to the decisive involvement of the entire political system; the support and active participation of the people and the business community; and the cooperation and support of international friends, the socio-economic situation continued its recovery trend, with each month showing more positive results than the previous one, each quarter higher than the previous one, and basically achieving the overall goals with many important results in various fields, continuing to be a bright spot in the global economic picture, with 10 bright spots across all aspects of work as summarized by the Government.
In the overall achievements and in each of those highlights, there is a very important and practical contribution from the Government Office - the direct support apparatus of the Government and the Prime Minister; providing comprehensive advice and coordination to assist the Government and the Prime Minister in leadership, direction, and management, ensuring the unity, smoothness, and continuity of the national administration.

According to Deputy Prime Minister Nguyen Hoa Binh, the results of the Government Office in 2025 are quite comprehensive across all three aspects of work and 16 groups of tasks.
Key achievements include: Firstly, effectively carrying out the work of developing, monitoring, and urging the implementation of the Government's and Prime Minister's work programs. Specifically, completing and submitting 145 out of 160 projects under the Politburo and Secretariat's work program, striving to complete the entire 2025 work program by the end of the year. Advising, monitoring, and urging ministries, agencies, and localities to implement over 11,300 tasks assigned by the Government and the Prime Minister, successfully completing these tasks without any delays, with a negligible rate of overdue work.
Secondly, the Government Office has made many initiatives and positive, effective, and efficient contributions, playing a significant role in the work of building and perfecting institutions: preparing to organize 11 specialized sessions on lawmaking; advising on the drafting and submission for approval of more than 80 draft laws and resolutions. In the recent session alone, the National Assembly passed 51 draft laws, mainly submitted by the Government, accounting for 30% of the total workload for the entire term. It also reviewed nearly 100 draft laws and ordinances, ensuring progress and quality; including many important, difficult, complex, and sensitive draft laws with profound impacts on people and social life, such as land, education, and health…
Thirdly, the quality of comprehensive advisory and coordination work has seen many positive changes. This includes the comprehensive advisory work submitted to the Prime Minister for the establishment of eight working groups to inspect, supervise, and resolve difficulties and obstacles, accelerate the disbursement of public investment capital, and promote economic growth; and direct work to understand and immediately resolve difficulties and obstacles in localities.
At the same time, focusing on advising the Government and the Prime Minister, the Government has decisively directed and promptly and effectively handled many important, urgent, sensitive, complex, and long-standing issues.
Handling a large, difficult, and complex workload with high demands, significantly increased compared to 2024 (receiving and processing 175,000 documents, a 24.5% increase; issuing over 36,000 documents, a 23% increase; submitting 19,000 submission forms to Government leaders, a 19.5% increase; issuing 325 decrees, a 51% increase; 508 resolutions, a 41% increase; 53 normative legal decisions of the Prime Minister, a 53% increase; 233 telegrams of the Prime Minister, a 42.5% increase; 879 notices of conclusions of Government leaders, a 16% increase...).
Fourth, the Government Office continues to be a pioneer and actively contributes to administrative reform and the building of a digital government. This includes submitting to the Government the Program for reducing and simplifying administrative procedures in the past year; and the Decree on implementing administrative procedures through the one-stop and integrated one-stop mechanisms. It also continues to operate and develop important information platforms and systems, providing online public services to citizens and businesses.
Fifth, the Office of the Government has made significant contributions to improving the quality and effectiveness of coordination between the Government, the Prime Minister, and Party organizations, the National Assembly, judicial agencies, and the Fatherland Front.
The Government Office effectively implemented the Regulations on Coordination of Work between the four Central Offices; providing good support for the meetings of the Politburo, the Secretariat, the Central Committee, the National Assembly, the Standing Committee of the National Assembly, and monthly meetings of key leaders.
In coordination with the National Assembly Office, we provided thorough support for 3 National Assembly sessions and 12 sessions of the National Assembly Standing Committee; we also provided comprehensive advice and recommendations to help Government leaders respond to nearly 600 petitions from voters and questions from National Assembly deputies.
Prepare content and provide thorough support for working sessions between the Government and the Prime Minister with the Central Committee of the Vietnam Fatherland Front, political and social organizations, and associations both domestically and internationally.
Sixth, the information and communication work of the Government Office continued to be innovated, becoming more qualitative and effective; providing advice and compiling press information. The Government Electronic Information Portal processed nearly 40,000 news articles, photos, videos, reports, and press releases; and handled nearly 50,000 feedback, suggestions, ideas, and comments from the people.

This is an official source of information, not entertainment, but it has great appeal. With such a large readership, the Government Electronic Information Portal is very worthy of investment, especially in information quality and resources, creating conditions for staff to work better," said Deputy Prime Minister Nguyen Hoa Binh.

Seventh, the work of providing technical and logistical support has become increasingly professional, thorough, and reliable (having successfully organized and provided services for nearly 1,600 meetings, conferences, and business trips of the Government and Government leaders).
Eighth, Party building work has been emphasized; organizational and personnel work has become increasingly professional; we have streamlined the organizational structure and personnel; and we have paid attention to and effectively implemented policies and regulations for civil servants and workers.
In addition, Deputy Prime Minister Nguyen Hoa Binh stated that the patriotic emulation movements of the Government Office during the 2021-2025 period were organized practically and effectively, closely linked to political tasks, administrative reform, and improving the quality of comprehensive advisory services. Many outstanding collectives and individuals have demonstrated a high sense of responsibility, discipline, creativity, and dedication, making important contributions to the leadership, direction, and management results of the Government and the Prime Minister.

