Around 2 AM on a day in late April, after returning from a medical treatment trip to Ho Chi Minh City, Mr. and Mrs. Nguyen Thanh Son, residing in Hamlet 5, Tan Tien Village, were shocked to find their bedroom ransacked. Their savings, gold accumulated over many years, and motorbike had vanished without a trace. The total value of the stolen property was approximately 650 million VND. The report was quickly relayed to the local security and order protection forces in Tan Hoi Commune.

As a result, after 3 hours of investigation, the local forces assisted the commune police in quickly apprehending a group of 6 suspects and recovering some stolen property. Recalling this incident, Mr. Nguyen Van Phong smiled kindly: "It's a habit. When I and the members of the team hear that people are in trouble, we immediately provide support. Every day I patrol, assisting the forces in maintaining stability in the area, and making the people feel safe makes me happy."
According to Lieutenant Colonel Le Thanh Sang, Deputy Head of the Tan Hoi Commune Police, the commune's area is much larger, the population is scattered, and there is a complex network of canals and waterways, so the pressure in maintaining security and order is also increased. "The most valuable thing about maintaining security and order at the grassroots level is that they have a thorough understanding of the area and the movements of each individual. Every situation in the locality, every unusual behavior of strangers when they come to the commune, is difficult to ignore. Therefore, when an incident occurs, everyone supports the police force very effectively," Lieutenant Colonel Sang said.

Currently, Tan Hoi commune has 96 members participating in maintaining security and order at the grassroots level, distributed across 24 hamlets. Among them are farmers, construction workers, small traders, and drivers. During the day, they earn a living, and at night they participate in patrols with the commune police. Some nights, the patrol team travels by motorbike along rural roads until nearly dawn. On other nights, they use small boats to navigate through deserted canals, checking dark spots and areas with little traffic.

According to Mr. Nguyen Van Ty, a member of the Security and Order Protection Team at Chi Thanh hamlet, many incidents can easily escalate into major clashes if intervention is delayed. "One evening, while we were having dinner, we received a phone call reporting a land dispute, and we immediately rushed over. Often, just arriving in time and saying a few reasonable words is enough to appease the villagers," Mr. Ty recounted.

However, they have faced danger on numerous occasions. In April 2026, a woman's handbag was snatched in Tan Thanh hamlet. Using footage from security cameras and vehicle details, the local force assisted the commune police in quickly identifying and apprehending the suspect. In another incident, while pursuing fugitives escaping from a drug rehabilitation center, the team members had to use a small boat to chase them in the middle of the night. The boat capsized during the pursuit, but everyone continued to cooperate, quickly subduing and arresting the suspects.

According to Major Pham Huu Chien, Deputy Head of Tan Hoi Commune Police, the security and order protection force at the grassroots level ranges in age from 22 to 65. Each person has a different job, but they share a common responsibility to the place where they live. “Thanks to the support of the grassroots members, information is gathered more quickly, and situations are handled more promptly. Besides maintaining security and order, this force also participates in many local activities such as assisting in extinguishing field fires during the dry season; encouraging people to obtain citizen identification cards and electronic identification; and disseminating information on fire prevention and control…,” Major Chien said.
At 60 years old, Mr. Nguyen Van Sinh still regularly participates in patrols whenever scheduled. For over 20 years, he has been dedicated to maintaining security and order in the local area, staying awake with the villagers as part of his daily routine. “Many times, when people return from working in the fields late at night, they stop to greet the patrol team before going inside. At times like that, I feel that what I do is meaningful…,” Mr. Sinh confided.
As night falls, amidst the calm canals of Tan Hoi commune, the flashlight beams of the commune's police patrol teams and local forces move slowly along each small road. Some have just finished their work as construction laborers, others have just left the fields, but they still put on their patrol uniforms as a familiar task. For them, keeping the village peaceful is like keeping the peace in their own home.
