In the 42 wards of Giang Vo district, Hanoi , which is unique in that it has a large number of retired party members with advanced ages, preparations for the 14th Party Congress have been carried out systematically and meticulously.
Ms. Chu Thi Ha, Secretary of the Party Branch and Head of the Front Committee for Area 42 in Giang Vo Ward, said that, following the direction of the Ward Party Committee, the Party branch seriously and democratically solicited feedback on the draft report for the Congress. With 15 high-quality opinions from veteran Party members who have held various positions, the Party branch made practical contributions to the document preparation process.
"Although many party members are elderly, their sense of responsibility to the Party has not diminished. Those comrades who previously worked in agencies and units and are now retired are still very dedicated and capable of accessing, analyzing, and providing in-depth feedback on draft documents," Ms. Ha shared.

Alongside the preparations, the Party branch also actively implemented events and activities to celebrate the Congress. Particularly noteworthy was the movement to build "bright, clean, and beautiful streets," decorating with flags and flowers, beautifying the urban landscape, and linking these efforts with environmental sanitation and urban order activities at temporary and makeshift markets, a long-standing problem. These seemingly small actions are a vivid measure of the leadership capacity and the strength of the Party organization at the grassroots level.
The practical implementation of the two-tiered local government model is posing many challenges for grassroots Party branches. The area is larger, the population is greater, and the workload is increasing. “There are times when the work is overwhelming, the deadlines are tight, and the pressure is immense. I myself am 70 years old this year and have been involved in local work for 15 years, but as long as I have the strength, I will continue to try my best,” Ms. Chu Thi Ha frankly stated.
Beyond the workload, the demands of digital transformation, cleaning up party member data, and implementing the "digital literacy" movement also pose significant challenges for party members in the area. However, with a sense of responsibility, the party branch has fully completed the requirements for reviewing, classifying, and managing party members in accordance with regulations.

From the perspective of a grassroots Party worker, Ms. Chu Thi Ha believes that amending and supplementing the Party Charter at the 14th Party Congress is inevitable, stemming from the demands of the country's reform process.
"Practices are evolving very rapidly; organizational models, leadership methods, and governance requirements are all changing. The Party Charter needs to be updated to be more relevant, creating a clear framework for Party organizations and members to fulfill their duties," Ms. Ha said.
Sharing the same viewpoint, Ms. Truong Trong Thuy, Secretary of the Party Cell of Residential Area 21, Hai Ba Trung Ward, Hanoi, emphasized that more than three decades of reform have brought the country into a new stage of development, with increasingly high demands, especially in the context of digital transformation and deep integration. "The Party Charter has been promptly adjusted and supplemented to keep pace with reality in order to promote initiative and creativity from the grassroots," Ms. Thuy analyzed.

Trust spreads from one residential area to another.
The atmosphere leading up to the 14th National Congress is not only present in Party branch meetings, but also clearly permeates the lives of the people in Hanoi. Mr. Tran Thanh Van, a resident of the Hai Ba Trung ward, shared that whenever the country has a major political event, people in the neighborhood eagerly decorate with flags and flowers, and beautify the streets. "It's not just for aesthetics, but it's a way for people to express their faith and expectations in the Party and the future development of the country," Mr. Van said.
From the small alleys of Thai Ha, Nhat Tao, and Phu Thuong to the city's suburbs, the movement for general environmental sanitation, urban beautification, and displaying the national flag has been implemented simultaneously, with the involvement of the entire political system and the active participation of the people.

Looking at the reality in Hanoi, it's clear that preparations for the 14th National Congress of the Party are not far-fetched, but begin at the grassroots level, stemming from the sense of responsibility of each Party member and the consensus of the people. As the rest of the country looks forward to the 14th National Congress of the Communist Party of Vietnam, the people of Hanoi are placing their hopes and trust in the major strategic directions of the Party and State for a bright future for the nation.