Highly appreciating the frank and serious spirit of the Government Office in pointing out the shortcomings and limitations in the Report and in the speeches of the delegates, such as the fact that the overall advisory work is sometimes passive; the quality of advice does not truly meet the requirements; coordination with ministries, sectors, and agencies is sometimes not timely; and technical and logistical support is sometimes limited..., Deputy Prime Minister Nguyen Hoa Binh expressed confidence that with a spirit of humility, openness, listening, facing the truth, respecting the truth, unity, consensus, and working together, the comrades of the Government Office will have specific, practical solutions and measures to quickly overcome the shortcomings and inadequacies that have been pointed out.
According to Deputy Prime Minister Nguyen Hoa Binh, 2026 is a year of many important events for the country, including the 14th National Congress of the Party; elections for the National Assembly and People's Councils at all levels; and the first year of implementing the socio-economic development plan, creating a solid foundation for the entire 5-year period from 2026 to 2030. The forecast for the international and domestic situation presents a mix of advantages, opportunities, difficulties, and challenges.
Meanwhile, the tasks facing the Government and the Prime Minister are immense, involving many difficult and complex issues, and requiring the handling of many unprecedented problems. Therefore, the Government Office must innovate its thinking, change its approach, methods, perceptions, and vision, with high political determination and decisive action from the very beginning of the year.
"I hope that every leader, official, civil servant, and employee of the Government Office, with their strong character, comprehensive vision, professional and modern working style, will dare to think, dare to act, and dare to take responsibility for the common good, always firmly grasping the Party's guidelines and policies, the State's laws and regulations, and the directives of the Government and the Prime Minister, closely following the practical situation, and advising the Government leaders to direct timely, comprehensive, substantive, and effective guidance," Deputy Prime Minister Nguyen Hoa Binh expressed.

Regarding the work orientation for 2026 and the coming period of the Government Office, Deputy Prime Minister Nguyen Hoa Binh emphasized eight key areas that need to be focused on and implemented.
Specifically, firstly, effectively carry out the task of building and implementing the Government's and Prime Minister's work program. Closely follow the work program of the Central Committee, the Politburo, the Secretariat, the National Assembly, Resolutions No. 01 and No. 02, and the work programs of the Government, the Prime Minister, and the Deputy Prime Ministers to regularly monitor and ensure the progress and quality of projects; strengthen discipline and order, thoroughly address the backlog of documents and projects; and promptly report and handle any arising issues. Strengthen the monitoring, supervision, and inspection of the implementation of tasks assigned by the Government and the Prime Minister.

Secondly, continuously improve the quality of comprehensive advisory services, ensuring timeliness, accuracy, and proper authority to effectively serve the leadership and management work of the Government and the Prime Minister. Strengthen coordination between the Government Office and ministries, agencies, and localities to ensure smooth, effective, and efficient operation.
Thirdly, we must accelerate administrative reforms linked to digital transformation, moving towards a digital government. We must improve and effectively operate information systems and databases serving leadership and management, ensuring interoperability, synchronization, security, and confidentiality.
Fourth, continue to innovate and improve the quality and effectiveness of information and communication work. Affirm the role of communication in guiding and directing information, better serving leadership, direction, and management, and bringing policies into life; closely monitor public opinion, especially the concerns of citizens and businesses, and handle them effectively to prevent communication crises.
Fifth, build a clean, strong, and truly united Party Committee within the Government Office, enhancing the Party's fighting capacity. Focus on training and developing a professional, honest, modern, politically sound, professionally competent, and efficient team of officials and employees within the Government Office; and better care for the lives of officials, employees, and workers. Strengthen administrative discipline and order; and uphold individual responsibility, especially the responsibility of the head of the organization, in performing their duties.
Sixth, patriotic emulation movements need to be organized in a substantive manner, avoiding formality, and linked to key and urgent tasks. Every official and employee of the Government Office should uphold the spirit of exemplary conduct, integrity, and professionalism, considering work efficiency and public satisfaction as the measure of the emulation movement.
In addition, the work of identifying, nurturing, and replicating advanced models needs to be carried out regularly and effectively, creating a widespread impact throughout the entire organization, and especially prioritizing direct employees.
Emphasizing that we have just gone through 2025 with many difficulties and challenges, Deputy Prime Minister Nguyen Hoa Binh expressed his sympathy and understanding for the difficulties, hardships, and work pressure faced by the leaders, officials, and staff of the Government Office, and acknowledged that these silent sacrifices and contributions are highly commendable.
Emphasizing that the Government recently celebrated its 80th anniversary, and we are proud that throughout that time, as well as the 2021-2025 period, the Government Office has made extremely positive and important contributions to the cause of national construction and defense," Deputy Prime Minister Nguyen Hoa Binh expressed: "The Government and the Prime Minister believe that the Government Office will continue to inherit and promote the glorious 80-year tradition; will be more united and stronger, fulfilling its assigned tasks even better, becoming a pioneering and exemplary state administrative agency, making a worthy contribution to the cause of national renewal, construction and defense."
