Innovative medical solutions, cultural preservation

As one of the Outstanding Young Vietnamese Faces of 2021, Master - Doctor Do Doan Bach (Cardiovascular Institute - Bach Mai Hospital) gave a passionate speech on medical innovation. He emphasized: "People's health is a factor that our Party and State pay special attention to, is a solid foundation for people's happiness, and is an important factor in the sustainable development of the country".

Dr. Bach frankly pointed out a series of difficulties that the health sector is facing such as: risk factors causing diseases, living environment and food safety and hygiene have not been properly controlled; preventive medicine and family medicine have not been invested in proportionately, causing disease prevention capacity to be limited. The grassroots health care system has not fully met the primary care services; chronic disease management and screening still have many shortcomings, causing people to lack confidence and often go beyond the line, causing overload at central hospitals...

Faced with this situation, Dr. Bach proposed strong investment in preventive medicine, family medicine and primary health care to shift the focus from treatment to disease prevention. He emphasized the need for superior treatment policies to attract talent, rotate young doctors to the grassroots, and develop high-quality resources. At the same time, promote self-sufficiency in the production of equipment, supplies, and pharmaceuticals domestically and promote comprehensive digital transformation, perfect national health data, connect electronic medical records and develop smart health applications, towards health care anytime, anywhere.

Speaking at the conference, singer Ha Myo (young artist of the Vietnam National Music and Dance Theatre) proposed many practical solutions to preserve and strongly spread traditional cultural values in contemporary life. The female singer proposed promoting policies to encourage creativity based on heritage, so that each heritage can be "reborn" in a modern environment. Ha Myo proposed establishing a fund to support young creative artists, to help new artistic experiments have the opportunity to reach the public. This is also a way to encourage the young generation to boldly engage in creativity and dedication.

In particular, Ha Myo emphasized the need to protect copyright, when "many digital art products are currently being copied and distributed illegally". According to her, there needs to be a strict protection mechanism to ensure creative motivation for artists. At the same time, international cooperation in culture and art should be strengthened, so that Vietnamese artists can both learn and spread national identity to the world , contributing to building a confident and unique image of Vietnam in the integration era.

Perfecting and synchronizing institutions and laws on beliefs and religions

At Nghe An , Mr. Pham The Duyet, Secretary of the Youth Union of Nghi Loc Medical Center, Member of the Committee of the Vietnam Youth Union of Nghe An Province, presented the perspective of a Catholic youth. From analyzing and worrying about the shortcomings in the recent period, he proposed two key recommendations to successfully implement the orientations on religion and national unity.

In particular, according to him, it is necessary to urgently review and synchronously perfect the institutions and laws on beliefs and religions, prioritizing transparency, simplicity and creativity in state management. "This is an urgent requirement to solve the institutional "bottlenecks" that the drafts themselves have clearly pointed out as "overlapping, entangled, and unstable". Our determination to perfect the Law on Belief and Religion must follow the spirit of development, strongly shifting from pre-control to post-control. A transparent institution will prevent harassment and, most importantly, create the most favorable conditions for legitimate and genuine religions to maximize their resources for the cause of national development, in line with the spirit of the Party and State's expectations," he said.

Mr. Duyet also recommended focusing on investing in training and building a team of specialized cadres in mass mobilization, ethnic and religious affairs who have in-depth knowledge, cultural understanding and sincerity. According to him, to prevent "hot spots" and "complicated incidents", nothing is more effective than trust.

"To gain trust, officials must truly understand the religious life and culture. I recommend that there should be a long-term strategy to train this group of officials, helping them overcome their avoidance and fear of responsibility to truly become a solid, friendly bridge between the Party, the State and religious communities," Duyet suggested.

Need policies to retain and attract talent

Dr. Pham Huy Hieu (Deputy Director of the Office of Research and Innovation, VinUni University), representing the Global Network of Young Vietnamese Intellectuals, made strong recommendations related to the promotion of talents and educational innovation, considering this a "breakthrough" that determines the nation's future in the technological era.

According to Dr. Hieu, in the age of knowledge, scientific and technological talent is the "number one scarce resource". Vietnam must build a real mechanism of meritocracy, empowering talented people to decide on research direction, approach, and proactively and transparently use and allocate resources.

He emphasized: "To retain and attract talent, policies cannot stop at slogans but must include competitive remuneration conditions, a modern research environment, respect for academic freedom and scientific integrity; and consider scientists as "core values" of the nation, worthy of honor and protection."

In the field of education, Mr. Hieu proposed to promote the construction of a real research university ecosystem, where new knowledge is created and disseminated. According to him, university education must become a center of knowledge production - not only teaching available knowledge, but also arousing the passion for discovery, nurturing creative thinking and equipping technological skills. He proposed to create a strong connection mechanism between schools - research institutes - businesses so that knowledge can be transformed into technology and practical value.

These recommendations, according to Dr. Pham Huy Hieu, are the foundation for Vietnam to break through and confidently enter the "era of competition through knowledge and innovation".

In his concluding remarks, Mr. Nguyen Tuong Lam said that the conference was a success, recording 9 profound and responsible opinions from 9 outstanding young people representing many fields. He affirmed the high consensus of the delegates with the orientation in the draft document, and highly appreciated the scientific, detailed and dedicated nature of each comment.

Mr. Lam said that the organizing committee has listened to the opinions and will fully synthesize into the database of more than 100,000 comments collected from many different channels. According to Mr. Lam, this number is still small compared to 20 million young people nationwide. Mr. Lam hopes to spread the spirit of the conference to encourage more young people to contribute their voices to the document.
