From July 1, along with the whole country, 166 communes and wards in Thanh Hoa province officially operated the two-level local government model. In the new commune-level area with large area and large population, the force participating in protecting security and order at the grassroots level continues to be a strong and effective support force for the Commune Police to better perform the task of ensuring security and order, especially in covering and closely following developments in the local situation, proactively resolving promptly, on-site, and early on arising cases and incidents related to security and order, not allowing them to become complicated and prolonged.
Recently, in Official Dispatch No. 2373 dated June 30, 2025 of Thanh Hoa Provincial Police on strengthening guidance, management, direction, operation, consolidation, and improving the quality and efficiency of the forces participating in protecting security and order at the grassroots level after merging commune-level administrative units, Thanh Hoa Provincial Police requested: Thanh Hoa Police force, especially the Chief of Commune-level Police, is responsible to the Director of the Provincial Police for the results of activities, procedures, working regimes and quality of the forces participating in protecting security and order at the grassroots level.
In particular, the Commune Police proactively develop and deploy plans with the Security and Order Protection Team to patrol the area; regularly go to residential areas to propagate policies and laws to the people; participate in grassroots mediation; mobilize people to hand over weapons, explosives, fire prevention and fighting and participate in ensuring order and traffic safety...
Along with that, the police of communes and wards coordinated to organize training and fostering for 100% of the members of the force participating in protecting security and order at the grassroots level in the direction of "holding hands and showing work" to improve professional knowledge and skills, defense skills, responding to dangerous situations as well as the ability to analyze and evaluate factors, risks, types of crimes and potentially dangerous areas to proactively prevent and strengthen measures to ensure security and order.
Immediately after operating the two-level government, Dong Son Ward Police held a meeting with 154 comrades participating in the grassroots security and order protection force to thoroughly grasp and unify the contents related to the coordination work to grasp the situation, ensure security and order at the grassroots level, and at the same time advise the Party Committee and the government to mobilize members of the Community Digital Technology Team, the Support Team for the Vulnerable, the Incident Response and Technical Support Team, the Youth Union, the Women's Union at the same level... to directly go to the locality and the Public Administration Service Center to propagate, guide, and support people and businesses to resolve administrative procedures, remove difficulties and obstacles in the process of implementing the two-level local government.
Mr. Doan Huu Trang, Head of the Security and Order Protection Team of Ngoc Lau 1 Quarter, Dong Son Ward, said: “After the merger of the new ward, the area is large, the population is dense, and the security and order situation also has many potential complicated problems. Myself and the members of the team have promoted the sense of responsibility, actively coordinated with the ward police force to organize night patrols on routes, areas, and complicated areas to both propagate and mobilize people to strictly comply with the provisions of the law, and remind and warn about the methods and tricks of criminals so that people can be vigilant, self-protect, self-manage, and protect security and order. Regarding conflicts and problems among the people, our security and order protection teams have regularly grasped the situation at the grassroots level and promptly exchanged information with the ward police force to resolve problems right at the grassroots level.”
Like Mr. Trang, Mr. Nguyen Trong Dinh in Ba Dinh quarter, Nga Son commune, Thanh Hoa province, regardless of difficulties and hardships, always actively supports the commune police force in activities to ensure local security and order.
Mr. Dinh said: “I used to be a part-time police officer and now I continue to support the Commune Police to do a good job of ensuring security and order in the area. This is a joy and an honor when merging communes and also my responsibility. We will try harder in the coming time to promote the effectiveness of this force's activities as expected by the Party and State that have entrusted us with their trust.”
According to the reporter, after the "Law on forces participating in protecting security and order" took effect, Thanh Hoa province established 4,351 Security and Order Protection Teams in villages, hamlets, and neighborhoods with 13,053 members.
With the results achieved, the force participating in protecting security and order (ANTT) at the grassroots level is always an extension, working closely with the regular police force in all aspects of work. They are the ones who are close to the people, understand the people, regularly stay close to the area, grasp the situation at the grassroots level, promptly participate in reconciling conflicts arising in the community, contributing to preventing the risk of instability from the very beginning.
