Ninh Binh proposes to build an international airport worth 23,216 billion VND by 2027

The People's Committee of Ninh Binh province has submitted to the Prime Minister a project to build a 4E-class international airport in Liem Tuyen ward. The project has a total capital of more than VND23,200 billion, under the PPP form.

The Ninh Binh Provincial People's Committee has officially submitted to the Prime Minister and the Ministry of Construction a Project to study the possibility of establishing Ninh Binh International Airport, with a total preliminary investment of about VND23,216 billion. If approved, the project is expected to start construction in 2027 and be operational from 2029.

Strategic location and project scale

According to the project, the proposed location for the airport is in Liem Tuyen ward and Binh Luc and Binh My communes. This location is considered to have high connectivity, about 7 km from Phu Ly ward, 21 km from Nam Dinh ward, and 30 km from the current center of Ninh Binh province. At the same time, the airport is also located near key tourist areas such as Tam Chuc (19 km) and Bai Dinh - Trang An (30 km).

The project has a planning scale of about 664 hectares, is oriented to be a level 4E civil airport according to the standards of the International Civil Aviation Organization (ICAO) and a level 1 military airport.

Main specifications

  • Runway: The project will have two runways with lengths of 3.8 km and 3.2 km respectively.
  • Aircraft type operated: Capable of receiving Code E and equivalent aircraft, including wide-body aircraft.
  • Design capacity: By 2030, the expected capacity will reach 5 million passengers/year. By 2050, the capacity will be increased to 10 million passengers/year.

Funding and implementation roadmap

The total preliminary investment of the project is 23,216 billion VND, including site clearance costs. To reduce pressure on the state budget, Ninh Binh province proposed implementing the project under the public-private partnership (PPP) model.

The capital structure for the period up to 2030 is expected as follows:

  • State support capital: About 45.25%
  • Capital mobilized by investors: About 54.75%

The project payback period is preliminarily calculated to be about 27 years.

Regarding the roadmap, Ninh Binh province proposed to add the project to the Master Plan for the development of the national airport and seaport system. Once approved, the next steps will be implemented to ensure the construction progress in 2027.

Expected socio-economic impact

The establishment of Ninh Binh International Airport is expected to create a new economic development space for the province and neighboring areas. The project not only helps connect Ninh Binh with key economic zones in the country and internationally but also contributes to effectively exploiting the tourism potential of the ancient capital.

In addition, the project is expected to create many job opportunities, increase income for local people and become an attractive destination for large domestic and foreign investors. Currently, the Ninh Binh Provincial People's Committee is waiting for instructions from the Prime Minister and relevant ministries and branches.
