On July 19, information appeared on several websites about a group of tourists being stranded due to heavy rain and strong winds while visiting Tam Coc-Bich Dong tourist area, Ninh Binh province.
Regarding this information, Mr. Bui Van Manh, Director of Ninh Binh Province Department of Tourism, said that absolutely no tourists were stranded during their visit. On the afternoon of July 19, due to the impact of a sudden storm, the Tam Coc-Bich Dong Tourist Area Management Board arranged a motorboat to safely transport tourists who had completed their tour at the tourist area.
As for the group of 27 tourists visiting Cong Rong, the boatmen quickly took them to a safe area to avoid the wind and rain and brought them back to the dock safely; these tourists also requested to continue their visit the following day.
The Director of the Ninh Binh Provincial Department of Tourism also emphasized that during the rainy and stormy season, the provincial tourism industry has drastically implemented plans to ensure the safety of tourists, especially in the face of storm No. 3 and the current possibility of flooding. To proactively respond to the storm, on July 20, the Department issued Official Dispatch No. 103 on proactively responding to storm Wipha near the East Sea.
Accordingly, the department recommends that tourist areas and spots proactively deploy plans to prevent storms and floods in a timely and effective manner, prioritizing the safety of tourists' lives and absolutely not being subjective. When the weather is bad, immediately stop sightseeing activities and promptly notify tourists, travel agencies and authorities; arrange rescue forces and vehicles at key locations; publicize hotline numbers; fully install signs, warnings of danger and organize training in first aid skills, emergency handling for staff as well as closely coordinate with authorities in all situations.
Hotels, tourist restaurants, and other service establishments must proactively monitor weather conditions, develop and implement appropriate storm prevention plans; check and reinforce infrastructure, ensure safety for visitors and staff; prepare necessities, and arrange staff to be on duty 24/7 during the storm. At the same time, it is necessary to promptly inform guests about weather conditions, provide instructions on safety measures, publicize contact phone numbers, and closely coordinate with local authorities to handle incidents.
The provincial tourism association coordinates to disseminate information and guide members to proactively prevent storms, ensure safety for tourists; support businesses in developing response plans and adjusting operations when necessary...
Communes and wards need to coordinate with tourist areas, destinations and accommodation establishments to deploy storm prevention plans, ensure safety for tourists; monitor the weather, promptly direct the suspension of tourism activities when necessary; support propaganda, check safety and prepare forces to coordinate rescue and handle incidents caused by storms and floods.

A representative of the Tam Coc-Bich Dong Tourist Area Management Board said that on the morning of July 20, as soon as the weather stabilized, the group of tourists continued their journey in a happy and comfortable atmosphere, receiving enthusiastic support from the tour guides, boat operators and boatmen. The Management Board also arranged additional motorboats to support tourists, helping them fully explore the beauty of Tam Coc.
In parallel with supporting tourists, the Management Board has proactively and synchronously deployed measures to prevent and combat natural disasters such as: increasing mooring and reinforcing boats to ensure safety in bad weather; trimming and securing trees on roads, marinas and crowded areas to minimize the risk of collapse; sandbagging to prevent erosion and flooding at key coastal locations; maintaining a rescue team on duty and a rapid communication system for timely response.
The Management Board also commits to always put the safety and experience of visitors first, constantly improving service quality and being proactive in disaster prevention and control.
Previously, the People's Committee of Ninh Binh province issued dispatches on focusing on responding to storm No. 3 and floods; proactive plans to protect key areas, ensuring the safety of natural disaster prevention and control works during this year's storm season.
Ninh Binh province requests departments, branches and sectors, according to their assigned functions and tasks, to coordinate with localities to deploy storm and flood response work according to regulations; and to organize serious on-duty shifts.

In particular, closely monitor the development of storms and flood situations; count and notify owners of vehicles, captains of ships and boats operating at sea of the location, direction of movement and developments of the storm to proactively avoid, escape, not move into dangerous areas or return to safe shelters; review and be ready to evacuate people from unsafe houses, areas at risk of deep flooding, river mouths, and coastal areas; announce sea bans, organize evacuation to ensure safety for people and property.

Check and deploy dike protection plans, protect key areas of weak dikes, dams and reservoirs; organize tree pruning, bracing, reinforcing signs, houses, public works, industrial parks, factories, warehouses; strictly carry out patrolling, guarding and protecting dikes; prepare human resources, materials, means, rescue and relief; proactively drain buffer water, ensure safety for newly planted rice and crops; prepare drainage plans for urban areas and industrial parks at risk of flooding... in accordance with the "4 on-site" motto to promptly respond to natural disasters.
