From Vietnamese intellectual resilience to policy gaps
The Resolution of the 13th National Party Congress identified the development of high-quality human resources, especially human resources in science and technology and innovation, as one of the three strategic breakthroughs. Resolution 57-NQ/TW on the development of science and technology, innovation and national digital transformation also emphasized the building of a team of intellectuals and experts with international-class capacity. The national strategy for science and technology development to 2030 continues to affirm the need for a mechanism to discover, foster and promote talents, ensuring that the country proactively adapts to the development trends of the times.

In recent years, Vietnam has achieved many successes in discovering, training and using talents, especially in information technology, mathematics, medicine and high-tech agriculture . This is a clear demonstration of the intellectual potential of the Vietnamese people, affirming the capacity to meet the increasingly high demands of the times. The work of discovering and training talents has made important progress, many national programs on developing high-quality human resources have been implemented, many universities and research institutes have formed strong research groups capable of approaching and solving modern science and technology problems.
Particularly in the medical field, Vietnam has made remarkable progress in researching and applying artificial intelligence (AI), especially in endoscopy and diagnostic imaging. My colleagues and I, teachers at Hanoi Medical University, Hanoi Medical University Hospital have collaborated with many colleagues nationwide in the field of gastrointestinal endoscopy, along with information technology experts from Hanoi University of Science and Technology and VinBrain Company - a unit that has just become NVIDIA's R&D Center - to implement many projects to develop a gastrointestinal endoscopy image dataset with hundreds of thousands of images labeled with lesions by medical experts.
On that basis, AI algorithms have been built, trained and packaged into tools to support doctors in detecting and identifying gastrointestinal lesions, especially early cancer cases. The project has now begun to be put into practical application to evaluate the possibility of widespread deployment. This is a vivid demonstration that with an incentive mechanism and a favorable environment, Vietnamese talents can completely master modern technology, while creating valuable contributions not only domestically but also internationally.
Along with that, more and more young Vietnamese talents abroad are returning to contribute or participate in global intellectual connection programs, becoming an important bridge between domestic resources and international knowledge, opening up new directions of cooperation for Vietnam .
However, in addition to positive results, the work of discovering, nurturing and making use of talents is still limited. The mechanism for discovering talents is still scattered, lacking connection and synchronization between general education, university education, scientific research and practical needs of the labor market. Incentive policies, working environment and development opportunities are not attractive enough to retain and attract talents, especially for young intellectuals working abroad.
Vietnam has yet to fully exploit the potential of its young intellectuals in emerging fields of science and technology such as AI, big data, biotechnology, and renewable energy - areas of strategic significance in national development. The gap between the breakthrough goals stated in the resolution and the actual implementation of policies is still large, making the effectiveness of major policies not as expected.
Create an environment for talent to shine
The new development context, with the explosion of AI, digital transformation, and the trend of green economy and circular economy, places urgent demands on talent policy. Talent policy needs to be innovated more strongly, substantially and effectively.
The results of the discussion at the Global Vietnamese Young Intellectuals Forum 2025 affirmed that for Vietnam to become a developed country, talent must be considered a "special resource", a core competitive advantage in the national development strategy. Talent must be considered the central driving force of national development. Every development strategy must put people at the center, in which talent plays a leading role in innovation and creativity.
The work of discovering, nurturing and making use of talents needs to be a long-term, regular, consistent and inherited task. Talents are not only limited to academia but also in all fields, from economics, culture, art to startups, management and production. It is necessary to combine domestic strength with the Vietnamese intellectual community abroad, promoting the pioneering role of youth and young intellectuals in digital transformation, innovation and international integration.
To discover talents, it is necessary to innovate general and university education in the direction of discovering and nurturing talents early; applying AI and big data in assessing and analyzing capacity; organizing academic playgrounds, innovation and startup competitions at national and international levels to serve as "incubators" for talents.
In nurturing talent, it is necessary to build a national scholarship system for strategic fields, linking domestic training with sending to study at major international scientific centers; develop research institutes and key laboratories; build an open creative environment connecting schools - institutes - enterprises - the state; encourage international cooperation for young intellectuals to practice in a global environment.
In terms of talent appreciation, it is necessary to build a special remuneration mechanism that is competitive in the region and internationally; consider talent utilization as important as talent discovery; reform procedures, create a transparent working environment, encourage creativity, dare to think, dare to do, dare to take responsibility; boldly assign responsibilities to talented young people. In attracting Vietnamese talent abroad, it is necessary to build a global network of Vietnamese intellectuals on a digital platform, creating a flexible mechanism for overseas intellectuals to contribute, including part-time or remote consulting.
Youth need to play a central role in talent development. The movements "Youth mastering digital technology, creative startups" need to be linked to the task of national digital transformation. It is necessary to focus on training digital skills and scientific research skills right from high school and university levels. The Vietnam Youth Union and the Ho Chi Minh Communist Youth Union need to continue to act as a bridge between young intellectuals and encourage applied research linked to the country's development practices.
From that, I propose that the Draft Documents of the 14th Party Congress specify the following contents:
First, clearly define the national strategy on discovering, nurturing and making use of talents, considering this a large, interdisciplinary and continuous program.
Second, add a specific goal: by 2030, build a team of high-quality human resources in AI, big data, biotechnology, and clean energy that meets regional and international standards.
Third, issue breakthrough mechanisms in institutions, remuneration policies, and creative environments to attract and retain talent, especially young intellectuals.
Fourth, strengthen international cooperation and promote the intelligence of Vietnamese people abroad as part of the nation's overall strength.
Fifth, promote the role of youth and young intellectuals in development and integration, and include in the document solutions to promote their role in digital transformation and innovation.
In the digital age, with great opportunities and challenges from AI, innovation and global integration, the discovery, training and promotion of talents need to be placed at the center of the documents submitted to the 14th National Congress, to maximize the intelligence and youth of Vietnamese people at home and abroad, contributing to realizing the aspiration to help the country rise up.
