Which areas are not allowed to raise swiftlets in Hue city?

HUE Hue City prohibits raising swiftlets in many wards, communes, residential areas and protection corridors.

At the 11th session of the 8th Hue City People's Council, term 2021 - 2026, which just took place (December 8-9), the regulations on areas where livestock farming and bird nest farming areas in the city are not allowed were approved.

According to the proposal of the People's Committee of Hue City, from July 1, 2025, the city will no longer have a district-level administrative unit. Meanwhile, Resolution No. 24/2022/NQ-HDND dated December 8, 2022 of the People's Council of Thua Thien Hue Province (now Hue City) regulating areas where swiftlet farming is not allowed, has many contents related to the district level, which is no longer suitable for the new organizational model.

Hue City People's Committee assessed that the implementation of Resolution No. 24/2022/NQ-HDND in the past time has contributed to reducing the risk of disease spread in livestock, especially infectious diseases that can be transmitted to humans, while limiting environmental pollution, contributing to the beautification of residential areas and urban areas.

However, in practice, some difficulties and problems also arise. Some households have difficulty in making a living because their main source of income depends on livestock farming. Many localities do not have land funds and suitable planning to relocate livestock farms. Relocating barns far from residential areas also causes difficulties in management and property protection. In addition, the distance from the safety corridor to national and provincial highways according to current regulations is considered too large, limiting land funds for livestock development.

Based on recommendations from localities, businesses and voters, the City People's Committee proposed to develop a new resolution to replace Resolution No. 24/2022/NQ-HDND, in a direction that ensures consistency with the practice of organizing two-level government, while still maintaining the goal of protecting the environment, public health and urban order.

According to the newly approved regulations, in Thuan Hoa, Phu Xuan, Vy Da and Thuan An wards, bird nest farming is not allowed within all residential groups (TDP).

In Kim Long ward, the areas prohibited from raising swiftlets include: residential areas from 1 to 13, areas along the banks of the Huong River, reservoirs, main canals, areas along main traffic routes such as National Highway 1A, Provincial Road 10A, Nguyen Hoang Street and main urban roads.

In An Cuu ward, areas where swiftlet farming is not allowed include TDPs 1, 2, 5 to 22 and Nhi Dong group in the old An Dong ward, groups 1 to 13 in the old An Cuu ward and groups 1 to 8 in the old An Tay ward.

In Thuy Xuan ward, it is forbidden to raise swiftlets in residential groups from 1 to 13 (belonging to the old Thuy Xuan ward) and residential groups Long Tho, Dong Phuoc 1, Dong Phuoc 2, Trung Thuong, Luong Quan, Truong Son, Truong Da (belonging to the old Thuy Bieu ward).

In Huong An ward, the area where bird nest farming is prohibited includes: residential groups 1 to 12 and group 16 of the old Huong So ward and groups 1, 5, 6, 7, 8, 9, 11, 12, 13 of the old An Hoa area.

In Hoa Chau ward, bird nest farming is prohibited in Thuan Hoa residential area (Le Quang Thong residential area), Tay Thanh (Tay Quang Thanh planning area) and La Khe - Dia Linh (La Khe - Dia Linh residential area).

In My Thuong ward, areas where bird nest farming is prohibited include: Tay Thuong, Lai The 1, Lai The 2, Ngoc Anh, Chiet Bi, Duong Mong, Vinh Ve, Phuoc Linh residential areas and Trieu Thuy area (villages 1 to 6).

In Thanh Thuy ward, areas where swiftlet farming is not allowed include: residential groups from 1A to 11A, residential groups 1, 3, 5, 6, 7, 8, 11, and Thanh Toan, Lang Xa Con, and Van The Dap villages. In Huong Thuy ward, swiftlet farming is prohibited at the relic sites of Lum Chanh Dong, Dinh Luong Van, and Ba Giang Temple.

In Phu Bai ward, residential groups 2, 3, 4, 5, 7, 9, 10 are prohibited, while groups 1, 6, 8 are prohibited within the range from Trung Nu Vuong street going west with a distance of less than 500m. At the same time, it is not allowed to raise swiftlets in the planning area of ​​Phu Bai airport and Phu Bai Industrial Park.

In Huong Tra ward, the areas where bird nest farming is prohibited include: residential groups 2, 3, 4, 5, 7, 8, 9. In Phong Thai ward, bird nest farming is prohibited in Bo Dien residential group (group 1, group 2) and An Lo residential group including Cho Hamlet and Ba Da planning area.

In Phong Dien ward, the prohibited area for raising swiftlets includes: Trach Thuong 1, Trach Thuong 2, Tan Lap 1 residential areas. In particular, Khanh My area is determined to have a prohibited area from National Highway 1A going east to the end of the nest area.

In the communes of Quang Dien, Dan Dien, Khe Tre and Chan May - Lang Co, the prohibited areas include: Vinh Hoa village, Khuong Pho Nam area (Con Kieu residential area), An Gia village, Ngu My Thanh village community tourism area and Con Toc area of ​​Cu Lac village, villages 1, 2, 3, 4, 5 and An Cu Dong 1, Dong Duong, An Cu Dong 2 villages.

Hue City also regulates prohibited areas within the protection corridor, including: protected areas of ranked or inventoried relics, approved planning areas, concentrated residential areas, schools, hospitals, markets, offices, religious establishments within a radius of 70m, areas along rivers, streams, lakes, seashores, lagoons within a radius of 100m from the shore, along provincial roads within a radius of 30m from the road boundary and along national highways within a radius of 50m from the road boundary.
